RESOLDTION NO. 170
A RESOWrrON OF THE CITY PLANNING COMMISSION OF
THE CITY OF AIlCADIA, CAIn'ORNIA, RECOMMENDING
THE DENIAL OF THE REQUEST OF AIlCAIlrA UNIFIED
SCHOOL mSTRICT FOR A VARIANCE AFiECTING PROJERrY
ZONED &-1 TO BE USBD FOR ADMINISTRATION, SHOP AND
WAIlEIDUSE FACIIJTlES
WHEREAS, there was filed with this Commission the petition of the
Arcadia Unified School District, as proposed purchaser, for a variance to
permit the following described property, to""llit:
Lots 6, 7,8, the East 40 feet of Lot 9, and the West
90 feet of Lots 1 and 2, Tract No. 6074, l&Ii recorded
in Book 67, page 83, of Maps, Official Records in the
office of the County Recorder of Los Angeles County;
to be used for the erection and operation of school district adm:l.n1stration
offices, district library, llarehouses, bus garages and maintenance s~ps; and
WHEREAS, after notice as required b)r law, a public hearing was
duly held on the matter by and before this Collll1li.ssion on the 24th day of
August, 1954, which hearing was duly continued to September 14, 1954, at
which times all interested persons were given full opportunity to be heard
and to present evidence;
NCM, THEREFORE, the City Planning Commission does hereby determine
and reSolve as follOlrllf
SECTION 1. That there were well over a hundred wr:I. tten protests
and nUDl!lrous oral protests to the granting of the requested variance, based
to a laJ:oge extent upon the depreciating effect that warehouses, repair shops,
maintenance shops and bus te:rminals would have on the adjoining residential
area.
SECTION 2. That there are exceptional circ1llllStances regarding the
intended use of the property, emanating from the nature and duties of the
applicm:rt. herein; however~ the very nature of the intended use, particularly
the use of subject property for warehouses, bus garages and mainte!llUKle
shops, Which are typically industrial uses commonly relegated to industrial
zones !Ul.d specifically required to be in M-zones under Ordinance No. 760 of
the Cit;y of Arcadia, is so disharmonious to the uses permitted in the area

of!' subject property and so detr1ment.al to the properties ani improvElIJI!lnte in the1
surrOllIlding residential area as to require the denial oJ: tb! requested variance.
SECTION 3. That the granting of the requested variance will. be materi-
ally injurious to the property and improvements looated in such vicmity and !Dne,
particularly by reason CJf' the fact that heavy industrial uses such as warehouses,
bus terminals and maintenance shops are utterly dishanuonious to the single family
residential nature and use of the adjoining properties and Will greatly impair
the peace and quiet of tb! neighboring community.

SECTION 4. That tb! granting of the variance requested is not neces-
sary for the preservation and enjoyment of tb! substantial pl'operty r~ts of tb!
applic:ant tor IJlal.\Y reasons, incl ud:l:n g the fact that applicant; has the power,
under eminent domain, to acquire at its reasonable mrket value a.rv property
necessary tor the conduct of appl:lcant's functions.
SECTION 5. That the granting ot the variame will adversely aftect

SECTION 7. The Secretary shall certifY to the adoption CJf' tlIl.s Resolu-
:t1on and shall casue a copy to be forwarded to the City Council ot the City of
Arcadia.
I HEREBY CERTIFY that tb! foregoing Resolution was aiopted at a regular
meeting of the City PlAnning Commission held on the 28th day of September, 1954,
