A RESOLUTION OF THE CITY PLANNING COMMISSION OF
THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDnlG
THE DENIAL OF THE REQ.UE8TED ZONE RECLASSIFICATION
FROM ZONE R-2 TO ZONE C-2 AND RECOMMENDING THE
GRANTING OF THE REQ.UE8TED RECLASSIFICATION FROM
ZONE R-2 TO PR-2 AFFECTING CERTAIN REAL PROPERTY
IN SAID C rry
WHEREAS, there was filed with this Commission the petition
of E. W'. Bates, as owner of the following described property:
A pert of' Santa Anita Rancho as shown on map-, recorded
in Patent Book 1, pages 97 and 98, records of' Los
Angeles County, described as follows:
That portion of the 4.0 foot wide strip of land shown
as "Southern Pacific Railroad Right of Way" on Map
of Tract No. 34.30, recorded in Book 42, page 32 of
Maps, records of said County, included within the
northerly porlongation of the easterly and westerly
lines of the easterly 69 f'eet of Lot 1 of said Tract
No. 3430, being a per tion of the abandoned Southern
Pacific Railroad right of 'flay looated approximately
229.44. feet east of t he east line of Bald win Avenue
requesting a change of zone from Z'.one R-2 to Z'one C-2 or PR-2; and
WHEREAS" a1'ter due notice as required by law, a public
hearing was held in the matter by and befat"e this Commission on
May 25, 1954, at which tim all interested persons were given a
f111l opportunity to be heard and to present evidence;
NOR', THEREFCRE, the City Planning Commission or the City
of Arcadia does hereby find, determine and resolve as follows::
SECTION 1. That there were protests to the granting of
certain of the aforesaid zone reclassifications,. That the subject
property is a paroel 4.0 feet by 60 feet in e:iz&, conmituting a por-
tion of the abandoned Southern Pacific Railroad right of way. That
said ~rcel is within the alignment of a future street as shown on
Sheet No.3. of the Block Maps of the City, recommended by the City
Planning Commission on Sep; ember 30, 1952,. end approved by the City
Council on January 6, 1953. That the requested reclassification to
Z:one C-2 would result in a small segment of oommercial property
being pIeced between adjacent residentia;!. properties:. That the

granting 01' the 0'-2 zone reclassification would be contrary to the
comprehensive general pllll. is not neceslfary 1'01' the preservatiam
of substantia!: property rights and would be inimical to the heal th
and weU'are of the reS'1dents 01' the area and detrimental to the adja-
cent residenti&] properties.
SECTION 2. That subject properwhas no street frontage and,
in the opinion of this Commission. is subject to a parking ovar1ay as
iii transitional use under the provisions of Ordinance No. 760; that
any ambiguity or uncertainty in this regard can, and should be removed
by granting the requested reclassification to Z'one PR-2.
SECTION 1+ That for the foregoing reasons: this Commission
recommends to the City'Council that the requested reolassification
to Zone C-2 be den1edJ that the requested reclassi1'lcatlon to Zone
. PR-2 be granted.
SECTION 4. The Secretary shall certify to the adopticn of
this Resolution and shall cause a copy of the same to be forwarded to
the City Council 01' the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regulat' meeting of the City Planning Commission held on June 22,
1954, by the following vote:
AlES: Commissioners Anderson, Daly, Knopp, Pratt, Robertson and
Sorenson.
NOES: None
ABSENT: Commissioner Balser
