PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES August 4, 2022 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Cao called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Commissioner Cao ROLL CALL OF COMMISSIONERS PRESENT: Michael Cao, Charlene Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, Donna Salter, and Margaret Swope ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Swope reported the Friendship Club is doing well, everyone is looking forward to their Luau celebration on August 31. Commissioner Swope reported there are two large containers parked on the corner of Naomi and Lovell making it hard for drivers to see when trying to make a turn at the intersection. Recreation and Community Services Director (RCSD) Sara Somogyi said she will contact Public Works regarding the issue. Commissioner Salazar reported the Golden Senior Club will be celebrating Grandparents’ Day with a potluck on September 15. Commissioner Salazar said he has been informing the Golden Senior Club about free programs available at the Community Center including the free Blood Pressure check on August 9. Commissioner Salazar reported there is a retired lawyer member in the club who will be the guest speaker in August and will present on what happens during a trial. Commissioner Salazar said he was able to get free COVID-19 tests at Vons with proof of Medicare card. Vice-Chairperson Mazone reported the Travelers had their board meeting on July 21 and their general meeting on July 22. Vice-Chairperson Mazone reported new officers for 2023 have been elected. Vice-Chairperson Mazone escorted the trip “Those Were the Days” on July 27, followed by lunch at Lawry’s in Beverly Hills. The trip is very popular and sells out every time. Vice-Chairperson Mazone reported on upcoming trips. On August 5, there will be a day trip to San Diego for a Luau. On August 12, Vice-Chairperson Mazone will be escorting a trip to Catalina Island for the day. November 26, a day trip to the Bob Baker Marionette Theater will take place followed by lunch at the very popular Smoke House Restaurant in Burbank. Vice- Chairperson Mazone reminded everyone the Arcadia Travel Club will be celebrating their 40th anniversary at the Community Center on September 23 with a brunch. Tickets are on sale for members and a guest at the Travelers office during their normal business hours. Commissioner Penny reported she has been busy at her place of work with the administration of the Monkeypox vaccinations. Commissioner Penny reported up to 400 vaccines are administered daily. There is an outreach to communities who have been most affected and expressed to everyone to be careful as it is spreading fast, very contagious just from skin-to- skin contact. Some of the symptoms include painful lesions, fever, swollen lymph nodes, and recovery can take up to four weeks. Commissioner Martinez reported the Assistance League is having their first Day of Service event where everyone will enjoy a mock baby shower. During the meeting, 40 volunteers will fill backpacks with baby supplies, gift cards, and other items for new moms to be. The backpacks will then be delivered to locations that work with mothers in need. Commissioner Martinez said they have received donations, but can also use more diapers, wipes, and onesies. Chairperson Cao thanked the department and said he was happy to attend the Concerts and Movies in the park. He said he enjoys how each year it gets better, how well attended and organized it is, and how it attracts all generations. Chairperson Cao thanked Chief Spriggs and Deputy Chief Suen for offering to present on Community Connect. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tem Paul Cheng reported the City is participating in the San Gabriel Valley Council of Government Mobile Crisis Team to be able to help individuals experiencing homeless. Mayor Pro Tem Cheng reported a memorial service for Mary Hansen will be held on August 20, at 11am, at Our Savior Lutheran Church located at 512 Duarte Road in Arcadia. Mayor Pro Tem Cheng reported the City Council approved to place three measures on the November 8, 2022, ballot. The first is an amendment to the City Charter, the second is to increase tax rate of the City’s transient occupancy tax, and the third is to implement a new local tax for sports wagering if it is approved statewide. 2. CONSENT CALENDAR a. Regular meeting minutes of July 7, 2022 Recommended Action: Approve It was moved Commissioner Penny seconded by Commissioner Mazone and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. with the following corrections: Commissioner Salter reported the trees on Baldwin Avenue along the Arboretum need trimming as the public has to walk on the street because they are overgrown. Arcadia Fire Department - Community Connect Program Chief Spriggs and Deputy Chief Suen from the Arcadia Fire Department presented on Community Connect. Community Connect is a free and secure database with critical information about residents and their home information. Residents are encouraged to sign up online and provide as much information as they are comfortable with. The information provided is confidential and secured only for the use of the Arcadia Fire Department. By signing up and providing as much information needed, Arcadia Fire Department is able to ensure that during an emergency or a natural disaster, they are able to better assist residents. Chief Spriggs and Deputy Chief Suen will be available in person to assist residents to sign up at the Arcadia Community Center on August 15 from 9 to 11am and August 30 from 1 to 3pm. b. Report of Recreation Supervisor Recreation and Community Services Director (RCSD) Sara Somogyi reported on behalf of Recreation Supervisor, Gina Hernandez. RCSD Somogyi reported Concerts and Movies in the park concluded today, Thursday, August 4. It is also National Night Out and the City’s 119th birthday. National Night Out is a community campaign to promote police community partnership and neighborhood camaraderie. The Arcadia Police and Fire Department will be there providing information and games for children. Free COVID-19 test kits will be provided by Chinatown Service Center while supplies last. During the month of July there were over 300 people who visited the billiard room to play pool. The billiard room is open Monday through Friday from 8am to 4:30pm. Blood pressure check had 18 participants check-in on July 12. Blood pressure check is available at the Community Center the second Tuesday of the month. The senior lunch program is averaging 66 meals per day. Mahjong is becoming more popular every Friday. And lastly, Monday Dance has become very popular with many new participants attending. RCSD Somogyi reported the Fall Craft Fair will be held on October 22 at the Community Center from 9am to 2pm. There will be handmade items, crafts, prizes, and more. c. Report of Recreation and Community Services Director RCSD Somogyi reported the City started a contract with Los Angeles Centers for Drug and Alcohol Abuse with three full-time case managers in July. RCSD Somogyi reported we will also have the Mobile Crisis Unit on board with an additional case manager. RCSD Somogyi informed everyone, there will be two additional items regarding homelessness at the next City Council Meeting for an additional case managers team with the same company. In addition, the City is organizing a homeless stakeholders commission to meet and discuss homelessness in Arcadia. The application is available online, applicants must be 18 years old and reside in Arcadia. The application deadline is September 30, 2022, and should be submitted via mail or email to Sara Somogyi. The application is available online at www.arcadiaca.gov. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 151 Visitors Monthly Revenue $389 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 11 Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 322 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10-11am in the Community Center Billiard Room. 10 Senior Nutrition Program A nutritious meal is provided Monday-Friday for senior citizens. For many seniors, this is the only hot meal they have daily. 1,251 Average/Day 66 Classes Exercise plays a vital role in health and wellness. Classes include line dance, cardio plus, and Zumba. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,807 Table Tennis Summer Table Tennis is available Monday-Friday, from 8:30am- 3:30pm. Seniors can drop in and play to gain exercise and socialization. 62 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 1 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 82 Monday Dance Monday Dance is held the 1st, 3rd, and 5th Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 278 Dial A Ride Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 17 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight 4 Notary Services Notary services are limited to three signatures or thirty minutes per appointment every 2nd and 4th Tuesday of each month. 2 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 28 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 89 Summer Bingo On Friday, August 5, 79 seniors signed up for Bingo. Everyone enjoyed eight game sheets, snacks, and a light lunch. A few lucky winners took home great gift cards to local establishments. 79 Senior Bunco On Friday, August 12, 40 seniors participated in the Summer themed Bunco. Everyone enjoyed food, snacks, and raffle prizes. 40 Beach Trip On Friday, August 19, 53 seniors registered for a day trip to Bolsa Chica State Beach in Huntington Beach. Every year, seniors get to enjoy a day at the beach where they can relax, play games, have lunch, and snacks. 53 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering.
