RESOLUTION NO. 381
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
GRANTING OF A ZONE VARIANCE TO ALLOVi
THE CONSTRUCTION OF AN OFFICE AND
STORAGE BUILDING AT 214 NORTH FIRST
AVENUE.
WHEREAS, there was filed with this Commission on the
13th day of June, 1960, the application of the Industrial Brush
Company, as owner, signed by Richard B. English, Vice President,
for a zone variance to permit the construction of a building to
be used for business offices in the front portion and warehouse
purposes in the rear portion on property at 214 North First Avenue

in the City of Arcadia, County of Los Angeles, State of California,
described as follows:
Lot 3, Block 79, Santa Anita Tract, as shown on
map recorded in Book 15, pages 89 and 90, Miscel-
laneous Records of said County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a publiC hearing was duly held on the mat-
ter by and before this Commission on the 12th day of July, 1960,
which hearing was duly continued to July 26th, at each of which
times all interested persons were given a full opportunity to be
heard and to present evidencej
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were no protests to the granting
. of the requested variance. That the applicant is operating at its
present location, 114 st. Joseph Street, under a variance origi-
nally granted in 19~0, and twice extended, the second time by Coun-
cil Resolution No. 2495 which required that subject property be
maintained as a parking lot. That if the variance is granted, ap-
plicant Will provide the required parking on Lot 1, Block 79, Santa

Anita Tract , at the northeast corner of First Avenue and Santa
Clara St~eet, and on Lot 2, Block 81, Santa Anita Tract, on First
Avenue north of St. Joseph Street. That subject property, which
lies between the Santa Fe Railway and the proposed freeway, is
presently zoned C-2 as is other property on First Avenue in the
vicinity, but the property at the rear of subject property, facing
on Santa Clara Street, is zoned and used for M-I purposes.
SECTION 2. That the location of the property constitutes
exceptional circumstances not usually applicable to property in the
same zone and the variance is necessary for the preservation and
enjoyment of substantial property rights possessed by other prop-
erty in the same zone and vicinity. That upon certain conditions
hereinafter specified, the granting of the variance will not be

detrimental to the public health or welfare, will not be incon-
sistent with good planning practice and the present or prospective
development of the neighborhood in which the property is located.
SECTION 3. That for the foregoing reasons, this Commis-
sion recommends to the City Council of the City of
Arcadia that a

variance be granted to permit the construction and
at 214 North First Avenue to be used for offices and storage facili-
ties upon the fOllowing conditions:
1. The development of the property shall be in substan-
tial compliance with the plot plan and building plans submitted
with the application.
2. The applic~1t shall enter into a covenant with the
city stipulating that Lot 1, Block 79, and Lot 2, Block 81, Santa
~ Anita Tract, shall be improved and used only as required parking
space fo~ the business of the applicant, except that the small
office bUilding on Lot 2, Block 81, may remain in its present
location.
3. The city shall release the existing restriction re-
lating to parking on Lot 3, Block 79, established by Resolution No.

SECTION 4. The Secretary shall certify to the adoption
~ of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
9th day of August, 1960, by the following vote:
AYES: Commissioners Golisch, Michler, Norton and Acker
NOES: None
ABSENT: Commissioners Forman and Rutherford
ABSTAINING: Commissioner Ferguson
