RESOLUTION NO. 432
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF'ARCADIA,
CALIFORNIA., RECOMMENDING THE
RECLASSIFICATION, UPON CERTAIN
CONDITIONS, OF PROPERTY ON BALDWIN
AVENUE AND NAOMI AVENUE FROM ZONES
R-l AND R-2 TO ZONES C-3 AND D
(ARCHITECTURAL OvERLAY) AND C-2
AND RECOMMENDING THE 'DISAPPROVAL
OF THE PROPOSED RECLASSIFICIATION
TO R-3-R OF PROPERTY ON DUARTE ROAD
AND LOVELL AVENUE IN SAID CITY.
WHEREAS, this Commission did, on its own motion, by Reso-
lution No; 419 adopted September 26, 1961, institute pJ;'oceedings
for the purpose of considering and making recommendati9ns concerning
the reclassification to Zones R-3-R, C-2, and C-3 and b (Architec-
. tural Overlay) of certain properties on Duarte Road, Naomi Avenue,
Lovell Avenue and Baldwin Avenue, pursuant tomich a p*blic hearing
was, after notice as required by law, duly held for said purpose by
and before this Commission on October 10, 1961, which hearing was
duly continued to November 14, 1961, at each of which times all
interested persons were given a full opportunity to be~eard and
to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION DOES HEREBY
DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there were communications both for and
against the proposed rezoning and those who spoke in favor of it
and others who spoke against it. That the reasons presented agaihst

the proposed rezoning were chiefly increased traffic and the gradual
encroachment of commercial and apartment house development into
residential areas.
SECTION 2. That subject property is located in an area
with increasing commercial development; that some qf the lots abut
commercialllf zoned property and the lot on Baldwin Avenue is situ-
ated between two commercially zoned lots. That conditions indicate

~ that more commer~ial development is required and that further de-
velopment of the Baldwin Avenue-Duarte Road area is desirable; that

the present need seems to be for stores rather than office buildings.
That with the present widening of Duarte Road and Baldwin Avenue,
those streets are able to take care of the increase in traffic which
further commercial development would bring, provided Naomi Avenue is
widened and certain alleys are provided, and that provision for these
alleys be made a condition to the rezoning of the property. That the
investment required to develop property to the present,R-3-R stand-
ards indicates that a monthly rental of from $300 to $$00 would be
required, and it does not appear that there will be ne$d of that
type of apartment house development in this area even if the com-
mercial properties in the immediate vicinity are fully developed.
SECTION 3. That for the foregoing reasons t~is Commission
recommends that property in the City of Arcadia, Count1 of Los
Angeles, State of California, described as follows:
Lots 11 to 14, inclusive, Lots 18 to 27, in-
clusive, and the Westerly 9 feet of Lot 17,
Tract No. 4611, as shown on map recorded in
Book 51 pf Maps, page 82, in the office of
the Recorder of said County,
be rezoned from Zones R-l and R-2 to Zones C-3 and D (Architectural

Overlay) upon the following conditions:
a. That 12 feet be dedicated for Widening Naomi Avenue
to a width of 42 feet from the present centerline.
b. That 30 feet be dedicated for the opening of an alley
along the easterly side of Lot 14.
c. That 30 feet be dedicated for the opening of an alley
along the easterly side of the ten lots on the south side of Naomi
Avenue. (This would include the east 21 feet of Lot 18 and the
west 9 feet of Lot 17.)
d. That 30 feet be dedicated for the opening of an alley
along the westerly side of Lot 27.

e. That 30 feet be dedicated for the opening of an alley
along the southerly line of Lots 18 to 27, inclusive.
f. That where these alleys intersect, a l5-foot by l5-foot
corner cut-off should be dedicated.
g. 'That a 10-foot wide drainage easement from the alley
system to Lovell Avenue be provided along the south line of Lot 17.
SECTION 3. That the rezoning hereinabove recommended be
conditioned upon the following:
a. That all of the dedications required of Lots 11 to 14,
inclusive, Tract No. 4611, be made before such property is rezoned.
b. That all of the dedications required of Lots 18 to 27,
inclusive, and the West 9 feet of Lot 17, Tract No. 46il, be made

before such property is rezoned.
SECTION 4. That the fOllowing restrictions should be made
applicable to the property hereinabove described under said Zone D
(Architectural Overlay):
a. That Lots 11 to 14, inclusive, Tract No. 4611, shall
be developed contemporaneously as a unit and as one building site.
b. That Lots 18 to 27, inclusive, and the west 9 feet of
Lot 17, Tract No. 46ll., shall be developed contemporaneously as a
unit and as one bUilding site.
c. That a concrete block wall be constructed along the
east line of the ~lley east of each building site, and along the
south line of the alley south of the ten lot building site.
d. That no building shall be erected or ma1n:tained on

~ the front 15 feet of the property remaining after dedication for
street widening. At least 9 feet of the aforesaid 15 feet shall be
suitably landscaped and maintained:
e.That prior to or concurrent with the erection of any
commercial structures, the applicable dedications shall be improved

for street, alley and drainage purposes in accordance with city
standards.
f. That signs shall be limited to one square foot of-
area for each foot of building frontage; all signs to pe mounted
flat against the building and no flashing or roof signs to be
allowed.
g. That all lighting of the subject property and the
buildings thereof shall be directed away from adjacent residential
property.
h. That all plans shall be submitted to the Planning
Commission for approval as to plot plan, architectural treatment,
walls, landscaping and signs before issuance of a building permit.

SECTION 5. That this Commission recommends that property
in the City of Arcadia, COUQty of Los Angeles, State of California,
described as follows:
v The south 68.73 feet of .Lot 1, Tract No. 5907,
as shown on map recorded in Book 63 of Maps,
page 67, in the office of the Recorder of said
County ,
be rezoned from Zone R-2 to Zone C-2.
SECTION 6. That the proposed rezoning for property in
the City of Arcadia, County of Los Angeles, State of California,

described as follows:
j. Lots 1 to 9, inclusive, Tr.act No. 8487, as sllown
on map recorded in Book 114 of Maps, page 48, in
the office, of the Recorder of said County; Lot 17,
except~ng the, westerly 9 feet thereof, and all of
Lot 16, Tract No. 4611, as shown on map r~corded
in Book 51 of Maps, page 82, in the office of the
Recorder of said County,

SECTION 7. The ~ecretary shall certify to the adoption
of this, reSOlution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
4th day of December
