RESOLUTION NO. 374
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
GRANTING OF A ZONE VARIANCE TO
ALLOW THE STORAGE, DRESSING AND
PROCESSING OF NUTRIA SKINS AT
126-128 WHEELER AVENUE.
WHEREAS, there was filed with this Commission on April 8,
1960 the application of Rico Land & Investment, a California Corpo-
ration, signed by R. B. Rice, President, for a zone variance to
allow the storage, dressing and processing of nutria sk~ns upon the
following described property located at 126-128 Wheeler Avenue in
the City of Arcadia, County of Los Angeles, State of California, to
wit:

Lot 26, Block 75, Santa Anita Tract, as shown
on map recorded in Book 15, pages 89 and 90,
Miscellaneous Records of said County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a public hearing was duly held on the matter
by and before this Commission on the 26th day of April, 1960, which
hearing was duly continued to May 10, 1960, at each of which times
all interested persons were given a full opportunity to be heard
and to present evidence;

NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:

SECTION 1. That there were several property owners who
submitted communications opposing the requested zone variance and
there were several who spoke at the hearing favoring the requested
zone variance.
SECTION 2. That although subject property is zoned C-2,
past few years it has been used for clothing manufacture.

That the lot is 50 feet by 160 feet, containing 8000 square feet of
. area which abuts an alley at the rear and is presently improved with
a masonry building erected in 1945 and added to in 1950 'with two
stories in front and one story in the rear. That subject property
has a loading space at the rear but practically no parking space
as it was erected before parking for commercial buildings was re-
quired. That next door east is a public garage with a public park-
ing lot east of the garage; to the west is the post office building,
the post office parking lot and a public parking lot; across the
street on the north side of Wheeler Avenue'is a woodworking shop;
and across the alley to the south are the commercial businesses
facing Huntington Drive.
SECTION 3. That while tanneries are specified as a use
~ permissible in Zone M-2, the storage, dressing and processing of
animal skins is nowhere specified as a use permissible in any zone,
The storage, dressing and processing of animal skins as proposed
by applicant differs greatly from tanning not only in the method
,
of treatment, in the fact that in tanning the fur or hair is re-
moved from the hide whereas in applicant's processing the fur will
be retained, but principally in the ingredients used, for in the
tanning process the materials used invariably cause excessive and
obnoxious odors whereas the materials used in applicant's process
are extremely mild and inoffensive.
SECTION 4. That the granting of a zone variance upon the
condit1ons hereinafter recommended will not be materially detrimental
. to the public health or welfare or injurious to the property or im-
provements in the same zone or vicinity in which the property is
,
located. That such variance is necessary for the prese;rvation and
enjoyment of substantial property rights of the applicant possessed
by other property in the same zone and general vicinity. That the
requested zone variance will not be inconsistent with good planning

practice nor with the present or prospective development of the
. neighborhood in which the property is located.
SECTION 5. That for the foregoing reasons, this Commis-
sion recommends to the City Council of the City of Arcadia that
a zone variance be granted to allow the storage, dressing and proc-
essing of nutria skins upon the above described property upon the
following conditions:
a. That all operations on the premises shall be conducted
in such a manner that no obnoxious odors or dust shall be emitted.
b. That no manufacturing or tanning processes shall be
conducted on the premises.
c. That the zone variance shall be limited to a period of
not more than five (5) years, at which time the matter shall be re-
. considered in the light of conditions at that time.
SECTION 6. That the violation of anyone or more of the
above conditions shall constitute grounds for the modification or
revocation of the zone variance hereby recommended.
SECTION 7. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
