RESOLUTION NO. 385
A RESOLUTIO~ OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
GRANTING OF A ZONE VARIANCE TO
ALLOW THE OPERATION OF A DAY CARE
PROGRAM FOR CHILDREN AT 12 AND 16
WEST HUNTINGTON PLACE.
WHEREAS, there was filed with this Commission on the
8th day of August, 1960, the application of the Arcadia Publishing
Co., as purchaser, signed by F. Harold Roach, President, for a .
zone variance to permit the operation of a day care program for
children on property located at 12 and 16 West Huntington Place
in,the City of Arcadia, County of Los Angeles, State of California,
. described as follows:
The west 100 feet of the east 260 feet of the
north 225 feet, exclusive of street, of Lot 3,
Tract No. 950, as shown on map recorded in
Book 17, page 25, of Maps, records of said
County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a publiC hearing was duly held on the
matter by and before this Commission on the 23rd day of August,
1960, at which time all interested persons were given a full
opportunity to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY
DETERM:tNES AND RESOLVES AS FOLLOWS:

SECTION 1. That there were no pro~ests, either oral
or written, to the granting of the variance and there were several
owners, of property in the immediate vicinity who signed the app1i-
cation as favoring the variance.
SECTION 2. That subject property is presently zoned
R-3 with two apartment buildings originally built in 1946. That
adjacent property to the east and .south of subject property is
zoned 0-2 and developed for commercial uses. That the athletic

field of the Arcadia High School adjoins subject property on the
west and the golf course of the Arcadia County Park is located
north of subject property.
SECTION 3. That the development of surrounding property
to commercial uses on two sides, the location of the high school
athletic field on a third side and the golf course on the fourth,
and the fact that subject property is the only parcel in the
entire large block zoned R-3, constitute exceptional circumstances
not usually applicable to property zoned R-3 and the requested
variance is necessary for the preservation and enjoyment of sub-
stantial property rights possessed by other property in the same
zone and vicinity. That the variance requested will not be detri-
mental to the public health or welfare, will not be inconsistent
with good planning practice nor will it be injurious to property
in the immediate neighborhood.
SECTION 4. That for the foregoing reasons. this Com-
mission recommends to the City Council of the City of Arcadia
that a variance be granted to permit the use of the property here-
inabove desc~ibed for a day care program for children.
SECTION 5. The Secretary shall certify to the adoption
of' this resolution and shall cause a copy to be forwarded to the
City Council of the City of' Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of' the City Planning Commission held
on the 23rd day of' August. 1960. by the following vote:
