A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE GRANTING OF A ZONE VARIANCE TO ALLOW THE STORAGE OF NEW AUTOMOBILES ON PROPERTY LOCATED AT l51 ALTA STREET. WHEREAS, there was filed with this Commission on the lOth day of March, 1960, the application of William A. and Lulu E. Behrens, as owners, signed by William A. Behrens, for a zone vari- ance to allow the storage of new automobiles upon the following de- scribed property located at 151 Alta Street in the City of Arcadia, County of Los Angeles, State of California, to wit: Lot 13, Block 72, Santa Anita Tract, as shown on map recorded in Book 15, pages 89 and 90, of Miscellaneous Records of said County; . and, WHEREAS, after notice required by Ordinance No. 760 of said City, as amended, a pUblic hearing was duly held on the matter by and before this Commission on the 12th day of April, 1960, which hearing was duly continued to April 26, 1960 and still further con- tinued to May 10, 1960, at each of which times all interested per- sons were given a full opportunity to be heard and to present evi- dence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER- MINES AND RESOLVES AS FOLLOWS: SECTION 1. That although there were many who protested in writing and several who spoke against the granting of the zone . variance there were also many who signed a petition favoring the variance and several who spoke for it. SECTION 2. That subject property is zoned PR-3 and in addition to multiple-family uses may be used for open-air parking of automobiles, and the proposed use is therefore not entirely in- the uses permitted in Zone PR-3. That the granting -l- 376 ...... . -'. , . . of a zone variance upon the conditions hereinafter recommended will 4It not be materially detrimental to the public health or welfare or in- jurious to the property or improvements in the same zone or vicinity in which the property is located. That such variance is necessary for the preservation and enjoyment of substantial property rights of the applicant possessed by other property in the same zone and gen- eral vicinity in that such other properties may be used for parking of automobiles to meet business needs and applicant needs parking space for his own automobiles pending their sale. That the requested variance will not be inconsistent with good planning practice nor with the present or prospective development of the neighborhood in which the property is located. SECTION 3. That for the foregoing reasons, this Commis- 4It sion recommends to the City Council of the City of Arcadia that a variance be granted to allow the storage of new automobiles upon the above described property upon the following conditions: a. That the existing buildings shall be removed from the lot. . b. That a 4-foot high ornamental concrete block wall shall be constructed across the lot located 5 feet north of the south property line. c. That the south 5 feet of subject property and the abutting parkway on Alta Street shall be landscaped and maintained. d. That a new curb shall be constructed on Alta Street at the present driveway. e. That a ij-foot ornamental block wall shall be con- structed along the east and west lines of the lot from the front wall to the 30-foot setback line, then a 6-foot ornamental block wall to the rear line of the lot, That the design of the orna- mental block wall and the type of landscaping shall be approved by the Modification Committee. f. That the violation of anyone or more of the above conditions shall constitute grounds for the modification or revocation of the zone variance hereby recommended. SECTION 5. The Secretary shall certify to the ad9ption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission held on the 24 th day of May , 1960 by the following vote: .
