NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DE-
TERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were many protests, both oral ~d
written to the granting of the requested variance on the grounds
that any industrial use would be incompatible with the present high-
class residential development on Foothill Boulevard; that the value
of such residential property would decrease; and that once an in-
dustrial use were allowed in a portion of the area, it would be diffi-
cult to keep it from expanding to the balance thereof.
SECTION 2. That subject property is a site with an
812.5-foot frontage on the south side of Foothill Boulevard and a
depth of 440 feet to the north line of the proposed Foothill Free-
way, containing 8.15 acres; that it is zoned R-l; that there are
two residences on the easterly portion of subject property and the
weste~ly portion thereof is vacant. That all of the lots on the
south side of Foothill Boulevard are large lots containing two and
one-half to five acres each, and all are zoned R-l; that the prop-
erty in the neighborhood on the north side of Foothill Boulevard
is zoned R-O and developed with fine homes, well above the average
in the City. That it has not been shown that there are any excep-
tional or extraordinary circumstances or conditions applicable to
subject property that do not apply generally to other property in
the same vicinity; nor has it been s~own that the requested vari-
ance is ~ecessary for the preservation and enjoyment of a substan-
tial property right of the applicants possessed by other property
in the same zone and vicinity.
SECTION 3. That the granting of a variance to allow an
industrial use in such neighborhood of exceptionally high-class
residential property would be materially detrimental to the prop-
erty and improvements in the zone and vicinity in which subject

property is located. That while the plans and description of the
requested use indicate that the building and the business to be
conducted therein would be a desirable addition to the City of Ar-
cadia, there is ample property in the City presently zoned for in-
dustrial use; and the granting of the requested variance would ad-
verfilely affect the compreh~nsive general plan.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the requested variance to
permit the research. development, engineering, fabrication, assembly
and servicing of electronic and electro-mechanical materials, pro-
ducts and systems on the a~ove-described property be denied.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-
. warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
23~d day of January , 1962, by the following vote:
