RESOLUTION NO. 163 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE GRANTING OF A VARIANCE AFFECTING CERTAIN REAL PROPERTY IN SAID CITY TO PERMIT THE CONSTRUCTION. MAINTENANCE AND OPERATION THEREON OF HEADQUARTERS OF THE ARCADIA LOCAL COUNCIL OF GIRL SCOUTS. WHEREAS, there was filed with this Commission on July 26, 1954 a petition of the Arcadia Council of Girl Scouts, as owner, requesting a zone variance to permit the north 80 feet of the south 169.4 feet of the west 227.2 feet of Block 49, Santa Anita Tract, as shown on map recorded in Book 34, page 41 and 42 of Miscellaneous Records of Los Angeles County, being the property situated at 590 South Third Avenue in said City to be used as headquarters for the Arcadia Council of Girl Scouts; and WHEREAS, after due notice as required by Ordinance No. 760 of the City of Arcadia, a public hearing on the matter was held by . and before this Commission on the 10th day of August, 19.54. at which time all interested persons were given full opportunity to be heard and to present evidence; . NOW, THEREFORE, the City Planning Co~ission of the City of Arcadia does hereby determine and resolve as follows: SECTION 1. That there were no protests to the granting of the variance requested. SECTION 2. That there are exceptional circumstances applicable to the intended use of the property that do not apply generally to the class of uses in the same vicinity and zone. That applicant is a recognized youth organization of unquestioned character and inestimable worth to the community. That the nature of applicant I s work is necessarily with the youth of the community, involving children of school age, and requires that its facilities be located in close proximity to the schools of the community and in residential rather than commercial or quasi-commercial areas. SECTION 3. That Buch variance is necessary for the preser- vation and enjoyment of the substantial property right of the applicant possessed by other property in the same vicinity and {i" ,y~ tl ~ ,~ , - - , - 'I -' , - . . . ... . . . zone. Applicant is dedicated and devoted to the service of the youth of the community and has no other lawful use for its property other than that for whioh the varianoe is herein requested. SECTION 4. That the granting of the varianoe requested will not be materially detrimental to the publio welfare or inJurious to the property or improvements in suoh vicinity and zone 1n whlch the subJeot property is located. On the oontrary, the granting of the varlanoe will be beneficial to the publlc welfare, and the lmprovement of the property for applioant's activities and the conduot of lts actlvltles thereon wlll not be . injurious to the property or improvements in the vioinlty and zone. SECTION S. That the granting of the varianoe requested will not adversely affect the comprehensive general plan. That the nature of applioant's work makes the location of its facl1ities ln a residentiRl zone adJaoent to school facilities essential, and such location is in furtherance of rather than contrary to the comprehensive general plan. SECTION 6. That for the foregoing reasons, this Commission recommends to the City Council that the requested variance be granted to permit the subJeot property to be used for the purposes stated ln appllcant's petitlon on flle herein. SECTION 1. The seoretary shall certify to the adoption of this Resolution and shall cause a copy of the same to be forwarded to the 01ty Council of the City of Aroadia. 1 HEREBY CERTIFY that the foregoing Resolution Was adopted at a regular meeting of the Oity Planning CommiSsion hsld ~ on August 24. 1954, by the following vote: AlES: Commissioners Anderson, Balser, Daly, Robertson and Sorenson NOES: None ABSENT: Commissioners Knopp and Pratt ~;~~ rman - 2 - 16:3
