A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, INSTITUTING PROCEEDINGS
FOR THE PURPOSE OF CONSIDERING AND
MAKING RECOMMENDATIONS CONCERNING THE
REESTABLISHMENT IN ZONE R-l AND THE
RECLASSIFICATION TO SOME LESS
RESTRICTIVE RESIDENTIAL OR COMMERCIAL
ZONE OF THE PROPERTIES INCLUDED IN
"WEST ARCADIA ANNEXATION NO. 14" AND
THOSE PROPERTIES LYING NORTH OF LEMON
AVENUE INCLUDED WITHIN "ANNEXATION NO.
17-A, SOUTHWEST ARCADIA INHABITED",
AND FIXING THE DATE, HOUR AND PLACE
OF A PUBLIC HEARING TO BE HELD FOR
SUCH PURPOSES.

WHEREAS, Subsection D-2 of Section 3 of Ordinance No. 760
of the City of Arcadia, as amended, provides that all property an-
nexed to the City of Arcadia and not otherwise classified concur-
rently with its annexation is classified and placed in Zone R-l;
and,
WHEREAS, the annexation to the City of Arcadia of the ter-
ritory designated as "Annexation No. 17-A, Southwest Arcadia In-
habited", was completed on May 13, 1959, and no portion of said ter-
ritory was reclassified concurrently with its annexation to the City
of Arcadia; and,
WHEREAS, some or the properties within aforesaid terri-
tory annexed to the City of Arcadia are presently improved for R-l
purposes and are so used and should be reestablished as property
in Zone R-l; and,

WHEREAS, other properties within aforesaid territory so
annexed are presently improved for purposes and devoted to uses
other than purposes and uses specified as permissible in Zone R-l
in aforesaid Ordinance No. 760 of the City of Arcadia, as amended,
and accordingly many buildings and uses are nonconforming under
aforesaid Ordinance No. 760; and,

. WHEREAS, in the opinion of this Commission consideration
should be given to the proper reclassification of that property
which by reason of its annexation became nonconforming either as to
existing structures or as to usage; and,
WHEREAS, the annexation to the City of Arcadia of terri-
tory designated as "West Arcadia Annexation No. 14" was completed
on December 20, 1955, and no portion of said territory was reclassi-
fied concurrently with its annexation to the City of Arcadia; and,
WHEREAS, after hearings duly held before this Commission
and the City Council, said City Council did on April 3, 1956, by
and under Ordinance No. 954, make findings and determinations rela-
tive to the reestablishment in Zone R-l of certain properties in
. "West Arcadia Annexation No. 14" and the reclassification to Zones
C-l and PR-3 of other properties in said annexation upon the ful-
fillment of certain requirements of street and alley dedications
and the filing of certain specified covenants; and,
WHEREAS, over three years have since elapsed and none of
the said requirements have been met; and,
WHEREAS, certain conditions have developed with respect
to the zoning of property in "West Arcadia Annexation No. 14" and
the City of Arcadia as a whole which make it necessary to again
consider and hold public hearings on the proper zoning for said
"West Arcadia Annexation No. 14";

NOW, THEREFORE, THE CITY PLANNING COMMISSION DOES HEREBY
FIND, DETERMINE AND RESOLVE AS FOLLOi'TS:
SECTION 1. That the public health, convenience and gen-
eral welfare of the City of Arcadia and the inhabitants thereof
require the consideration of, and the institution of proceedings
for the purpose of considering and making recommendations concern-
ing, the reestablishment in Zone R-l of certain properties and

the reclassification from Zone R-1 to some less restrictive resi-
. dential or commercial zone of certain other properties contained
in aforesaid "West Arcadia Annexation No. 14" and in that portion
of aforesaid "Annexation No. 17-A, Southwest At'cadia Inhabited"
lying north of the north line of Lemon Avenue, all in the City of
Arcadia, County of Los Angeles, State of California, described as
follows:
Lot 2, Block Aj Lots 1 and 2, except the south-
erly lO.23 feet of the westerly 300 feet of
Lot 2, Block B; Lot 1 and the East 203.685 feet
of Lot 2, Block Cj Santa Anita Land Company's
Tract, as shown on map recorded in Book 6, page
137> of Maps, records of said County,
located on the south side of Duarte Road and each side of Golden

West Avenue and Temple City Boulevard;
Lots 22 and 23, Tract No. 6925, as shown on map
recorded in Book 74, page 79, of Maps, records
of said CountYj
The westerly 244.77 feet of Lot 2, Santa Anita
Land Company's Pumping Plant No.1 Tract, as
shown on map recorded in Book 10, page 183, of
Maps, records of said Countyj
The easterly 252 feet of Lot 3j the westerly
365 feet of Lot 5j and the easterly 249 feet of
Lot 6, Block A, Santa Anita Land Company's Tract
as shown on map recorded in Book 6, page 137, of
Maps, records of said County;
located on each side of Naomi Avenuej
The easterly 264 feet of Lot 7; the westerly
90 feet of Lot 8j and the easterly 239.14 feet
of the westerly 329.14 feet of the southerly
176.1 feet of Lot 8, Block A; and Lot l, Block
G, Santa Anita Land Company's Tract, as shown
on map recorded in Book 6, page 137, of Maps,
records of said County,
located on each side of Camino Real;

Lots 1 to 16, inclusive, Tract No. 19413, as shown
on map recorded in Book 492, pages 4 and 5, of Maps,
records of said County,
located on the south side of Camino Real and each side of Cambury
Avenue;
The northerly 204.643 feet of Lot 4, Block Gj

Maps, records of said County,
located on each side of Ca11ita Street;
Lot 8, Block G, Santa Anita Land Company's
Tract, as shown on map recorded in Book 6,
page 137, of Maps, records of said County,
located on the west side of Baldwin Avenue and the north side of
Lemon Avenue.
SECTION 2. That the City Planning Commission does hereby,
on its own motion, institute proceedings for said purposes. That
Tuesday, December 8, 1959, at the hour of 8:00 o'clock p.m., in
the Council Chamber in the City Hall, 240 West Huntington Drive,
Arcadia, California, is hereby fixed and determined as the date,
hOur and place or the hearing for the consideration of such matters
and for the purpose of receiving all proper evidence and testimony
relevant thereto.
SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause to be given notice of the date,
place and purpose of said hearing in the manner required by law.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
lOth day of November, 1959, by the following vote:
