RESOLUTION NO. 424 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA; CALIFORNIA, RECOMMENDING THE GRANTING OF A ZONE VARIANCE TO ALLOW THE ERECTION OF A COVERED PATIO ON PROPERTY AT 590 SOUTH THIRD AVENUE IN SAID CITY OWNED BY THE SANTA ANITA GIRL SCOUT COUNCIL AND THE USE OF SAID PROPERTY AS A MEETING PLACE FOR GIRL SCOUTS AilEl O'P:lIER SHULAR GROUPS. WHEREAS, there was filed wtth this Commission on the 25th day of August, 1961, the application of the Santa Anita Girl Scout Council, as owner, signed by Nancy H. Trask, President; for a zone variance to allow the construction of a covered patio on property at 590 South Third Avenue in the City of Arcadia, County of Los' . Angeles, State of California, described as follows: The north 80 feet of the south 169.4 feet of the west 227.2 feet of Block 49, Santa Anita Tract, as shown on map recorded in Book 34, pages 41 and 42, of Miscellaneous Records of said County; and to allow the use of said property as a meeting P1a~e for Girl Scouts and other similar groups; and, WHEREAS, after due notice as required by the Zoning Ordi- nance of said City, a public hearing was dUly held on the matter by and before this Commission on the 12th day of Septe~ber, 1961, Which hearing was duly continued to September 26, 1961~ at each of which times all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DE- . TERMINES AND RESOLVES AS FOLLOWS: SECTION L That while there were protests to the grant- ing of the variance, both oral and written, there were. many who spoke in favor of it; that said protests were not against the appli- cant but rather were against the increased activites in the neigh- because they were growing beyond the bounds of R-2 zoning. -1- 42~ ./ r I '\ . ---.J ,~ ) ~, I '---" I That the first variance, granted in 1954, was for headquarters for the local Arcadia Council of Girl Scouts. That the nature of the Girl Scou~ activities I consti,tutes an exceptional or extraordinary circumstande applicable I to the intended use of subject property; that the requested variance I is necessary to preserve the property rights of the applicant in that subject property has alread1 been improved with a structure designed specifically for a Girl Scout Headquarters. ~at it is ,..-..., I "-j necessary for Girl Scout activities to be held whenever possible I wi thin walking distance 01' the young people who use the facili.ties. I That while the organization is growing and the activit~es increas- ing, such activities have not yet reached the point where a larger area or more facllities are required. That under cert~in conditions the granting 01' the variance requested would not be detrimental to I I public health or welfare or to the comprehensive general plan but I would provide facilities for youth activites within re~ch of the young people for whom such facilities are planned. ~) SECTION 3. That the regulations of the Los Angeles Air Pollution District and the Arcadia Fire Department as they pertain to the emission of smoke and open fires be strictly obeyed. c. That the activities carried on either i~ the building or on subject property be limited to only Girl Scout aJctivities. d. That the paved areas indicated on the plot plan be lined. and reserved for off-street parking,and that parking not be permitted in the driveway. e. That th+s variance be granted for a ten~year period and at the end of said ten-year period this activity be relocated where it will be more compatible with surrounding properties. SECTION 4. The Secretary shall certiry to ~he 'adoption i or this resolution and shail cause a copy of the same Ito'be forwarded to the City Council of the City of Arcadia.
