RESOLUTION NO. 409 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE .CITY OF 'ARCADIA, CALIFORNIA, RECOMMENDING THE DENIAL OF AN APPLICATION FOR CHANGE OF ZONE FROM ZONES R-l AND R-2 TO ZONES C-3 AND D OF pROPERTY AT 645 THROUGH 671 NAOMI AVENUE IN SAID CITY. ' WHEREAS, there was filed with this Commission on the 27th day of March, 1961, the application of Ellen Miller and others, as owners, for a change of zone from Zones R-l and R-2 to Zones C-3 and D of property located at 645 through 671 Naomi Avenue in the City of Arcadia, County of Los Angeles, State of California, to wit: '. Lots 5 to 10, inclusive, Tract No. 4611, as shown on map recorded in Book '51, page 82, of Maps, records of said County; and, WHEREAS, after notice required by the Zoning Ordinance of said City, as amended, a publiC hearing was duly held on said matter by and before this Commission on the 11th day of April, 1961, which hearing was duly continued to April 25th, 1961, at which times all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETERMINES AND RESOLVES AS FOLLOWS: . SECTION 1. That subject property is a part o~ the larger area that was rezoned to Zones C-3 and D by Ordinance No. 1071, adopted Januarr 5, 1960, which ordinance was defeated by a refer- endum election in. April of 1960. SECTION 2. That while commercial zoning of the area in- cluding subject property may become necessary at some future date, I the granting of the re<luested zoning for only the subject property 1 409 ,/ . . ::', . . . would constitute improper strip zoning, would not provide the proper buffer for adjacent residential properties, and would probably result in a number of applications for more piecemeal zoning. SECTION 3. That it does not appear that there is need at this time for more commercial zoning ~n the area; and that neither the public necessity, convenience, general welfare nor good zoning practice justifies such a change at this time. That subject property alone should not be reclassified under the pend- ing application, but only if a study of the entire area would indicate the propriety of reclassification. . SECTION 4. That for the foregoing reasons, this Commis- sion recommehds the denial of the requested reclassification of the above described property. SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Co~ssion held on the 9th day of May , 1961, by the following vote: AYES: Commissioners Ferguson, Michler, Norton Rutherford and Forman NOES: None .
