RESOLUTION NO. 369
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE FOR THE
ESTABLISHMENT AND OPERATION OF A
TRAMPOLINE CENTER AT 910-912 SOUTH
SANTA ANITA AVENUE.
WHEREAS, there was filed with this Commission on the 4th
day of February, 1960, the application of Charles L. Baca and
Robert P. Mahoney, as lessees, requesting a zone variance for the
establishment and operation of a trampoline center at 910-912 South

Santa Anita Avenue upon the following described property in the
City of Arcadia, County of Los Angeles, State of California, to wit:
Lot 3, Block 3, Tract No. 101, as shown on map
recorded in Book 13, page 52, of Maps, records
of Los Angeles County;
and,
WHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a public hearing was duly held on the matter
by and before this Commission on the 23rd day of February, 1960,
which hearing was continued to March 8, 1960, and still further con-
tinued to March 22, 1960, at each of which times all interested per-
sons were given a full opportunity to be heard and to present evl-
dence;
NOvl, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:

SECTION 1. That although there was but one written pro-
test to the granting of the variance, the only people speaking in
favor of it were those interested financially in the project. That
while the lot is in a C-2 zone, the plan submitted for fourteen
trampolines would not leave sufficient parking space on the same
property to fill the need for off-street parking in connection with
such a trampoline center.

SECTION 2. That it was not shown that there are excep-
tional or extraordinary circumstances or conditions applicable to
the property involved that do not apply generally to other property
in the same zone or vicinity, nor that such a variance is necessary
fOr the preservation and enjoyment of a substantial property right
of the applicant possessed by other property in the same zone or
vicinity. That it was not shown that the granting of the variance
would not be injurious to property or improvements in the vicinity
in which the property is located, but rather that its location
within a block of the proposed new library facilities would create
an atmosphere of an amusement center rather than an educational
atmosphere appropriate to the area.
SECTION 3. That it was not shown that the granting of the
variance would not be materially detrimental to the public health
or welfare. Rather it was brought out at the hearings that there
are hazards involved in this type of recreation; that certain cities
have established requirements and restrictions to be imposed upon
such trampoline centers; that it is a rather new type of recreation
and up to this time it is not possible to determine just what regu-
lations should be imposed for the protection of the patrons of the
trampoline center and until such determination is made, such type
of recreational facility might well be detrimental to the public
health and welfare.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the requested variance
for the establishment and operation of a trampoline center at
910-912 South Santa Anita Avenue be denied.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.

at a regular meeting of the City Planning Commission held on the
