Under the Brown Act, the Recreation and Parks Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, August 10, 2022 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Chu called the meeting to order at 6:00pm. PLEDGE OF ALLEGIANCE – Commissioner Vanni ROLL CALL OF COMMISSIONERS PRESENT: Chu, Cheung, Yu, Vanni EXCUSED: Swinney A motion was made by Vice-Chairperson Cheung, seconded by Commissioner Vanni, and unanimously carried on roll call vote to excuse Commissioner Swinney. ELECTION OF OFFICIALS Commissioner Yu made a motion to nominate Commissioner Cheung as Chairperson, seconded by Commissioner Vanni. Commissioner Cheung accepted the nomination and the motion carried unanimously. Commissioner Chu made a motion to nominate Commissioner Yu as Vice- Chairperson, seconded by Commissioner Vanni. Commissioner Yu accepted the nomination and the motion carried unanimously. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Chu reported he has been driving through the city and observing the community enjoying the parks. Commissioner Chu reported the Lojeski Baseball Fields at Eisenhower Park are beautiful and stated a great job has been done maintaining the fields. Vice-Chairperson Yu reported she has been speaking with neighbors who have said they are enjoying the parks, even in the heat. Commissioner Vanni reported he is a Board Member for the Foothill Unity Center, a non-profit outreach program for low-income families and the homeless, serving the San Gabriel Valley. Commissioner Vanni reported the Foothill Unity Center will be holding a Gala in September at Santa Anita Park. Chairperson Cheung inquired about excessive heat generated by the artificial turf on the Civic Center Athletic Field. Director of Recreation and Community Services (DRCS) Sara Somogyi explained the surface contains a rubber, cork mix that helps keep the heat down. REPORT FROM CITY COUNCIL MEMBER LIAISON No Report 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of April 13, 2022. It was moved by Commissioner Vanni, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. b. Approve the Regular Meeting Minutes of May 11, 2022. It was moved by Commissioner Vanni, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2b. c. Approve the Regular Meeting Minutes of June 8, 2022. It was moved by Commissioner Vanni, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2c. 3. REGULAR ITEMS a. Report of Public Works Services Department I. Project Update DRCS Sara Somogyi reported Public Works has been fixing a water main break in the northern residential area of Arcadia. b. Report of Director of Recreation and Community Services DRCS Somogyi reported the City of Arcadia received the Land and Water Conservation Grant Fund. The grant is a $2.2 million match grant, meaning the City will pay for the project and be reimbursed once the work is complete. DRCS Somogyi reported there are a few formalit ies and processes that need to be met before construction can begin. I. Monthly Reports DRCS Somogyi reported the Fall Peacock Buzz Brochure has gone digital for this season as the cost of printing has raised astronomically due to a paper shortage. DRCS Somogyi reported the senior gift shop is open and the Fall Craft Fair will be taking place in October. DRCS Somogyi reported the billiard room had 347 participants, the senior nutrition program averaged 66 lunches per day, and senior classes had 1,792 participants throughout the month of July. DRCS Somogyi reported Mahjong is growing in popularity with 92 participants this past month. DRCS Somogyi reported the Monday Senior Dance was scheduled one time in July due to the Fourth of July holiday with 79 in attendance. DRCS Somogyi reported Coffee with the Mayor had 55 people in attendance. Mayor Beck discussed the upcoming council agenda and answered questions. DRCS Somogyi reported the annual Patriotic Picnic was attended by 110 seniors enjoying a patriotic themed lunch, games, and prizes. DRCS Somogyi reported on several recreation programs and activities that took place in July, beginning with Adult Basketball which had 805 players participating. DCRS Somogyi reported Concerts and Movies in the Park have been popular this summer with approximately 3,641 people enjoying the programs. The Summer Fun ‘N Play program had 1,424 children participate with 361 children attending the Sports Camp in the month. DRCS Somogyi reported 62 scouts attended virtual merit badge classes, and over 4,500 individuals participated in youth and adult classes. DRCS Somogyi reported the Community Center is starting weekend rentals again and there was one group with 250 in attendance for the month of July. II. Financial Statements DRCS Somogyi reported the Department financial percentages for the fiscal year 2021/2022 are at an ideal standing with a current revenue percentage of 115% and an overall expenditure percentage at 93.2% for the fiscal year. DRCS Somogyi reported there are a few items still coming in, but this is a good representation of how the overall fiscal year should end. DRCS Somogyi reported there is still little to no change in the Park and Recreation Facilities Fund. DRCS Somogyi clarified the purpose of the fund is for the expansion and extension of parks and recreational facilities in the community. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 151 Visitors Monthly Revenue $389 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 11 Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 322 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10am-11am in the Community Center billiard room. 10 Senior Nutrition Program A nutritious meal is provided Monday-Friday for senior citizens. For many seniors, this is the only hot meal they have daily. 1,251 Average/Day 66 Classes Exercise plays a vital role in health and wellness. Classes include line dance, cardio plus, Zumba. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,807 Table Tennis Summer Table Tennis is available Monday-Friday, from 8:30am- 3:30pm. Seniors can drop in and play to gain exercise and socialization. 62 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 1 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 82 Monday Dance Monday Dance is held the 1st, 3rd, and 5th Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 278 Dial A Ride Monthly Bus Passes Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 17 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 4 Notary Services Notary services are limited to three signatures or thirty minutes per appointment every 2nd and 4th Tuesday of each month. 2 Coffee with the Mayor On the third Tuesday of the month, Seniors listen and chat with the Mayor about City issues and topics of personal interest. 28 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 89 Summer Bingo On Friday, August 5, 78 seniors signed up for Bingo. Everyone enjoyed eight game sheets, snacks, and a light lunch. A few lucky winners took home great gift cards to local establishments. 79 Senior Bunco On Friday, August 12, 40 seniors participated in the Summer themed Bunco. Everyone enjoyed food, snacks, and raffle prizes. 40 Beach Trip On Friday August 19, 53 seniors registered for a day trip to Bolsa Chica State Beach in Huntington Beach. Every year, seniors get to enjoy a day at the beach where they can relax, play games, have lunch, and snacks. 53 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. Meeting: 79 Passes Sold: 98 Passengers: 90 Total: 267 Cumulative total for senior services and senior programs 4,554 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 30 Adult Basketball teams participating in the spring Sunday league at the Dana Gym. 816 Concerts and Movies in the Park On August 4, the City celebrated Arcadia’s 119th Birthday and National Night Out. The Arcadia Police Department and the Arcadia Fire Department were out with the SWAT Team, the K-9 officers, and an obstacle course. The final Summer Concert and Movie took place with 907 individuals enjoying the Caribbean band Upstream with 186 individuals staying to watch Luca. 1,093 Summer Fun and Play The Summer Fun ‘N Play Program provides children from ages 5- 12 to enjoy a week of activities. The program began June 6 and ended the week of August 8. The children enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. August CG 262 HR 242 Total 504 Sports Camp Sports Camp is offered in the summer for four consecutive weeks from July 18 through August 12. Children ages 5-12 participate in a variety of sport activities including basketball, soccer, volleyball, and many others. An interactive activity is also brought to the site each week, laser tag was a favorite activity for the children. The program operates Monday through Friday from school dismissal to 4:30pm beginning August 22, 2022, through June 2, 2023. Six elementary school playgrounds provide a variety of activities including board games, crafts, and outdoor games to keep participants safely engaged and entertained. During the month of August, Volunteens assisted with the Summer Fun ‘N Play Program. 34 Volunteens 307 hours Community Center Classes The Arcadia Community Center offers a wide range of classes for all ages. Some classes offered at this location include Zumba, gymnastics, sewing, and chess. 1,076 MEC Classes Some classes offered at this location include guzheng, karate, and line dancing. 196 Dana Gym Classes This AUSD joint use facility is used to offer more classes to the community. Classes offered at this location include Total Body Workout, volleyball, youth basketball classes, and badminton. 588 Off-Site & Virtual Classes Other classes that are offered at off-site locations or virtually including multiple tennis courts, art classes, and music classes. 903 Community Center Rentals The Arcadia Community Center is available for rent to Arcadia civic and non-profit organizations for activities and programs. 470 Cumulative total for Recreation classes and youth programs 8,101 TOTAL for Recreation and Senior Services 12,655 WILDERNESS PARK – CLOSED UNTIL FURTHER NOTICE DUE TO STORM DAMAGE.
