RESOLUTION NO. 417
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE APPROVAL
OF A ZONE VARIANCE TO ALLOW PROPERTY
AT 720 - 728 WEST CAMINO'REAL TO BE
USED FOR THE CONSTRUCTION AND
MAINTENANCE OF A HOTEL-RESIDENCE FOR
RETIRED PERSONS.
WHEREAS, there was filed with this Commission on the
26th day of June, 1961, the application of Paul M. and Ethel E.
Porter, Charles F. and Mary Becker and Sierra-Camino, Inc., as
owners, for a zone variance to permit the construction and mainte~..

nance of a hotel-residence for retired persons on the property at
720 - 728 West Camino Real, in said City of Arcadia, County of Los
Angeles, State of California, described as follows:
The easterly 132 feet of the westerly 396
feet of Lot 1, Block G, Santa Anita Land
Company Tract~ as shown on ~p recorded in
Book 6, page 137, of Maps, records of said
County;
and,
WHEREAS, after noti.ce required by the Zoning Ordinance
of said City, a public hearing was duly held on the matter by and
before this Commission on the 11th day of July, 1961, which hearing
was duly continued to July 25th, 1961, at each of Which times all
interested persons were given a full opportunity to be.. heard and
to present evidence;

NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY
DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That while there were those who spoke in
favor of the application and many who signed statements favoring
the variance, there was also opposition to the granting of the re-
quest.

SECTION 2. That subject property is presently zoned R-2
and is developed with five dwellings. That although property to
the west and northwest is zoned R-2, the property to the northeast
is zoned R-3 and C-2. That variances for commercial u~es and a
convalescent home have been granted on the R_l property to the east
and southeast respectively and a service station is already under
construction at the southwest corner of Camino Real and Baldwin
Avenue. That although subject property has not been fully developed
to C-2 uses, the gradual development of surrounding property to
commercial uses creates exceptional and. extraordinary circumstances
applicable to subject property and the requested varian.ce is neces-
sary for the preservation of the property rights of applicants pos-
sessed by other property in the same zone and vicinity. That the
granting of a vari~ce for the development of a hotel-residence on
subject property upon certain conditions would not be fnjurious to
the property and improvements in the neighborhood nor to the com_
prehensive general plan.
SECTION 3. That for the foregoing reasons, this Commis-
sion recommends to the City Council of the City of Arcadia that a
variance be granted to allow the property hereinabove described to
be used for the construction and maintenance thereon of a hotel-
residence for retired persons upon the fOllowing conditions:
a. That subject property shall be used only for the
purposes permitted in the zone and for a hotel-residence for re-
tired persons and shall not be converted for transient use.
b. That occupancy shall be limited to those who are
healthy and ambulatory ~d shall not include any narcotic, alcoholic
or mentally ill persons.
c. That improvements shall be constructed in substantial
compliance with the revised tentative plan submitted, by' applicant
this Commission on August 8, 1961, the final

plans, including landscaping plans, to be approved by the Planning
Commission before issuance of a building permit.
d. That kitchen and dining facilities shall be for the
use of the tenants of the building, their guests and employees,
and shall not be opened and used as a public restaurant.
e. That no intoxicating liquors shall be sold on the
premises.
f. That no more than one sign for identification pur-
poses not to exceed ten (10) square feet in area, located back of
the 25-foot front yard shall be erected or maintained on the
premises.
g. That concrete curb, gutter and sidewalk shall be con-
. structed aiong the entire frontage of the property, in accordance
with City specifications and to grades satisfactory to the Director
of Public Works.
h. That a six (6) foot high concrete block wall shall
be constructed along each side and the rear of the property unless
other provision has been made, except that said wall shall be four
(4) feet high adjacent to the 25-foot front yard.
i. That the driveway and the entire parking lot shall
be paved, with drainage facilities satisfactory.~o the Director
of Public Works.
j. That the minimum parking space shall be in the amount
of three-fourths of a space for each rentable living unit, and shall
be provided back of the applicable building setback line..
. k. That the minimum room size shall be 220 square feet.
1. That final plans shall be submitted to the Planning
Commission within six months of the date of a City' Council resolu-
tion grant1ng,the variance and that the construction shall be com-
pleted within eighteen months from the date of said resolution.

SECTION 4. That it is further recommended that in addi-
tion to each of the foregoing conditions the City Coun~il give
consideration to the advisability of requiring a completion bond
or other security to insure commencement and comp1etiQ~ of the
proposed construction in accordance with the time schedule, if
I
any, specified in the decision of the City Council.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be forwarded

to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
8th day of Augus~ 1961. by the following vote:
