RESOLUTION NO. 398 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE CLASSIFICATION OF CERTAIN CITY OWNED PROPERTY LYING WEST OF PECK ROAD IN ZONE M-l AND ALSO IN ZONE D (ARCHITECTURAL QVERLAY). WHEREAS, the property hereinafter described has been owned by the City of Arcadia since it was annexed to s~id City on I February 26, 1941 and Section 9232.7 of the Arcadia Municipal Code provides that property owned by the City, shall, while so owned, be deemed unclassified for zonging PUrposes; and, WHEREAS, an agreement for sale of a portion pf said prop- erty contains a condition that said property shall be zoned, devel- . oped and used for industrial purposes; and, WHEREAS, this Commission did, on its own mot:ion, by Reso- lution No. 391, adopted November 9, 1960, institute proceedings for the purpose of considering and ~aking recommendations concerning the classification to Zone M-l and also to Zone D (ArChitectural Overlay) of the property hereinafter described; and, WHEREAS, after notice required by the Zoning Ordinance a public hearing was duly held on the matter by and before this Commission on the 13th day of December, 1960, at which time all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER- MINES AND RESOLVES AS FOIJ;,OWS: . SECTION 1. That there were no objections to the rezoning of the. property for industrial uses. , That no part of' the property hereinafter described is suitable for nor developed to other than industrial purposes will permit the improvement and development of property that has been undeveloped; and that the granting of -1- 398 -'>, . . . industrial zoning under certain conditions imposed by an architec- . . I tural overlay will be a benefit to the neighborhood and to the de- velopment of the city as a whole. SECTION 2. That for the foregoing reasons, this Commmis- sion recommends that property in the City of Arcadia. 'County of Los Angeles, State of California. descDibed as follows: A portion of Lot 22. E. J. Baldwin's Subdiv:l:sion of Lots 15-20 and 29-35 of the Rancho San Fran- clsquito, as shown on map recorded in ,Book 42. page 86 of Miscellaneous Records in the office of the Recorder of Los Angeles County; and por- tions of Lots 14 and 15 of the Western Two-Thirds Rancho San Francisquito. as shown on map recorded in Book 42, pages 93 and 94, of Miscellaneous Records in the office of said recorder. described as follows: I I Tnat strip of land lying northwesterly of and adjacent to Peck Road 60 feet wide. said stJ:'ip having a uniform depth of 370 feet,.. bounded nor- tnerly and southerly bY the Arcadia City Boundary; and being a portion of that certain parcel of land conveyed to the City of Arcadia by deed recorded in Book 10705. page 55 of official records of Los Angeles County; exoept therefrom the southeasterly 20 feet measured at right angles to said Pe~k Road. be rezoned to Zone~ M-l and D (Arohiteotural overlay) and that the following restriotions should be made applioable to said property under said Zone D (ArchitE';ctural Overlay): a, All buildings shall be construoted of-tilt-up oon- crete block or equivalent masonry qonstruction in oompliance with the Building Code of the City of Arcadia for oonstruotion in No. 3 Fire ;Zone; except. that frame and stucco construotion shal'l be permitted in the front portion of the buildings f6r office use and decorative purposes. b, All buildings shall be set baok a minimum of 10 feet from the Peck Road property line after street dedi- oation. .. c.,. The front setback area shall be suitably landscaped and maintained.. d, Doors and windows on the street side of a building. exoept those used exclusively for light and ventila- tion and opening directly into rooms u~ed exclusively. for business offices, snal;!; ;.i'l~t:;.comprise' :more .than ten.,pereent (10%) of the area of such Eltreet side of the building. No rooms on the street side of any building shall be used for storage, display or manufacturing pur- poses if more than ten percent (10%) of the build- ing consists of doors. and windows. f. No door for transporting materials or equipment in or out of the building may face Peck Ro~d unless set back from the front property line forty (40) feet or more. . g. All parking areas for commercial and industrial vehicles and equipment shall be paved ~d shall be located to the rear or side of buildings. h. All materials and equipment stored outside a build- ing shall be stored at the side or rear of the main building and shall be enclosed by at least a six- foot high masonry wall. and no materials stored out- side shall proJ ect above the enclosed masonry wall.., i. Parking of employee and customer vehicles will be permitted in front of said building. J. Any work areas outside the building shall be located in the rear of said building or at the side, and shall be enclosed with at lea~t a six-foot masonry wall. SECTION 3. The Secretary shall certify to the adoption o~ this resolution and shall cause a copy of the same to be forwarded to the City Council of the City of Arcadia. I, HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission held on the 27th day of December. 1960 . by the following vote: AYES: Commissioners Ferguson.
