RESOLUTION NO. 326
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A REQUESTED ZONE RECLASSIFICATION
FROM ZONE R-l AND ZONE R-2 TO ZONE
R-3 OF CERTAIN REAL PROPERTY ON
NAOMI AND LOVELL AVENUES IN SAID CITY.
\iHEREAS, there was filed with this Commission on Febru-
ary l7, 1959, the application of Michael J. Blake and others for
a zone reclassification from Zone R-l and Zone R-2 to Zone R-3 of
the following described real property in the State of California,
County of Los Angeles, to wit:
Lots 5 to 9 inclusive, Tract No. 8487, as shown
on map recorded in Book 114, page 48, of Maps,
Records of Los Angeles County; and
Lots 5 to 14 inclusive, Lot 16, Lot 17, except
the easterly 9l.48 feet thereof, and Lots 18
to 27 inclusive, Tract No. 461l, as shown on
map recorded in Book 51, page 82, of Maps,
Records of said County,
located on the north and south sides of Naomi Avenue between Bald-
win Avenue and Lovell Avenue, and on the west side of Lovell Ave-
nue between Naomi Avenue and Duarte Road; and,
\iHEREAS, after notice required by Ordinance No. 760 of
said City, as amended, a public hearing was duly held on the mat-
ter b:y and before this Commission on the lOth day of March, 1959,
which said hearing was duly continued to March 24, 1959, at each
of which times all interested persons were given a full opportunity
to be heard and to present evidence;
NO\v, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were written protests against the
granting of the zone change, one signed by twenty-seven property
owners representing 18 separate parcelS of land, 8 within the area

of the petition and 10 outside; that there were several who spoke
against the change and more who spoke in favor of it.
SECTION 2. That no exceptional or extraordinary circum-
stances were shown applicable to the property; that there is still
much undeveloped R-3 property within the city and it does not ap-
pear that public necessity, convenience, general welfare or good
zoning practice justify the requested zone change, but rather that
the request is premature and not in the interest of good planning.
SECTION 3. That for the foregoing reasons, this Commis-
eion recommends to the City Council that the request of Michael J.
Blake and others for a change of zone be denied.
SECTION 4. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the

AYES: Commissioners Acker, Forman, Michler, Robertson,
Vachon and Stout
NOES: None
ABSENT: Commissioner Davison
