RESOLUTION NO. 402
A RESOLUTION OF THE CITY PLANNING
COMMISStON OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF AN APPLICATION FOR CHANGE OF ZONE
FROM ZONE R-l TO ZONE R-3 ON PROPERTY
ON THE SOUTH SIDE OF SYCAMORE AVENUE
EAST OF SECOND AVENUE IN SAID CITY.
WHEREAS, there was filed with this Commission on,November 9,
1960, the application of D. C. Wheeler, Jr. and others, as owners, for
a change of zone from Zone R-l to Zone R-3 of a portion of the property
located on the south side of Sycamore Avenue, east of Second Avenue, in

the City of Arcadia, and
WHEREAS, this Commission did ,on December 13, 1960, adopt its
Resolution No. 397 whereby on its own motion this Commission instituted
proceedings for the purpose of considering and making recommendations
concerning the reclassification from Zone R~l to Zone R-3 or some
more restrictive zone of the real property on the south slde of Syca-
more Avenue east of Second Avenue in the City of Arcadia, County of
Los Angeles, State of California, to wit:
The north 144.5 feet of lot 6; all of lots 7, ~ and 9;
all of lot 10, except the southerly 45.5 feet thereof;
and all" of. lots 11, 12 and 13; Tract No. 12834, as
shown on map recorded in Book 262, page 24, of Maps,
records of said County; and
That portion of lot 1, Webber, Wile & Michael Replat,
as shown on map recorded in Book 55, page 31, Miscel-
laneous Records of said county, bounded on the north
by the easterly prolongation of the south line of
Sycamore Avenue as shown on map of said Tract NO. 12834,
and bounded on the south by a line 248..41 feet :north-
erly from and parallel with the north line of Foothill
Boulevard (100 feet wide).

WHEREAS, after notice required by the Zoning Ordinance of
said City, as amended, a publ;l.c hearing was duly held on said ma tt.ers
by and before this Commission on the 27th day of December, 1960, which
hearing was continued to January 10, 1961, for staff' and zoning committee

~ reports, at each of which times all interested persons were given a
full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETERMINES
AND RESOLVES AS FOLLOWS:
SECTION I. That while there were many who signed the peti-
tion as favoring the change of zone and those who spoke +n favor of
it, there were also many written protests to the change and several

who spoke against it on the ~rounds that the area is well developed
as a single family residential neighborhood under the R-i zoning.

fore been d,ivided with only driveway access to the rear portions;
that two of subject lots face on an undedicated portion of Sycamore
Avenue; and three of subject lots face on a narrow priva~e roadway
extending north from Foothill Boulevard; that all of the building
sites except four are now de~eloped with single

with no street frontage and would not be particularly suitable for
R-3 uses.
SECTION 3. That it does not appear that there, is any need
at this time for R~3 zoning in the area; and that the public neces-
si ty, convenience, general welfare or good zoning practi,ce do not

justify such a change at this time.
SECTION 4. That for the foregoing reasons, t~is Commission
recommends the denial of the requested or proposed reclaissification
of the above-described property.
SECTION 5. The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.
