RESOLUTION NO. 430
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING' THE
CLASSIFICATION AND RECLASSIFICATION
TO ZONES C-2, D AND P OF PROPERTIES
LOCATED AT 525, 529, 601, 603 AND
615 LAS TUNAS DRIVE,. RECOMMENDING THE
REGULATIONS TO BE IMPOSED UNDER THE
ZONE D CLASSIFICATION, AND RECOMMENDING
THE DENIAL OF REQUESTED RECLASSIFICATION ,.
TO ZONE C-2 OF PROPERTY AT 2612 SOUTH .
BALDWIN AVENUE AND TO ZONE R-3 OF
pROPERTY AT 525 LAS TUNAS DRIVE IN
SAID CITY.
WHEREAS, there was filed with this Commission on Septem-

ber 15, 1961, the application of Ralph D. Stogsdill and Lula P.
I
Stogsdill, as owners, for a change of, zone from Zone R~l to Zone
. C-2, R-3 and P of certain property located at 2612 South Baldwin
Avenue and 525, 529, 60~, 603 and 615 Las Tunas Drive; and,
WHEREAS, after notice required by the Zoning: Ordinance
of said City, as amended, a public hearing was duly held on said
matter by and before this Commission on September 26, 1961, which
hearing was duly continued to October 10, 1961, ror staff and
zoning committee reports, at each of which times all interested
persons were given a full opportunity to be heard and to present
evidence; and,

WHEREAS, this Commission after due consideration of re-
ports filed and evidence submitted at said hearings, did, on its.

own motion, by Resolution No. 426, adopted on OctoberG.O, 1961,
I
institute proceedings for ~he purpose of considering and making
recommendations concerning the reclassification to Zone D (Archi-
tectural Overlay) of said properties,_in addition tO,the requested
reclassification to Zones C-2 and P, pursuant to which a public
hearing was, after notice required by law~ dUly held fpr said pur~
pose by and before this Commission on October 30, 19611, at which

time all interested p~rsons were given full opportunit1 to be heard
and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSIONI'DOES HEREBY
DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there were those who spoke in favor of
the requested rezoning and those who spoke against it.,
SECTION 2. That subject properties are loca~ed on arterial
routes, and properties across the street have already ~een developed

to commer.clal uses. That except for the lot On Baldwir Avenue, the
granting of commercial zoning under certain conditions, imposed by
an architectural overlay will be a benefit to the neighborhood and
to the development of the city as a whole.
SECTION 3. That this Commission recommends :the denial of

the requested C-2 and D ZOning for the property at26~2 South Bald-
win Avenue in the City of Arcadia, County of Los Angeles, State. of
Californiaj described as follows:
Lot 2, Tract No. 6641, as shown on map
recorded in Book 126, page 67, of Maps,
Records of said County.

SECTION 4. That this Commission recommends ithe denial

of the requested R-3 zoning for property in the City of Arcadia,
County of Los Angeles, State of California, described las follows:
The easterly 25 feet of Lot 17 and the
westerly 25 feet of Lot 16, of said Tract
No. 6641,
and recommends that said property be classified as and placed in

Zones P and D (Architectural Overlay) in addition to the basic R-l
. zoning presently applicable thereto, and that the res~rictions set
up in Section 6 hereinafter should be made applicable ,to said prop-
erty under said Zone D (Arch1tectural"Ove~la!).

,SECTION 5. That, this COmmiss~on recommends I that property

Lots 18, 19, 20 and the West 50 feet of
Lot 17, of said Tract No. 6641,
be rezoned to C-2 and D (Architectural Overlay) and that the re-
strictions hereinafter set up in Section 6 should be made applicable

to said property under said Zone D (ArchitectUI,'al Overlay).
SECTION 6. That the following conditions shall be im-
posed under the Zone D (Arqhitectural Overlay) hereinapove recom-
mended:
a.
Every exterior sign shall pertain only to

ducted within the building.

b. All flood lighting shall be directed away from resi-
dential'properties.
c. No ground signs on the property hereinbefore de-
. scribed shall exceed thirty-five (35) feet in height apove the
ground nor contain any blinking lights or moving parts~

d. Towers, chimneys, spires, gables, roof structu~es,
flag poles., radio or television masts shall not exceed! a height of
twenty (20) foeet above the roof of the main portion of the building.
e. All parking areas shall be improved and walled as re-

quired by Arcadia Municipal Code and I
the shall be subject to the

approval of the Director of Public Works.
f. The plan for the disposal of all surface drainage
water shall be subject to the approval of the Director of Public
Works.
g. No sign shall be placed on the north wall of any
commercial building except identification Signs not to exceed
thre.e (3) square feet in area at any rear doors of the shops.
h. All permanent and temporary storage of w!l-res and

merchandise, and, crates, bottles, trash, gar~age and refuse ~hall
be within the buildings.

i. All air conditioning equipment shall be within the

j. The Planning Commission or City Council may modify
any of the foregoing conditions if such modification will .not ad-
,
versely affect property or improvements in the vicinitr and if such
modification will equally accomplish substantially the' same re-
suIts as will adherence to the foregoing conditions.
SECTION 7. The Secretary shall certify to t~e adoption

of this resolution and shall cause a copy of the same :to be forwarded

to the City Council of the City of Arcadia. i
I HEREBY CERTIFY that the foregoing resolut~on was adopted
at a regular meeting of the City Planning Commission Jeld on the
14th day of November ,1961, by the following vote::
AYES: Commissioners Forman, Michler, Rutherford and Norton
