HomeMy WebLinkAbout0349 . . . . . RESOLUTION NO. 349 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE AMENDMENT OF ORDINANCE NO. "(60 BY THE RECLASSIFICATION FROM ZONE R-l TO ZONE C-2 AND ZONE D (ARCHITECTURAL OVERLAY) OF PROPERTY LOCATED AT 2728 SOUTH BALDWIN AVENUE. WHEREAS, there was filed with this Commission on Septem- ber 21, 1959, the application of Saul G. Seidner and Nettie Seid- her, as owners, for the reclassification from Zone R-l to Zone C-2 and Zone D of the following described real property located at 2728 South Baldwin Avenue in the City of Arcadia, County of Los Angeles, State of California, to wit: Lot 43, Tract No. 6641, as shown on map re- corded in Book 126, page 67, of Maps, records of Los Angeles County, and; WHEREAS, after notice required by Ordinance No. 760 of said City, as amended, a public hearing was duly held on the mat- ter by and before this Commission on the 13th day of October, 1959, which said hearing was duly continued to October 27, 1959, at each of which times all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER- MINES AND RESOLVES AS FOLLOWS: SECTION 1. That there were no protests, either oral or written, to the requested reclassification and there were other property owners who favored the change. SECTION 2. That although the property adjacent on the east and across Workman Avenue to the south is still zoned R-l, the property adjacent on the north has been reclassified to ZanesC-2 -1- 349 . . . ~ . . and D, and the property on the west side of Baldwin is developed predominantly for R-3 uses. That the location of subject property at the northeast corner of Baldwin and Workman Avenues is almost sur~ounded by commercial zoning. SECTION 3. That for the foregoing reasons this Commis- sion recommends to the Arcadia City Council that Ordinance No. 760 of the City of Arcadia be amended by reclassifying the above de- scribed property to Zone C-2. SECTION 4. That concurrent with the reclassification of afo~esaid property to Zone C-2, this Commission recommends that said Ordinance No. 760 be further amended by reclassifying afore- said property also as in Zone D (Architectural Overlay) in addi- tion to the basic C-2 zoning hereinabove recommended, and that the following restrictions be made applicable to said property under said Zone D (ArChitectural Overlay): a. Every exterior sign shall pertain only to a use con- ducted within the building. b. All flood lighting shall be directed away from ad- joining properties. c. The exterior walls of all buildings, other than natural field materials, shall be of pastel colors. All exterior walls shall be of masonry or concrete construction and all con- struction shall comply with the requirements for buildings and occupancies in Fire Zone 1. d. No signs on the property hereinbefore described shall exceed 50 feet in height above the ground nor contain any blinking lights or moving parts. e. Towers, chimneys, spires, gables, roof structures, flag poles, radio or television masts shall not exceed a height of twenty feet above the roof of the main portion of the building. -2- 349 . . . . f. All parking areas shall be improved and walled as re- quired by Section 15 of the Zoning Ordinance. g. The westerly 25 feet, measured at right angles to the westerly lot line of Lot 43, Tract No. 6641, as shown on map re- corded in Book 126, page 6Gof Maps, records of Los Angeles County, shall be dedicated to the City of Arcadia for street purposes for the widening of Baldwin Avenue, and concurrent with the construction of curbs, gutters and pavement therein by the City, sidewalks at least five feet in width shall be constructed at owner's expense within the Baldwin Avenue parkway the full length of subject prop- erty. h. The Planning Commission or City Council may modify any of the foregoing conditions if such modification will not ad- . versely affect property or improvements in the vicinity and if such modification will equally accomplish sUbstantially the same results as will the adherence to the foregoing conditions. SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy of the same to be for- warded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission held on the 10th day of November , 1959, by the fOllowing vote: AYES: Commissioners Acker, Davison, Forman, Norton, stout and \-lallin NOES: None .
