RESOLUTION NO. 356 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE DENIAL OF A REQUESTED ZONE RECLASSIFICATION FROM ZONE PR-l TO ZONES C-2 AND D OF CERTAIN PROPERTY LOCATED NEAR THE NORTHEAST CORNER OF FOOTHILL BOULEVARD AND SECOND AVENUE IN SAID CITY. WHEREAS, there was filed with this Commission on the 21st day of October, 1959, the application of Elvin T. Wayment and others, as owners, for a zone reclassification from Zone PR-l to Zones C-2 and D (Architectural Overlay) of property located near the north- east corner of Foothill Boulevard and Second Avenue in the City of Arcadia, County of Los Angeles, State of California, described as . follows: All of Lots 1, 2 and 3, Tract No. l2834, as shown on map recorded in Book 262, page 24, of Maps, records of said County, except the southerly 135 feet thereof; and, WHEREAS, after notice required by Ordinance No. 760 of said City, as amended, a pUblic hearing was duly held on the mat- ter by and before this Commission on the lOth day of November, 1959, which hearing was continued to November 24, 1959, for a re- port from the Zoning Committee, at each of which hearings all in- terested persons were given a full opportunity to be heard and to present evidence; . NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DE- TERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That there were no written protests to the granting of the requested zone change. That the signers 01' the application were owners of some portion of the property for which -1- 356 . . . .. . . the change was requested, and only those directly concerned with the proposed use of the property for a grocery store spoke in favor of the change. SECTION 2. That it was not shown that the public neces- sity, convenience, general welfare or good zoning practice requires the requested change of zone, but rather that the construction of a large market at the rear of the property could be a detriment to nearby residential property and could create a traffic hazard. SECTION 3. That for the foregoing reasons, this Commis- sion recommends to the City Council that the aforesaid request of Elvin T. Wayment and others for a change of zone be denied.
