DECLARING PUB- LIC POLICY ~ITH REFERENCE TO THE CRD~~LY SUBDI- VISION OF PROPERTY ~ITHIN THE CITY OF fu~CADIA THE CITY PLANNING COLIlolISSION OF THE C ITY Ol~ A..'1C"DIA DOES DETERMINE. RESOLVE AND DECLARE AS FOLLC;IS: SECTION 1. That the rapid growth of the City of Arcadia has practicallY exhausted the large unimproved areas of land normally available for subdivision; that future subdivision within . the City must necessarily be comprised of existing lots too large for retention as sin~le units but seldom large enough individually to allow proper subdivision;- that the orderly planning and develop- ment of such parcels require the cooperation of the respective o~ners and the encouragement and assistance, so far as may be proper and legal. of all governmental agencies having jurisd.ic ti:>n. SECTION 2. Pursuant to the foregoing. it is hereby de- clared to be the policy of the City Planning Commission of the City of Arcadia to foster the orderly development and proper planninG of areas to be subdivided. To this end this Conwission will encoura~e. without partisanship. the collective subdivision of all adjacent parcels properly includable under one plan or within one subdivision. ':::'0 this end this Commission will approve reasonable measures for the . reimbursement of a subdivider of the costs incurred by hun in sub- dividin~ property, when such costs are incurred at least in part for the ultimate benefit of properties not ~mbraced within such subdi- vision; that tne proper development of many areas require the in- stallation of i~provements out of proportion to the property presently being s~)divided. ~~d that adequate provisi@n should be made for the eventual spreading of such im~rovement costs over areas actually benefited thereby when and if such other areas desire to and are ready to avail themselves of such benefits. - 1 - 155 . . . . . SECTION 3. To accomplish the roreEoiug this CommiDsion will. as a matter of policy, recommBnd in connection with all future subdivisions that properties not witrin such subdivisions, but abutting improvements made therein at the c~st of the subdi- vider and to be dedicated to the public, shall be precluded from access to or use of such improvements by (1) the granting of inter- veninG property in fee to the City of Arcadia. or (2) ~anting intervenin3 property in trust to an impartial corporate title holder upan such conditions as this Comnis~ion shall find and recom- ~end to be fair and equitable to such subdivider. to the ouners of adjacent properties and to the inhabitants of the city Goner-ally, 01' (3) by such other or furths!' means as may be lawful and proper. In furtherance of this pulicy and for the purpos e of facilitatinf; the inclusion within a given subdivision o~ all property that may be available for inclusion therein, this Commission ~lill cause timely notice of all determinations to be made within the SC098 of the policy hereby decl~ed to be sent to the owners of all parcels of the proflerties deemed by this Commission to be in any way bene- fited by the improvelmnta to be constructed therein.
