RESOLUTION NO. 410 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE AMENDMENT OF SECTIONS 9254.2.9, 9255.2.10 AND 9292.1.5 OF THE ARCADIA MUNICIPAL CODE AND THE ADDITION THERETO OF A NEW SECTION 9253.2.10. WHEREAS, pursuant to Division 3 of Part 9 o~ Chapter 2 of Article IX of the Arcadia Municipal Code, the City Planning Com- mission of the City of Arcadia did, on March l4~ 1961, pass, approve and adopt its certain Resolution No. 405 entitled "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, INSTITUTING PROCEEDINGS FOR THE PURPOSE OF CONSIDERING AND MAKING . RECOMMENDATIONS CONCERNING THE AMENDMENT OF SECTIONS 9254.2.9, 9255.2.10 AND 9284.1.1 AND OTHER PERTINENT SECTIONS OF THE ARCADIA MUNICIPAL CODE BY ALTERING THE DRIVEWAY REGULATIONS PRESENTLY APPLICABLE IN ZONES R-2, R-3-R AND R-3, BY PROHIBITING AUTOMOBILE PARKING IN THE DRIVEWAYS REQUIRED IN SUCH ZONES AND REQUIRING SIGN POSTING TO SUCH EFFECT; AND AMENDING SECTION 9292.1.5 OF SAID CODE TO EXPAND THE AUTHORITY OF THE MODIFICATION COMMITTEE'TO INCLUDE MINOR MODIFICATIONS OF DRIVEWAY REQUIREMENTS GENERALLY", pursuant to which notice was duly published and given and a public hearing duly held on the 11th day of April, 1961, which hearing was duly continued to April 25, 1961, at which times all interested persons were given a full opportunity to be heard and to present evidence . relative to the proposed amendment of the Zoning Ordinance as pro- vided in said Resolution No. 405; and, WHEREAS, said Planning Commission has fully reviewed and considered the subject generally; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETEl'\MINE AND RESOLVE AND RECOMMEND AS FOLLOWS: 410 -1- . . . , . . SECTION 1. That the public necessity, convenience and general welfare require, and this Commission here~y recommends to the City Council of the City of Arcadia, that the Arcadia Municipal Code be amended by amending sections 9254.2.9, 9255.2.10 and 9295.1.5 thereof and by adding thereto a new Section 9253.2.10, the same to read respectively as follows: 9254.2.9. DRIVEWAY REQUIREMENTS. Each driveway to a , garage or parking space shall be at least twelve and one-half (12~) feet wide and shall be totally unobstructed from the pavement up- ward; provided, however, that a fence or wall located. at the prop- erty line may occupy not more than six (6) inches of such width. If any driveway serves as access to more than twelve (12) required parking spaces or is more than one hundred twenty-five (125) feet long, such driveway shall be not less than twenty (20) feet wide and shall be totally unobstructed from the pavement upward; pro- vided, however, that a fence or wall located at the property line may occupy not more than six (6) inches of such width; and prOVided further that utility poles, guy wires and anchors may be located within two (2) feet of the property line. Eaves, no portion of which are less than thirteen (13) feet apove the pavement, may overhang any such driveway a distance of not more than three (3) feet. Utility pole cross~arms and utility service w~res may be located not less than thirteen (13) feet in height above the paved surface of any driveway. Two (2) twelve and one-half (12~) foot driveways may be provided in lieu of one (1) twenty (20) foot driveway, in which event all regulations hereinbefore provided with respect to twelve and one-half (12~) foot driveways shall apply to each of such driveways. Every driveway shall be paved full width with asphaltic or cement concrete. "No parking" signs with let- tering not less than two (2) inches in height shall be placed con- spicuously at the entrance to and at intervals of not less than -2- 410 ~ .) . . . one hundred (100) feet along every required driveway. No person shall park, stand or leave any vehicle in any portion of a required driveway except for the purpose of and during the process of loading or unloading passengers or merchandise and only while such vehicle is attended by the operator thereof. 9255.2.10. DRIVEWAY REQUIREMENTS. Each drj.veway to a garage or parking space shall be at least twelve and ?ne-half (12~) feet wide and shall be totally unobstructed from the :pavement up- ward; provided, however, that a fence or wall located at the prop- erty line may occupy not more than six (6) inches of such width. SAME. The Modification Committee may permit such modification of the yard, lot area and driveway requirements as may be necessary to secure an appropriate improvement of a lot, to prevent unreasonable hardship, 0r to promote uniformity of im- provement. 9253.2.10. DRIVEWAY REQUIREMENTS. Each dr:iveway to a garage or parking space shall be at least twelve and one-half (12~) feet wide and shall be totally unobstructed from the pavement up- ward; provided, however, that a fence or wall located at the prop- ~ erty line may occupy not more than six (6) inches of such width.
