A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECO~~NDING THE
DENIAL OF A VARIANCE FOR PUBLIC
PARKING AND DRIVEWAY ON PROPERTY
LCCATED AT 639 NAOMI AVENUE.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with this Commission on

December 22, 1958, the application of Professional Square, Inc., for
a variance for public parking and driveway from Naomi Avenue upon
Lot II, Tract No. 4611, as per map recorded in Book 51 of Maps, page
82, in the office of the County Recorder of Los Angeles, which said
property is located at 639 Naomi Avenue, Arcadia, California; pur-
suant to which application a public hearing was, after notice duly
given, held by and before this Commission on January 13, 1959, at
which time all interested persons were given full opportunity to be
heard and to present evidence.
SECTION 2. That no one appeared at said hearing in favor
of said application; that more than thirty owners of property in the
immediate vicinity voiced objections to the granting of the requested
variance, principally upon the grounds that it is an encroachment
upon an entirely residential area and that the granting of the vari-
ance will be injurious and detrimental to properties and improve-
ments in the immediate area.

SECTION 3. That neither the application or the testimony
presented at the hearing show that there are either exceptional or
extraordinary circumstances or conditions applicable to the prop-
erty involved or to the intended use of the property that do not
apply generally to property or class of use in the same zone or vi-
cinity, or that the granting of such variance will not be materially

detrimental to the public health and welfare or injurious to the
property or improvements in such zone or vicinity in which the
property is located, or that such variance is necessary to the
preservation and enjoyment of a substantial property right of the
applicant possessed by other property in the same zone or vicinity,
or that the granting of such variance will not adversely affect the
comprehensive plan. Rather, the testimony presented at the hear-
ing is to the effect that the granting of the requested variance
will be materially detrimental and injurious to the property and
improvements in the same zone and vicinity in which the property
is located.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the requested variance be
denied.
SECTION 5. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that t~e foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
13th day of January, 1959, by the following vote:
