RESOLUTION NO. 379
.
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE GRANTING
OF A ZONE VARIANCE TO ALLOW THE
EXPANSION OF THE SOUTHERN CALIFORNIA
EDISON PLANT AT 309 NORTH SECOND
AVENUE IN SAID CITY.
WHEREAS, there was filed with this Commission on July ll,
1960, the application of the Southern California Edison Company,
as owner, signed by Robert R. O'Brien, Vice President, for a vari-
ance to construct, operate and maintain an electric distribution
substation on property located at 309 North Second Avenue in the
City of Arcadia, County of Los Angeles, State of California, de-
scribed as follows:

Lots 14 to 23, inclusive, Block 81, Santa Anita
Tract, as shown on map recorded in Book 15,
pages 89 and go, Miscellaneous Records of said
County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a public hearing was duly held on the mat-
ter by and before this Commission on the 26th day of July, 1960,
at which time all interested persons were given a full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DE-
TERMINES AND RESOLVES AS FOLLOWS:

SECTION 1. That there was but one protest to the grant-
ing of the variance. That a variance was granted in 1956 for the
present electric distribution substation on Lots 17 and 18 of the
property hereinabove described; that due to the growth of the
area and the increased demand for service and anticipated future
needs, applicant proposes to expand the present operation to in-
elude eight additional lots.
SECTION 2. That subject property is now zoned R-3;
although property on the south, west and north is also zoned

R-3, the area across Second Avenue on the east is zoned for manu-
facturing purposes. That the proposed modern installation will not
create excessive dust, odors, noise, vibrations or unsafe conditions,
and that with the proposed landscaping will not be detrimental to
the surrounding property.
SECTION 3. That the use of property for public utilities,
for which the variance is requested, is by its very nature an ex-
ceptional circumstance applicable to the intended use of the prop-
erty that does not apply generally to the class of use in the same
vicinity and zone since public utilities must be located where re-
quired in order to serve the community. That the granting of the
requested variance will not be materially detrimental to the public
health or welfare, or injurious to property or improvements in such
zone or vicinity. That such a variance is necessary for the preser-
vation and enjoyment of a substantial property right of the appli-
cant possessed by other property in the same zone and vicinity for
the reason that variances have been granted to neighboring proper-
ties to permit and promote their proper use and development; that
the granting of the requested variance will not adversely affect
the comprehensive general plan.
SECTION 4. That for the foregoing reasons this Commis-
sion recommends to the City Council of the City of Arcadia that a
zone variance be granted to allow the Southern California Edison
Company to construct additional facilities on the property herein-
above described.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Planning Commission held
on the 9th day of August , 1960, by the following
