RESOLUTION NO. 380
A RESOLUTION OF THE CITY PLANNING
Crn~ISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE GRANTING
OF A REQUESTED ZONE RECLASSIFICATION
FROM ZONE R-l TO ZONES C-2 AND D (AR-
CHITECTURAL OVERLAY) OF PROPERTY AT
THE REAR OF 228 EAST SYCAMORE AVENUE
IN SAID CITY.
WHEREAS, there was filed with this Commission on the 12th
day of July, 1960, the application of Richard Ralphs, Vice President

of Ralphs Grocery Company, as owner, for a zone reclassification
from Zone R-I to Zones C-2 and D (Architectural Overlay) of property
located at the rear of 228 East Sycamore Avenue in the City of Ar-
cadia, County of Los Angeles, State of California, described as
follows:
The southerly 45.5 feet of Lot 10, Tract No.
12834, as shown on map recorded in Book 262,
page 24, of Maps, records of said County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a public hearing was duly held on the matter
by and before this Commission on the 26th day of July, 1960, at
which time all interested persons were given a full opportunity to
be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were no protests to the granting
of the requested zone change. That on February 16, 1960, a change
. from Zone R-l to Zones C-2 and D was granted for Lots 1, 2 and 3 of
Tract No. 12834, adjacent to subject property, for use of the prop-
erty as a grocery store, upon certain conditions, one of them being
that subject property in Lot 10 be held in common ownerShip with Lots
1, 2 and 3, Tract No. 12834, for use with the proposed grocery store.
That said application was made for the purpose of meeting condition

"h" of Section 2 of Resolution No. 3215 which set up the D-Zone
(Architectural Overlay) requirements in connection with the rezon-
ing of Lots 1, 2 and 3 of Tract No. 12834 to Zones C-2 and D.
SECTION 2. That the reclassification of subject property
as hereinafter recommended, and the imposition of the regulations
hereinafter stated, will afford the greatest protection and cause
the least possible injury to adjacent residential properties and
improvements.
SECTION 3. That for the foregoing reasons this Commis-
sion recommends that the above-described property be reclassified
from Zone R-l to Zone C-2 and also Zone D (Architectural Overlay),
and that the folloWing restrictions should be made applicable to
said property under said Zone D (Architectural Overlay):
a. That the building height shall be limited to one
story and not more than twenty (20) feet high at the north wall.
b. That no signs shall be placed on the north wall of
the building, except identification signs at the rear doors of the
shops.
c. That the parking lot shall be separated from resi-
dential property by a masonry wall.
d. That all exterior lighting shall be directed away
from residential property.
e. That all permanent and temporary storage of wares
and merchandise crates, bottles, trash, garbage and refuse shall be
within the building.
f. That all air conditioning equipment shall be within
the building.
g. That an adequate turning radius shall be provided
within the setback area sufficient to prOVide ingress and egress of
fire apparatus or other equipment reasonably required to serve sub-
ject property.
h. That all construction and improvements upon the prop-
erty shall conform with the elevation submitted by applicant and

referred to as Exhibit "B" in Resolution No. 3215 and in accordance
with the revised plot plan submitted by applicant and referred to
as Exhibit "C" in Resolution No. 3215; provided that the buildings
shown on said Exhibit "C" may be extended northerly to within thirty
(30) feet of the easterly prolongation of the northerly line of Lots
1 and 2, if a covenant be executed by the owners of the properties
involved and recorded in the office of the Los Angeles County Re-
corder, agreeing that the Southerly 45.5 feet of Lot 10 of Tract
No. 12834 shall be held in common ownership with aforesaid Lots I,
2 and 3, and will not be used as a separate building site. That
all plans for any other or additional construction or improvements
or changes in aforesaid elevation and revised plot plan shall be
subject to the approval of and first be approved by either the
Planning Commission or the City Council. That the Planning Commis-
sion and the City Council shall retain authority, without the ne-
cessity of further proceedings, to make minor modifications in any
of the foregoing regulations, elevation and plot plan, if such
modifications are necessary and desirable and will accomplish sub-
stantially the same results as will the strict adherence to the
specified regulations, plot plan and elevation.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City planning Commission held on the
