A RESOLO'l'ION OF THE CITY PLANNIW COMMISSION OF THE
CITY OF AllCAIlrA, CALIFORNIA, MAKING FINDINGS .A1ID
RECOMMENDATIONS CONUEllNING TIlE REQUESTED BECLASSIFI-
CATION FROM ZONE R-l TO ZONE ~ OF CERTAIN REAL
PROPEro'Y IN SAID CITY.
WHEllEAS. there was filed with this COIlIIlIiss:1.on on J1lD8 22. 19S4. the
petition of Richard S. ,R oover and others, requesting a: change of olassifi-
cation from Z'one R-l to ZOm R-O of the following described real pm pertYI
.Ill of Tract No. ll969. except that portion Olmed bT
Arcadia School District. and those portions of Lots 1D
and U of Tract No. 10726 which have heretotore been
co~d bT Earl R. Waltz and Jessie E. Waltz to Elvetta
C1lD80 and !t. A. Weitzul and which property so conve~cl
now fronts on a private ext:.ension of Fairviav Avenue.
In addition to the foregoing. to the extent that the Com-
mLssion deema necesSS!7. there should be iDc1uded that
portion of Tract No. 2409 which abuts the northerly line
of Lot 431 on HuDtington PlaceJ
and,
WHEREAS, the City Pl.azmI.ng Commission on July 13, 1954. adopted its
Resolution No. 159. wherein and whereby proceedings were instituted! for the
consideration of mAlri ng recOllllllllndatioDS conceming the reclassification from
Zone R-I to Zimll R-o at the tollowing descrihed propertYI
All at Lots 13 to 42. inclusive. and. Lot 43. except the
west 90.24 teet thereat, Tract No. 11969, as recorded in
Map Book 2$9, pages 36 and 37, at Otficial Records in
the otfice ot the County Recorder at Los Angeles County;
Lot 10. except the west $ test at the south 266.38 feet
thereat, and all at Lot 11, Tract No. 10726. as recorded
in Map Book 185, pages 31 and 32, of Otficial Records in
the otfice at the County Recorder of Los Angeles County;
That part of Lot 4, Tract No. 2409, ly:I.ng norl;herly at
Lot 43, Tract No. 11969, except the westerly 90.24 teet
thereat, as recorded in Map Book 23. page 23, at Ofticial
Records in the office of the County Recorder at Los
Angeles CountYJ
and,
WHEREAS, pursuant to notice duly given as required by law, a public
hearing on the matter was held on July 27, 19$4, which public hearing was duly
and again continued to August 24, 1954,
and regularly continued to August 10, 19S4/!lt which times all interested per-

WHEREAS; said Planning COllIIJli.ssion has reviewed am full:y considered

NOW; THEREFORE, The City Planning Commission of the City of Arcadia>
does hereby find; detem:l.ne; res01ve and recammand as 1'oll.ows:
SECTION 1. That all the lots within the above described properties
have been or are being improved with single fami~ residenees except Lots h2
and 23 of Tract No. 11969. All lots: in Tract No. 11969 have a frontage of at
least 90 feet and a depth of at least 200 feet and contain at least 19;000
square feet of area. Under R-l zoning, each of these lots could lawfull:y be
improved by two single fam1~ units each. Lots 10 and II of Tract No. 10726
have already been split into unequaJ. parcels llhich would not conf01'lJl to R-o
requirements. Lot 43, Tract No. 11969, was origl.naJ.~ an exceptionally lerge
pareel and has been divided into six parcels. Some portions have already been
. developed for uses not pe1'lllissible in Zone R-O. other portions of Lot 43 have.
been so developed as to preclude their proper development to R-o uses without

substantial 10ss. That the reclassification from Zone R-l to Zone R-o of Lots
13 to h2 inclusive of Tract No. 11969 ll111llllElr enhance their va1.ue and tend to
preserve the high quality of their present development. That this statement :La
not applicable to the remainder of the above described property.
SECTION 2'. That the mmers of all but three of IDts 13 to 42 inelu-
sive; of Tract No. 11969,s:l.gned the petition for the reclassification~and the
owner of one of these appeared and oral~ approved the change requested. That
the general. public necessity; convenience and welfare require reclassification
from Zone R-l to ZOne R-O of Lots 13 to 42 inclusive of Tract No. 11969 but do
not require the reclessification of other portions of the above described prop-
erty.
SECTION 3'. That for the foregoing reasons; this COllIIJli.ssion reco1lDD8nds
to the City Council of the City of Arcadia that Lots 13 to 42, inelusive; of
Tract No. 11969, be reclassified from Zone R-l to Zone R-Oand that the reclassi-
fication from Zone R-l to Zone R-O be denied as to the other portions of the
above described property.
SECTION 4. The Secretary shall certify to the adoption of this

Resolution and shall cause a copy to be f01'li'arded to the City Council or the City
or Arcadia.
I IlEREBY CERTIFY that the roregoing Resolution was adopted at a regular
meeting or the City PlanrJing COIIlIIIi.se1on held on the 28th day of September, 1954. by
