REAL PROPERTY IN SAID CITY 1'0 PEm:IT

WHEREAS, there was filed with this Commission the petition
of the Arcadia Unified School District for a variance to permit "he
folloWing described prolll rty, to-wit:
That porticn of fractional Section 15, Township
1 North, Range n.'.vest, S. B. B. & 1>j., in the
City of Arcadia, County of' Los Angeles, State of
California, according to official plat of the
survey of said land filed in the District Land
Office on October 25, 1873, described as follows:

Beginning at the Northeast corner of Tract No.
17853, as per map recorded in Book 443, Pages 5
to 7, inclusive, of Maps, in the offic.e of the
County fiE'corder c.f said County.; thence along the
Northerly line of said Tract No. 17853, South
89021'22" vvest, 467.00 feet; thence North 0038'38"
'"est, 30.00 feet to the beginning of a tanp;ent
curve concave Southeasterly and having a radius
of 400.00 feet: thence Northeasterly along said
curve, 272.27 feet; thence tanp-ent to said curve,
North 38021 '22" East, 85.00 feet to the beginning
of a tangent curve concave ~orthwesterly and hav-
ing a radius of 245.00 feet: thence Northeasterly
alonR said ~urve an arc distance of 221.02 feet:
thence North 78052150" East, 195.35 feet to a point
in the Westerly boundary line of the land conveyed
to the Los Angeles County Flood Control District
as Parcel 19 in Deed recorded in Book 38542, Page
214, Official he cords of said County, said point
being in that certain course in said boundary line
described in said Deed as having a beariup' of North
30034'42" ;Iest and a length of 282.72 feet, distant
along said Ib'st named course North 30034'42" ..est,
164.85 feet from the Southeasterly terminus of said
course; thence along said boundary line of aforesaid
Parcel 19, the follo~ing courses and distances;

East, 223.84 feet; South 0001'30" .vest, 262.81 feet:

to be used for the construction, maintenance and operation of a pub-
lic school thereon: and

IV HEREA S, after notice required by Ordinance No. 760 of
said City, a public hearing was duly held on the matter by and be-
fore this Commission on the 23rd day of November, 1954, at which
time all interested persons were given a full opportunity to be
heard and to present evidence;
NOVl, rHEREFORE, the City Plal"'..ning Commission hereby
determines and resolves as follows:
SECTTOw 1. That there were protests to the ~rantinf, of
the proposed 'variance. 'i'hat some of' the protests were based on
alleged devaluation of adjacent properties by reason of the con-
struction and maintenance of a school on sUbject property. The
principal basis of lJrote.st Vias that the selection of subject prop-
erty as a school site and the construction and maintenance of a
school thereon was ill advised from the administrative and economic
standpoint.
SECTION 2. That subject property, from the standpoint of
city planning as distinguished from school administration, is
prcperly located and well suited for a public school. 'That ques-
tions of school administration and economics should be addressed
to and decided by the School Administration and not by this Commis-
sion.
SECTION 3. That the granting of the variance as herein-
after recommended will not be inconsistent with good planning
practice, nor with the prOVisions of the master zoning plan nor
with the present or prospective development of the neighborhood in
which said property is located. Nor will the eranting of the vari-
ance as hereinafter recommended adversely affect the comprehensive
general plan. 'That such variance is necessary for the nreservation
and enjoyment of the substantial property rights of the applicant
in that applicant is the Arcadia Unified School District, charged
with the provision of adequate facilities for the instruction of'
the youth of this community; that large parcels of land properly

located are required for school purpeses; that it is essential for
the welrare of the residents of this City that the District acquire
and use praperties for school purposes in the School District; that
subject property is in applicant.s .opinion mast suitable for such
-purposes; that the performance of its trust and the safeguarding of
its overall investment require the acquisition &nd use of such prop-
erties as in the judg;nent of the School Administration are best
suited far its purpose. That the gran.ting of the variance herein-
after recommended will not be materially detr~lental to the property
or impravements in the vicinity in which the property is located.
That subject property is a portion of a largs undeveloped .tract .of
land in the process of subdivision and development, and such land
can be properly develaped with the knowledge that a school is planned
and will be constructed upon subject praperty. fuat the nature of
applicant.s obligatian ta the public, the requirement of large single
p~cels of property, and the necessity of strategic locations, are
all circumstances applicable ta the intended use .of the pro"perty n.ot
applicable generally to the class of use in the same vicinity or
zone. That the public health, safety and welfare require that rea-
sanable provisian be made to enable the acquisition and impravement
of all such -praperties for school pUI'"()ases as are deemed necessary
and advisable by the School District.
SECrrON 4. l~at for the foregoing reasans, this Commis-
sion recommends to the City Council of the City of Arcadia that a
variance be granted to nermit the abave described praperty to be
used far the construction, maintenance and operation of a public
sChaol there.an on 'conditionthat means .of ingress and egress,
satisfact.ory ta the CityCOUT.cil ,of the City of Arcadia, be pro-
vided across subject property te and fr.om the recreatianal area
above and adjacent te subject property.
SECTION 5. The Secretary shall certify to this Resolu-
tion and shall caUse a copy to be forwarded to the City Council of'
the City of Arcc.dia.

I HEREBY CERTIFY that the foregoing Resolution was ado~ted
at a regular meeting of the City Planning Commission held on the
28th day of December, 1954, by the follo~ing vote:
