RESOLUTION NO. 367
A RESOLUTION OF THE CITY P~ING
COMMISSION OF THE CITY OF ARCr. IA,
CALIFORNIA, RECOMMENDING THE
AMENDMENT OF ORDINANCE NO. 76 BY
THE RECLASSIFICATION FROM ZON R-l
TO ZONES C-3 AND D (ARCHITECTrRAL
OVERLAY) OF PROPERTY LOCATED T
623 WEST DUARTE ROAD IN SAID ITY.
WHEREAS, there was filed with thislCommission on the 19th
day of February, 1960, the application of Drl. Emil R. Ritter and
others, as owners, for a zone reclassificatipn from Zone R-l to
Zones C-3 and D (Architectural Overlay) of p~operty located at 623
West Duarte Road in the City of Arcadia, COUrty of Los Angeles,
state of California, described as follows: ~

WHEREAS, after notice required by lordinance No. 760 of
said City, as amended, a public hearing was Iduly held on the mat-
ter by and before this Commission on the 8tti day of March, 1960,
at which time all interested persons were g~ven a full opportunity
to be heard and to present evidence; i
NOW, THEREFORE, THE CITY PLANNING ICOMMISSION HEREBY DE-

SECTION 1. That there were no prJtests, either oral or

written, to the granting of the requested r,classification and sev-
eral property owners signed the petition aslfavoring the requested

SECTION 2. That subject propertyjis presently occupied
by a single residence, garage and an old ch~cken house. That the
property to the west is zoned C-3 and deve1bped with a shopping
I
center and property across the street is zoped C-3 and developed
medical square. That the lot direct~y east of subject

property is presently zoned R-1 but is expected to have less re-
strictive zoning in the future as the second lot to the east is
developed with a mortuary.
SECTION 3. That for the foregoing reasons this Commis-
sion recommends to the Arcadia City Council that Ordinance No. 760
of the City of Arcadia be amended by reclassifying the above de-
scribed property to Zone C-3.
SECTION 4. That concurrent with the reclassification of
aforesaid property to Zone C-3, this Commission recommends that
said Ordinance No. 760 be further amended by reclassifying afore-
said property also in Zone D (ArChitectural Overlay) in addition
to the basic C-3 zoning hereinabove recommended, and that the fol-
lowing restrictions be made applicable to said property under said
Zone D (Architectural Overlay):
a. That twelve (12) feet shall be dedicated for the
Widening of Duarte Road.
b. That thirty (30) feet shall be dedicated for the
opening of Arcadia Avenue.
c. That all existing buildings shall be removed from
the property.
d. That any new bUildings shall be set back not less
than ten (lO) feet from the new front property line and said ten
(10) feet shall be landscaped and maintained.
e. That signs shall be limited to one square foot of
area for each foot of building frontage; all signs to be mounted
flat against the building, and no flashing or roof signs to be
allowed.
f. That all lighting of the area and the buildings shall
be directed away from residential property.
g. That all plans shall be submitted to the Planning

Commission for approval as to plot plan, architectural treatment,
wall, landscaping and signs before issuance of a building permit.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
