RESOLUTION NO.164
A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, RECOMMENDING DENIAL OF REQUESTED
VARrANCE AFFECTING CERTAIN REAL PROPERTY IN SAID CITY.
WHEREAS, there was filed with this Collllllission the petition
of Ralph D. Stogsdill and Lula P. Stogsdill, as owners, for a variance
to permit the following described property, to-wit:
The east 120 feet of Ict 2.3 of Tract No. 6641, Book 126,
Page 61 of Maps in the office of the County Redorder of Los
Angeles County and Lot 25 of Tract No. 6641, Book 126,
Page 61 of Maps in the office of the County Recorder, Ics
Angeles County.

to be ueed for all uses presently pemitted in Zone C-2, excepting
thoee uses specified in subsections 9,10,1.3,.32,4.3,58, and 64 of part
.0\ of Section 9 of Ordinance No. 760 of said City;
WHEREAS, after notice required by Orrl:lnA.nce No. 160 of said
City, a public hearing was duly held on the matter by and between this
Collllllission on the 21th day of July, 1954, at which time all interested
persons were given a full opportunity to be heard and to present. evidence;
NOW TREREFORE, the City Planning COIIIIIli.ssion does hereby determine
and resolve as follows:
SECTION 1. That there were protests to the granting of the
requested variance, based particularly on the fact that no campre-
hensi ve scheme has been proposed for the reclassification or develop-
tnBnt of the area of which subject property is a part.
SECTION II. That this Conunission has heretofore recognized the
need for affording some relief to borderline properties, and to that end
. has held public hearings and heretofore recommended to the City Council
the ammendment of Ordinance No. 760 by the establishment of four commercial
zones. That the City Council has called a public hearing for the purpose
of considering the sa:l.d recommendations of this COIIIIIli.ea1on and maldng
determinations relative thereto. That thereafter the City Council may

soon adopt ammendments to Ordinance No. 160, creating four cOllllll6rcial
. zones substantially as heretofore recommended by this Commission.
That upon and within the framework of such ammendment of Ordinance No. 160,
proper relief can be afforded property owners w.l.thout excessive damage
to adjacent properties. That the relief herein requested can, if proper,
best be afforded applicants atter the lIllIlIlllndment of Ordinance No. 160 as
heretofore recommended. That this Commission has heretofore declared and
presently re4l'irms its intention to consider various areas of the City
immediately upon request, and in orderly fashion, t1.pon its awn motion,
for the purpose of determining what properties should be reclassified
tor zoning purposes upon the adoption of the amendment to Ordinance No.
160, as heretofore recommended.
SECTION lIT. That tor the foregoing reasons, the application
herein is, and a decision thereupon would be,premaWre. That as required
. by Section 16 J of Ordinance No. 160, this Commission does detennine and
recommend that the final decision upon the extension of uses permissible
upon subject property be deferred until a final decision be made by the
City Council upon the recommendations of this Commission for the
amendment of Ordinance No. 160 by the creation of four ccnmnercial zonas,
and that the within application at this t:iJne be denied without prejudice
to further consideration of subject property, either singly or in con-
junction with other properties simularly situated or affected.
SECTION IV. The Secretary shall certify to this Resolution
and shall cause a copy to be fOI'llarded to the City Council of the City
ot Arcadia.

I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on this 24th
da\Y of August, 1954, by the following vote:
