RESOLUTION NO. 359
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF AN APPLICATION FOR CHANGE OF ZONE
FROM ZONE R-3 TO ZONE C-3 OF PROPERTY
LOCATED ON THE NORTH SIDE OF DUARTE
ROAD FROM 745 TO 917 WEST DUARTE ROAD
IN SAID CITY.
WHEREAS, there was filed with this Commission on October 30,
1959, the application of Paul B. Caler and others, as owners of por-
tions of the property, for a change of zone from Zone R-3 to Zone C-3
of property located on the north side of Duarte Road from 745 West
Duarte Road to and including 917 West Duarte Road in said City of
Arcadia, County of Los Angeles, State of California, to wit:
Lots l25 to 131, inclusive; Lot 132 except the
North ll4 feet thereof; Lot l33 except the
North 50 feet thereof; and Lot 134 except the
West 34 feet thereof, measured along the north
line of said lot; all in Tract No. 2731, as
shown on map recorded in Book 33, page 29, of
Maps, records of said county;
and,
WHEREAS, after notice as required by Ordinance No. 760, as
amended, a public hearing was duly held on the matter by and before
this Commission on the 8th day of December, 1959, which said hearing
was continued to January 12, 1960, at each of which times all inter-
ested persons were given a full opportunity to be heard and to pre-
sent evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That sixteen owners of property signed the
petition with Mr. Caler and twenty property owners within a 300-foot
radius signed as approving the requested zone Change; that there
were numerous other property owners in the vicinity who spoke in
favor of the change and others who signed written approval of the

proposed change. That although there were no written protests filed,
there were many who appeared at the hearing and spoke against the
change of zone to commercial uses.
SECTION 2. That property immediately east of subject prop-
erty has had commercial zoning since 1952 and is still undeveloped;
that the property in the Golden West area that has been zoned for
commercial uses under county regulations is developed with small
businesses only; that the public necessity and convenience do not re-
qUire the change of zone.
SECTION 3. That the present commercial uses are carried
on in small buildings, some of them old, and none of them complying
with the No.1 Fire Zone restrictions. That subject property com-
... prises a shoestring strip not suitable for desirable commercial uses.
That granting the requested zone change would not follow good zoning
practice nor would it be for the general welfare, and would be detri-
mental to the residential properties on the south side of Duarte
Road.
SECTION 4. That for the foregoing reasons this Commission
recommends the denial of the requested reclassification of subject
properties.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-

warded to the City Council of the City of Arcadia.
