RESOLUTION NO. 425
A RESOLUTION OF THE CITY PLANNING
COMMISSiON OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE TO ALLOW THE
NORTH PORTION OF PROPERTY AT THE
SOUTHWEST CORNER OF SYCAMORE AVENUE
AND SECOND AVENUE IN SAID CITY TO
BE USED FOR THE CONSTRUCTION AND
MAINTENANCE OF A TEMPLE AND RELIGIOUS
SCHOOL.
WHEREAS, there was filed with this Commission on the 22nd
day of August, 1961, the application of the Foothill Jewish Community
Center, as owner, signed by Charles Lapson, for a zone variance to
permit the use for a temple, religious school and required parking
area of the north portion of property at the snthwest :corner of
. Sycamore Avenue and Second Avenue in said City of Arca:dia, County
of Los Angeles, State of California, specifically described as follows:
Lot 5, Block 90, Santa Anita Tract as shpwn
on map recorded in Book 34, pages 41 and 42,
Miscellaneous Records of said County, excepting
therefrom the south 175 feet of that portion'
of the Lot lying north of Foothill Boulevard;
and,
WHEREAS, after due notice as required by the Zoning Ordi-
nance of said City, a publiC hearing was duly held on the matter by
and before this Commission on the 26th day of September, 1961, at
which time all interested persons were given a full opportunity to
be heard and to present evidence;

NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DE-
TERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were numerous protests, both oral
and written, to the granting of the variance, on the grounds that
it would depreciate property values on a street developed with resi-
dential property. That several voiced no objection to the use of

... the south portion of the property, now zoned C-2, ,for the construc-
tion of the temple and school, but they were opposed tp a variance
for use of the R-l portion of subject property for such a purpose.
SECTION 2. That the south 135 feet of subject property
is already zoned C-2; that the north 375 feet, facing pn Sycamore
Avenue is zoned R-l and the property in between is zoned PR-l. That
on January 6, 1959, by Resolution No. 3092, a zone var;tance was
granted to allow a temple and religious school on the ~outh portion
of the property with the north 175 feet to remain in Zone R-l; that
an extension of such variance was twice granted, such variance ex-
piring on July 6, 1960. That the present application requests a
variance to allow the construction of the temple and religious school
~ on the portion of the property presently zoned R-l, leaving the prop-
erty facing on Foothill Boulevard and presently zoned C-2 to be used
for commercial purposes.
SECTION 3. That it was not shown that there are excep-
tional or extraordinary circumstances or conditions applicable to

subject property or the intended use thereof or that the variance

is necessary for the preservation and enjoyment of a substantial
property right of the applicant possessed by other porperty in the
same zone and vicinity in that both the temple and the religious
school could, under our present zoning ordinance, be constructed
on the portion of the property already zoned C-2. That the grant-
ing of the requested variance could be injurious to the neighboring
~ property presently zoned and developed for R-l uses and could ad-
versely affect the comprehensive general plan.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the requested variance for
use of the property above described for the construction and maint-
of a temple and religious school Qe denied.

SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the lOth
day of October, 1961, by the following vote:
