RESOLUTION NOo 421
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE TO ALLOW THE
CONSTRUCTION OF ONE ADDITIONAL
DWELLING AT 517 TO 519~ SOUTH THIRD
AVENUE IN SAID CITY.
WHEREAS, there was filed with this Commission on the lOth
day of August, 1961, the application of Ignazio Guard~labene and
Hazel M. Guardalabene, as owners, for a zone variance to permit the
erection of one additional dwelling unit on property at 517 to 5l9~
South Third Avenue in said City of Arcadia, County of:Los Angeles,

State of California, described as follows:
Part of Block 60, Santa Anita Tract, as shown
on map recorded in Book 34, pages 41 and 42,
Miscellaneous Records of said County:
Beginning 202.41 feet south from the southwest

corner of Eldorado Street and Third Avenue;
thence South 87.11 feet; thence West 205 feet;
thence North 136.11 feet; thence East 87 feet;
thence South 49 fee't; thence East 118 feet to
the point of beginning;
and,
WHEREAS, after notice required by the Zoning Ordinance
of said City, a pUblic hearing was duly held on the matter

before this Commission on the 12th day of September, 1961, at

which time all interested persons were given a full opportunity to
be heard and to present evidence;
NO,,!, THEREFORE.. THE CITY PLANNING COMMISSION HEREBY
. DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were no protests to the granting
of the zone variance. That subject property is an L-ishaped lot on
the west side of Third Avenue between Eldorado Street and Genoa
Street with a frontage of 87.11 feet on Third Avenue and an area

of 22, 120 square feet; that it is zoned R~2 and developed with
four living units. That although it is physically possible to place
an additional house on subject property, there is not available the
additional 7500 square feet required for either a dupl~x or two sin-
gle family residences. There is no provision in the Zoning Ordin-
ance for the addition of one single-family dwelling on less than
the full 7500 square feet required for a duplex or for two single-
family residences.

SECTION 2. That it has not been shown that there are ex-
ceptional or extraordinary circumstances applicable to subject prop-
erty or to the intended use thereof that do not apply generally to
the prope~ty or class of use in the same zone or vicinity, or that the
variance .is necessary for the preservation of any property right
of the apPlicant possessed by other property in the same zone or
vicinity. That the granting of the requested variance from the zon-
ing requi~ements would constitute poor planning practice and might
be injurious not only to the property and improvements in the neigh-
borhood but to the comprehensive g~neral plan.
SECTION 3. That for the foregoing reasons, this Commission
recommends to the City Council that the requested variance for the
erection of an additional dwelling on the property described above
be denied.
SECTION 4. The Secr~tary shall certify to the adoption
. of this resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission 4eld on'the 26th
day of September ,1961, by the following vote:
