The program ended with a total of 137 adults (reading for 134,242 minutes), 64 teens (reading for 54,933 minutes), and 1,122 children (reading for 515,151 minutes). The children’s total represented a 28 percent increase from last year. Adults and teens earned virtual raffle tickets for minutes read. Adult winners were awarded gift certificates for the Arboretum, Mt. Lowe Brewery, or Yoshan Tea. Teens won a smartphone photo printer pack or a mini projector; to encourage active reading, teens could win $10 gift cards which were raffled on a weekly basis. Participants in the Children’s version of Summer at Arcadia Public Library earned prizes for how many minutes they read, enjoyed amazing performers, weekly story times, and special weekly activities. Participants in the Library’s summer reading program for youth (entering 6th to 8th grades) completed various activities to earn small rewards as well as entries into drawings for prizes of their choosing, including $25 Amazon gift cards, 168-piece art sets, mini video projection system, and a Cuisinart Ice Cream Maker. Twenty winners were selected, contacted, and picked up their prizes throughout August. The prizes and performers are generously funded by the Friends of the Arcadia Public Library. The Friends of the Library have partnered with Discovery Books to help clear out the backlog of books that are not selling. More than 40 boxes of donations arrived over one weekend in July, prompting a temporary halt on accepting new donations at least through the end of August. On August 27, the Friends held a book sale in the Auditorium, making room for potential new donations in the future and raising almost $400 for the Friends of the Library. Staff also reviewed City retention policies and procedures and shared this information with staff who are directly involved in retained materials. The City’s retention policy does not cover some of the library’s documents, such as library card applications or electronic patron records, so this was researched, and recommendations made to the City Clerk’s office. Adult Programs, Classes, Technology Literacy, and Events: In addition to the Summer at Arcadia Public Library, staff kicked off a Walking Book Club for adults that continued through July. To beat the heat, patrons met at 9 a.m. every other Saturday and walked a one-mile loop discussing books all the way. Patrons watched and discussed King of Peking at The Movies You Missed in July; the program was on break in August. Bookish met at the end of July to discuss Secondhand, by Adam Minter and in late August to discuss The Art Forger, by B.A. Shapiro. Staff filmed a video covering free photo and icon resources that received 90 views. This topic is especially important for entrepreneurs and students who need access to copyright free images. Adult Services staff continued work on the Memory Lab grant, putting the finishing touches on the computer lab, developing instructional videos and booklets, promoting the service to the public, and generally preparing to open in early September. Teen Programing: In addition to tracking the time they spent reading during Summer at Arcadia Public Library, teens were encouraged to participate in the Arcadia Scavenger Hunt Challenge. Teens formed teams and took photos throughout Arcadia of pre-selected locations, things, and activities, and submitted them on social media using #summeratAPLTeens. The team that earned the most points for finding the most items on the list and submitting the most creative photos won a $50 Amazon gift card! Scavenger Hunters submitted 32 photos. Teen Zone resumed with the start of the new 2022/ 2023 school year. This year the library offered extended hours, from 3:30-6:00 p.m. Staff provided a full training to all Teen Zone volunteers. Children’s Programming and Services: All weekly children’s events offered during the summer included a reading element. To encourage children to take part in the library’s reading program and log their time spent reading, Children’s Services staff distributed “Reading Boost” coupons to weekly program attendees redeemable for 20 reading minutes: 141 coupons and 2,820 reading minutes were redeemed throughout June and July. Children who logged 700 reading minutes, as well as children who were selected for their weekly “Travelers of the Week” participation, were given 375 free paperback books. During the final week of the summer reading program, Children’s Services staff distributed surveys to families and received supportive sentiments as well as helpful responses about their summer experiences:  “The Library Summer program was very enjoyable. Thank you so much for working so hard to put everything together for everybody to enjoy,”  “Kept both my twins’ attention, they were both excited to go.”  “Introduce more programs for kids under 2 years.”  “Please have more outdoor activities and also, if possible, try to add online registration option.” 3 Staff will review the 58 submitted surveys and assess how best to incorporate the feedback into next year’s summer program planning. Noteworthy Puppets presented "Sherlock Homerun: A Whodunit Puppet Musical:” 179 children and their families attended the two puppet shows. Pacific Animal Productions presented live animals (including an alligator, iguana, chinchilla, and guinea pig) for 268 attendees to see, touch, and learn about. Both shows were funded by contributions from the Friends of the Arcadia Public Library. Backyard Adventures attendees took part in weekly themed activities and crafted mini sail boats, participated in a water relay, made dinosaur hats, went on a moon rock hunt, produced batches of dirt slime, participated in a bird watching adventure and much more. Teen volunteers helped considerably with the program as well as five Girl Scouts who contributed their time. Other weekly programs included the Books and Building Blocks program in which staff read themed books for children to then use as inspiration to play and build using LEGO pieces. There were seven early literacy programs with 315 children and their families in attendance. This year’s weekly summer programs provided children and their families the opportunity to have fun, but also to meet and interact with other children their age and encourage social and emotional learning and development along the way. The programs also provided caregivers the opportunity to network and engage. Youth, ages 10-14, attended weekly Middle Wednesday programs and took part in various activities, including an Uno Tournament and Amazing Race challenge. All participants were given a small prize and weekly challenge winners received gift cards. The Children’s Services Senior Library Technician and the part-time Library Technician I hosted two Family Storytime programs for 67 children (ages 4-7 years) and their family members. Staff utilized their training to plan, prepare, present, and assess the story time programs. Customer Services: Passport Services processed 203 passports in July and 238 in August. Information Systems Services’ team of three Computer Aides and ISS Supervisor answered more than 255 computer/technical questions from patrons; assisted the public with 902 public computer sessions, 855 print jobs, and the use of the Microfiche station, public copiers, and the public Wi- Fi network in July. In August, this team answered more than 344 computer/technical questions from patrons; assisted the public with 678 public computer sessions, 1,172 print jobs, and the use of the Microfiche station, public copiers, and the public Wi-Fi network. In addition, ISS supervisor provided technical support for the memory lab equipment and the RFID project. He also helped troubleshoot the Integrated Library System (Koha) upgrade changes that adversely impact cataloging and acquisitions. It has now been fixed to be less cumbersome. 4 Collections: Orders for new materials reappeared with the start of the new fiscal year. It was not uncommon to see 6-8 boxes of new books being delivered. The total number of items cataloged this month reflects the increase in materials received. However, Baker & Taylor, the primary supplier for library materials, was hit by a ransomware attack which shut down their servers. As a result, Library staff could not order materials. As of mid-August, the Library has been without access to this service with no end yet in sight. Currently, we have enough adult materials to last 3-4 weeks, although best sellers and in-demand items will have to be acquired from either Amazon or Vroman’s in the short term. Children’s materials have been received in fewer numbers. The Authority Database projects continue. There were fewer discards this month as public service staff was heavily involved in the Summer at Your Library program. Staff completed the bulk of the work on opening Fiscal Year 2021-22. Requisitions for open purchase orders were filed with Finance and new QuickBooks accounts and Excel files were opened for internal tracking of expenditures. Cataloging and Acquisitions staff received training in tagging items with the new RFID tags. Moving forward, all Adult and Teen materials and Adult DVDs will be tagged before leaving Cataloging and Acquisition Services. This will include all new materials, items returning from the bindery, items needing new packaging/cases, and so on. Facilities and Technology: The Airtame machine the Study Room 1 is being utilized more and more by patrons. Most patrons use the machine to share their screen. One patron used the Airtame screensharing function to cast inspirational messages to motivate her work session. The RFID Task Force team have been meeting weekly to provide an update in progress made with tagging and encoding. The FE Technologies project manager also meets with this group every other week providing and receiving updates as well. Tagging continues: In both July and August, Account Services staff tagged for over 122 hours, and tagged 22,050 and 22,208 items respectively. In August, Account Services encoded 12,010 items over 53 hours, while Adult and Teen Services made rapid progress encoding items that had been previously tagged. They incorporated teen volunteers into the tagging process, which increased the amount of time that could be devoted to the project. ISS continues to work with City IT for file server data migration. There was an issue migrating the museum data to the new server. File permissions are being worked on to migrate the library data. Staff and the FE technician conducted a walk-through to review technical requirements for the RFID system. His recommendations were sent to the project coordinator and were discussed by the RFID Task Force in August. The 3D printer was offline due to display errors. Some parts were replaced, and it is now back in service. ISS also continues to check library department web pages by adding new content and fixing broken links. In July, the Library catalog system, Koha, was upgraded to a newer edition. The upgrade fixed some things but made it more difficult for Cataloging and Acquisitions when cataloging items. Staff has been in contact with ByWater Solutions, the third-party contractor that handles the Koha system, to see if these problems can be fixed. The library’s cooling tower stopped cooling the water, so a new baffle was ordered and installed. Unfortunately, the control board also needs to be replaced so the temperature is warmer than normal in various parts of the building. It is being given a high priority in the next couple of months, but money must first be secured, parts ordered, and then installed. The library received its first brand new microfilm/form machine in more than 20 years. The old machine could no longer be fixed, and microfilm is still in demand, especially for those researching historical information at the local level. City Council approved the library’s request for 30 new study carrels that will ring the adult, teen, and international language area. Staffing/Training: Aide interviews were held during the last week in July. The first conditional offer was declined because the applicant wanted more hours than the library was able to offer, while the second candidate is working her way through the screening process. The Aide list is now exhausted, and a new recruitment will need to begin once again as there are still six unfilled positions. Aide Candace Maish left at the end of July to return to teaching and Librarian Melissa 5 Camaiore left in August for a position at a local college. Children’s Services part-time Library Technician I, Linda Dang, began cross-training in Adult Services. She has received procedural training to staff the Information Desk for one hour every other week. The new teen Librarian, Claudia Arroyo, started in July. She comes from San Bernardino County Library with experience in programming and specifically teen programming. A new Adult Services Librarian, Melissa Maldonado, started at the end of August. She previously worked for the library as a Tech Aide. The 2003 Library Services Manager job description was revised, updated, and approved by both the Human Resources Commission and the City Council in mid-August. Human Resources will now create a job flyer and open the position for recruitment. A recruitment for a substitute pool for the Library and for the Museum have also been requested. This substitute pool would be able to fill in when there are vacancies on staff. A recruitment for the library position hasn’t been done for more than ten years, and a recruitment for the Museum has never been done before. Community Outreach/Collaboration/Volunteers: During June and July the 42 Children’s Services teen summer volunteers contributed 876.75 service hours. They distributed prizes to children, prepared program crafts, contributed programming ideas, staffed activity stations, helped with program set up and take down, and worked on the Accelerated Reader book labeling project. During their final week, the volunteers wrote notes to fellow volunteers and staff: “Thank you all for the amazing experience and all the fun that I have working with you all! I had a lot of fun this summer.” “I really enjoyed working at the prize table this summer.” “This summer was a W! I would probably have been home all summer if it wasn’t for this.” Two new adult volunteers, Eugene and Kristie, started learning how to tag and encode items. Volunteers will be paired with a staff member until staff is confident that they are able to proceed alone. Library and Museum Services staff participated in the Downtown Arcadia Patriotic Festival. It was a very well-attended community event and a great opportunity for both the Library and Museum staff to provide information about upcoming events and services, especially as some still did not realize the library is open to the public. Staff also attended the majority of the City Concerts at City Hall. This was a great opportunity for more Library staff to participate in outreach events in the community. The Director presented an overview of happenings at the Library to the Arcadia Host Lion’s Club at their monthly meeting in July. The Arcadia Host Lion’s Club presented a $500 check to be used for large print materials, further expanding both the adult and juvenile large print 6 collections. The Director also attended the 2022-23 Installation Ceremony for the incoming co- presidents of the Arcadia Chinese Association in early August. The Library hosted a City of Hope Blood Drive, thus providing an opportunity for the community to donate, especially in summer, when donations are lower. Children’s Services staff attended Foothill Unity Center’s Back to School Event and distributed Library resource handouts to families as well as small giveaways. Children’s Services staff took part in two professional development trainings, including From Diversity to Inclusion: How to Audit Your Collection and Why as well as Good Kids, Bad Behaviors: What to Do About Unruly Young People in the Library. Administration staff attended the Museum Commission meeting and served on an interview panel for Azusa Public Library. Marketing and Publicity: The Library’s Something for Everyone at Your Library and Something for Everyone at Your Virtual Library brochures were updated with the latest library information, just in time to be made available for back-to-school students and their families. The cost of paper for the Fall Peacock Buzz, which provides information on Library, Museum, and Recreation activities, skyrocketed recently, so it will only be available online. Postcards with a QR Code to the online Peacock Buzz have been mailed to all residents and the library has made the postcards available at the public service desks. Adult and Teen Services created the following displays in July: Homesteading, Baseball, Travel, Fishing, and Teen Graphic novels. In August, Adult and Teen Services offered displays on Adult Manga, Music Biographies, Space/Universe, Young Adult Back-to-School Books, and books on getting organized. The bulletin board continued to highlight Summer at Arcadia Public Library program in July and switched to a “Welcome Back” theme in August. The proposed purchase includes 30 single-sided tables with wire management to provide integrated device charging systems, and 30 side chairs for the Arcadia Public Library’s Adult and Teen Services North and East Gallery. This purchase would be through Yamada Enterprises. Prices are based upon California Multiple Award Schedules (“CMAS”), which meet the purchasing guidelines for the City of Arcadia (“City”). This furniture replacement project would replace and upgrade the old-style study carrels in the Adult and Teen areas to match furnishings in the Silent Room, perimeter on the interior west wall, and the Jerry Broadwell Children’s Room. This would keep the aesthetics of the room consistent with the rest of the library. Sufficient funds are available in the City’s Fiscal Year 2022-23 Equipment Acquisition Budget to purchase the items being requested. Therefore, it is recommended that the City Council authorize the City Manager to approve a Purchase Order with Yamada Enterprises for new furniture and charging systems for the Arcadia Public Library in the amount of $168,239.08. BACKGROUND In 2015, the library conducted a Community Needs Assessment, and seating with charging capabilities was identified as one of the top three needs of the library. A three- phase plan was developed that would add 75 more seats for the public throughout the library. Phase I, approved and installed in 2019, replaced oversized study carrells with no charging capabilities with wall-mounted tables that included USB charging devices to accommodate laptop or tablet use. Phase II replaced the outdated study carrells in the Purchase of New Furniture and Charging Systems for the Arcadia Public Library August 16, 2022 Page 2 of 3 Jerry Broadwell Children’s Room. At the time, a phase III was not planned, but it has become apparent that patrons seek out the modern study carrells with the USB charging stations and more open seating pattern. The spaces currently include 11 study carrels with 34 seats but no charging or outlet options. Most libraries have replaced this antiquated taller study carrell furniture with streamlined tables and associated charging capabilities. Because of the high demand for charging capabilities for phones, laptops, and tablets, and few electrical outlets in the area, patrons must crawl under tables or string power cords across high traffic areas in the Adult and Teen areas to access wall outlets. A variety of furniture options were reviewed, with the preferred option furnishings that are designed exclusively for public use, are highly durable, flexible, aesthetically pleasing, match well with existing furniture, and meet the needs of a modern public workspace. Aesthetics throughout the building were considered so that there would not be a hodgepodge of colors and designs. Worden Bridge single sided tables (no bridge) and Worden TJ-series chairs are being proposed to match the existing furniture replacement project done in the Silent Room, the cubicles near the Administration office, and the most recent bank of study cubicles added in 2022 in the Children’s Room. The Worden Bridge single sided tables include wire management, providing two charging USB ports per study carrel seating, and one power entry per 72” table (two total). The TJ-series chairs include a sturdy metal frame and a wooden back and seat which will match the stain used in the cubicles. Worden is a popular maker of high-quality library furnishings, and customers include the Cambridge Public Library, the Palo Alto Public Library, and the Los Angeles County Public Library (West Hollywood Branch). DISCUSSION Prices for all items to be purchased are based upon California Multiple Award Schedules (“CMAS”) which meet the purchasing guidelines for the City. CMAS contracts offer a wide variety of commodities and products at prices which have been assessed to be fair, reasonable, and competitive. As the City acknowledges CMAS, a formal bidding process is unnecessary. The cost of 30 Worden Bridge single-sided tables with two built-in electrical power outlets and two USB charging connections per seating space, and 30 Worden TJ side chairs, is $168,239.08 based on CMAS contract #4-15-00-0106D. This includes cost of materials, labor, sales tax, and freight. Yamada has been the vendor for several recent furniture purchases by Arcadia Public Library and has been thoroughly professional about installation. The finished result has always been excellent. These cubicles, charging systems, and chairs were budgeted as part of the Fiscal Year 2022-23 Equipment Acquisition Budget and there are sufficient funds available in the budget to purchase the requested items. DISCUSSION The Library Services Manager position was last revised in 2003 and a number of duties have changed or have been added to this position since that time. Additions include third party requests for proposals, bids, and contracts, professional service agreements, upgrading and budgeting for technology improvements for the public, marketing, publicity, community outreach, and social media work, as well as the supervisory, managerial, and budgetary skill sets that have regularly been part of this position. In addition, core competencies in customer service, professional and technical knowledge, communication, decision quality, and recruiting, hiring, training, and building effective teams across the organization are integral in these positions. It is important to acknowledge that there is now more statistical information gathering, internally and externally, for local and state agencies as well as planning, directing and coordinating facilities planning and maintenance activities. This has been well- documented in recent years through the repurposing of public spaces and replacing furnishings to better serve the community. The classification has also been written to reflect that either Library Services Manager could fulfill any one or all of these duties as assigned, providing for a more flexible workforce and a more successful succession planning opportunity should there be an opening for Library and Museum Services Director. Please see the first attachment for the revised classification specification in redline. The Human Resources Commission held a meeting on August 11, 2022, to Revised Classification for Library Services Manager August 16, 2022 Page 2 of 2 discuss this matter, and approved the revised classification specification. Policy Manual 2 PROGRAM AND COLLECTION DEVELOPMENT DIVISION PUBLIC SERVICES DIVISION ADULT & TEEN SERVICES The Adult & Teen Services Section is responsible for actively providing timely, accurate and useful information and cultural enrichment for community residents in keeping with the mission of the Arcadia Public Library. The Adult & Teen Services librarians are available to answer reference and research questions for the general public. These requests can be handled on an in-person basis, by phone, e-mail or chat. Library materials not available at the Arcadia Public Library may be requested through inter-library loan at the Information Services desk. The Adult & Teen Services Section is responsible for the following special collections:  Arcadia History and Arcadia City information  United States Federal Depository; and the  Braille Depository The Adult & Teen Services Section is responsible for selecting the circulating and reference materials for teens and adults in a variety of appropriate formats. The staff will be guided in their choices by the Library Materials Selection Policy. The Adult & Teen Services Section is responsible for providing Library tours, Library instruction, reader’s advisory and other programming services for teens and adults. The Adult & Teen Services Section is responsible for the Library in the absence of the Director of Library and Museum Services, Library Services Managers, or Principal Librarians. CHILDREN’S SERVICES The Children’s Services Section is responsible for providing timely, accurate, and useful programs, materials and services that meet the educational, informational, and individual interests for children and their families from birth through the eighth grade. Children’s Services is responsible for building and maintaining quality collections for children in a variety of appropriate formats for children from infancy through grade eight. The staff will be guided in the evaluation and selection of these materials in accordance with the Library Materials Selection Policy. The Children’s Services Section is responsible for the following special collections:  Newbery and Caldecott Medal books; and  The Parent/Teacher Resource Center  Fire Collection Policy Manual 8 The Children’s Services Section is responsible for providing Library tours, class visits, library skills instruction, reader’s advisory, and other programming services for children from birth through eighth grade. In addition, the Children’s Services Section provides customized loan preparation of Library materials, used for classroom use, to public and private school educators within the City of Arcadia. Off-site presentations are also offered to local school, parent groups, and other community organizations. Groups desiring such service must make arrangements in advance with Children’s Services staff. Priority will be given to groups or organizations that are located, meet or have headquarters within the boundaries of the City of Arcadia or the Arcadia Unified School District. OTHER RESPONSIBILITIES Volunteers: Volunteers are utilized in every section of the Library. The Library Services Manager provides general oversight and coordination of volunteers with direct recruitment and supervision provided by individual section volunteer supervisors. Literacy: The Library’s commitment to basic adult literacy includes, but is not restricted to, supporting and encouraging volunteer efforts to support provide pronunciation and conversation practice to adult English as a second language (ESL) learners. Public Relations and Marketing: The Library Services Manager is responsible for coordinating and providing general oversight for marketing the Library internally and externally through a wide variety of media. Individual section supervisors assist within their sections following predetermined Library-wide guidelines. Adopted as amended by the Arcadia Public Library Board of Trustees on January 21, 2016. Policy Manual 9 LIBRARY VOLUNTEER PROGRAM The Arcadia Public Library values and is committed to using interested community members as volunteers to supplement the efforts of paid Library staff in providing excellent customer service. The Library Volunteer Program serves as a method for encouragesing citizens to become familiar with the Library and its services and helps volunteers become ambassadors for the Library out in the community. Volunteers perform tasks that assist staff, and the community at large, in handling Library activities and programs but do not replace paid staff. Their contributions to the Library are highly valued. The Library Volunteer Coordinator is the Library Services Manager for Program and Collection Development Public Services Division serves as the Library Volunteer Coordinator. Volunteers will work under the direct supervision of staff in the section to which they are assigned. Volunteers must be at least 13 years of age and must complete an application indicating their interest and availability. Volunteers are asked to commit to working a minimum of one to two hours a week for a period of at least six months. All applicants are asked to complete a LiveScan/background check which the Library will arrange at no cost to the volunteer. The Library is unable to accommodate court ordered community service. Applications will be considered active for six months; after the six months, prospective volunteers must submit a new application to indicate their continuing interest. Prospective volunteers will be interviewed to determine suitability for each position. Volunteers must have appropriate skills, qualifications and availability for each position; an interview is not a guarantee that a volunteer position will be offered. The Children’s Services Division may also run a special summer teen volunteer program in conjunction with the annual Summer at your Library Reading Program. This program has a separate competitive application, interview, and orientation process. Adult and Teen Services Division may offer volunteer opportunities for teens through specific program such as the Teen Advisory Group (TAG) and Smart Squad. Like Children’s Services, this program has a separate competitive application, interview and selection process. Although While there is no formal evaluation process for volunteers, every effort will be made to provide appropriate training and guidance. However, If a volunteer is found to be unsuitable, does not follow the Library Standards of Behavior Rules of Conduct, or performs work in a manner that is inconsistent with acceptable Library standards, that volunteer may be terminated with the consent of the Volunteer Coordinator and/or the Director of Library and Museum Services. The Library is committed to recognizing the work and worth of each volunteer and will annually provide recognition. Policy Manual 10 INFORMATION AND MATERIALS MANAGEMENT DIVISION CATALOGING & ACQUISITIONS SERVICES The Cataloging & Acquisitions Services Section is responsible for acquiring, cataloging, and processing all library materials. These tasks are accomplished according to accepted standards within the library profession and per the City of Arcadia’s purchasing procedures. Cataloging & Acquisitions Services staff is charged with handling the clerical work of processing inter-library loan material requests, adding donated items to the Library’s collection, maintaining and updating the Library’s bibliographic and authority databases, and serials record keeping. Cataloging & Acquisitions Services staff is also responsible for the distribution of the Library’s mail, the repair and binding of all library materials, and the withdrawal of items from the Library collection. INFORMATION SYSTEMS SERVICES The Information Systems Section is responsible for maintaining all computer workstations, servers, software, and peripheral equipment within the Library. This section is responsible for maintaining and supervising the public access services, including Internet access, public printing, and word processing in the Community Learning and Technology Center, microform and photocopy machines, Catalog area, Children’s Computer Center, and other remote areas of the Library. Specialized training by Information Systems Section staff or volunteers is available to the public and staff as needed. The Information Systems Specialist is responsible for updates for the Library’s Internet website and maintaining and upgrading the Library’s integrated library system. The Specialist is the liaison with the City of Arcadia’s Information Services in regard to the city network and web design. The Information and Materials Management Library Services Manager is responsible for the administration of the Library’s integrated library system. ACCOUNT SERVICES The Account Services Section is responsible for the orderly movement of all library materials, issuing library cards to eligible residents, searching for book reserves, and answering general telephone inquiries, and shelving management of all library materials. The Aide pool is responsible for shelving following established filing rules and maintaining order of materials within the library as needed. When primary tasks are completed, aides assist with section specific or Library-wide projects and/or assist with customer service. This section is responsible for fines and fees, dissemination of free material, and updating the Library’s user database. Library Aides are responsible for the shelving of all library material, following established filing rules, and maintaining order of materials within the Library. They are responsible for the clean-up and shifting of materials within the library as needed. Adopted as amended by the Arcadia Public Library Board of Trustees on October 21, 2021. Policy Manual 11 ACCOUNT SERVICES All-Access Library Accounts Card Any person wanting to check out materials, access the online library or search databases, out of the Library must have will need a valid All-Access Arcadia Public Library account. Card. Cardholders may check out up to 60 items, although limits to specific materials may apply. Proof of identity and verification of status as a resident of California are required to qualify for a Library account card. Acceptable identification: 1. A valid government-issued photo identification card with current California address. If the address is incorrect or not current, the patron must present some other form of identification verifying the current address, or present mail delivered to that address dated within thirty (30) days. Self-made identification will not be accepted. 2. A post office box number is acceptable when verified by two pieces of current mail, with one piece of mail or identification with the permanent address. A patron without valid and current identification will not be given a library account card. The patron must be present to open apply for a library account, with the exception of an eCard. Applications for library accounts will not be accepted fifteen (15) minutes prior to Library closing. The first library card issued to a patron opening an account is free. A fee is charged for replacement cards. Visitor Card Temporary residents staying longer than one month, but less than six months, may get a visitor card with a two-item check-out limit. Must present a valid photo identification, valid email address and proof of permanent address and/or temporary California address at time of registration. At the time of application an email will be sent, and a response must be made within 24 hours to verify email address. Accounts for Minor Children Library Cards for Minors A child minor, 17 years or younger, must have the written, in-person consent of a responsible adult to open an All-Access Library Account. The responsible adult must present acceptable identification as described above, along with information verifying current address. Student Card If a responsible adult cannot be present, a child minor, 17 years or younger, may open a Student Account Card, which allows children to access to all online resources at Arcadia Public Library, and to borrow no more than two (2) items at a time. To obtain a Student Account Card, the child student must submit a completed library account application signed by a responsible adult, which must include the adult’s valid California Driver’s License number or other valid ID number. The responsible adult has the option of upgrading the Student Account Card to an All-Access Library Card at any time but must be present with the child student and must present a valid photo identification card and proof of current address. The responsible adult assumes full responsibility for items checked out on the child’s student’s account. Online Library eCard Any California resident wanting to obtain access to online materials and resources must complete the online registration form to receive an eCard. eCard information will be emailed within 48 business hours and is valid for ninety (90) days. In addition, eCard users may check-out up to two (2) physical items but must show valid identification at time of check-out. Users who already have an eCard and want to check out more physical items may upgrade to an All-Access Library Card within ninety (90) days of application but must present a valid photo identification and proof of current California address. California Limited Card Users with a valid California identification or Driver’s license with current address may apply for a California Limited card. Card is valid for ninety (90) days and users may borrow a maximum of two (2) items. Users may upgrade to an All-Access Library Card within ninety (90) days of application but must present proof of current California address. All Library Card accounts are subject to collection agency services for items not returned. Policy Manual 13 Loans Initially, patrons opening a Standard Library Account, with only one valid and current government- issued photo identification with current California address, will be limited to borrowing a maximum of five (5) items. After presenting one additional address verification, patrons with Standard Library Accounts will be allowed to borrow up to a maximum of sixty (60) items. If patrons do not provide address verification within ninety (90) days, their account will expire. (California Limited) Due to shortages in collections, staff may limit the number of items checked out to a patron by type, material, or subject. Children opening a Student Account will be limited to borrowing a maximum of two (2) items. Borrowing privileges will be suspended on accounts that have accrued fines or fees of $10.00 or more. Renewals In general, items may be renewed two one times. Items that cannot be renewed are items that have a waiting list, items that have been renewed twice before, or items on accounts that have accrued fines or fees of $10.00 or more. Teachers While there is not a special loan period available, teachers are encouraged to make use of the customized loan preparation provided by the Children’s Services Section. Payment for lost or damaged material Patrons will be charged the replacement cost plus a processing fee for any lost material or items damaged beyond repair. The Library will not accept replacement items supplied by patrons. No refunds will be issued. Overdue materials The following excuses will be accepted, and the overdue fines waived one time only: Staff retains the right to waive fines. for such reasons as: Fines may be waived on a one-time only basis. 1. The patron claims the item(s) were never checked out to his/her library account. 2. The patron claims the item was returned. Collection Agency Library patrons may be contacted by an outside collection agency concerning overdue or lost materials, or excessive fines. A collection agency referral fee will be added to outstanding charges per account and is non-refundable. Program for Homebound Patrons Customized loan preparation may be provided to homebound Arcadia residents not in residential facilities. Every effort is made to provide free delivery and pickup through volunteers. Adopted as amended by the Arcadia Public Library Board of Trustees on September 20, 2018. Policy Manual 15 LIBRARY MATERIALS SELECTION POLICY It is the function of the Arcadia Public Library to select a variety of materials that will fulfill the Library’s mission statement: It is the mission of the Arcadia Public Library to provide full bring people, information and ideas together to enrich lives and build community through and equal access to materials and services that meet the educational, informational, historical and individual interests of a diverse community. Responsibility for the selection of library materials rests with the Director of Library and Museum Services. Under the Director’s supervision, selection is delegated to the professional members of the staff. The purpose of the Library Materials Selection Policy is to ensure that the Library provides materials in a variety of formats, taking into consideration the varied tastes, languages, interests, reading abilities and physical limitations of the public served and the limitations of library funds. This Materials Selection Policy gives assurances that the Library’s collection will include: 1. Standard classics representative of American and international cultures. 2. Contemporary works providing patrons with an appreciation of the varied trends in modern thought, and expression and world culture. 3. Materials supporting both sides of controversial issues, giving readers an opportunity to develop their critical sense, and to arrive at intelligent though often opposite conclusions. In selecting materials for purchase, adding gift materials, or when items are being evaluated for retention or replacement, the Librarian takes into consideration: 1. Timeliness and significance of the subject. 2. Reliability and accuracy of factual material. 3. Opinions expressed by reviewers in review media. 4. Advance notices and pre-publication announcements supplied by publishers and professional reviewing services. 5. Public demand for a specific item. 6. Local industrial, business and professional needs and interests. 7. Cost of the item in relation to funds available. 8. Physical condition of the item and space limitations. 9. Duplication of material already in the Library. 10. Availability of material in nearby libraries, if local interest is limited to small or specialized groups. Suggestions for purchase from the general public are always given serious consideration using the above criteria. The Library subscribes to the philosophy articulated in the Library Bill of Rights, the Freedom to Read and the Freedom to View statements. Policy Manual 16 GIFTS TO THE LIBRARY The Arcadia Public Library welcomes gifts of library materials and monetary contributions. These gifts help enrich the ability of the Library to fulfill its mission. The Library accepts: MONETARY CONTRIBUTIONS The Library is pleased to accept direct contributions and bequests, which are placed in its Gifts and Grants trust account, the Children’s Reading Program trust account, or in the Teen Reading Program trust account. The City of Arcadia, and consequently the Library as a City department, is a tax-exempt organization and donations to the City are given the same treatment as gifts to a 501{c}(3) organization. (See City Tax Status Letter in the forms section.) Per the City Charter, monetary gifts are subject to the approval of the City Council. (Arcadia City Charter, Section 809). Monetary contributions may be made for Memorial or Honor Books. Using these funds, the Library will purchase a book (or books) in a requested subject area, in keeping with its Library Materials Selection Policy. A special bookplate will be placed in the book naming the honoree. (See special Memorial and Honor Book form in the forms section.) The Library cannot guarantee that an item will be kept in perpetuity and cannot take responsibility for notifying a donor if an item is lost or withdrawn. Contributions and bequests are also accepted by the Library’s support organization, the Friends of the Arcadia Public Library. This group is fully qualified as 501{c}(3) organization and donations are tax-exempt. LIBRARY MATERIALS Used Donated books, paperbacks, and other library materials in good condition can often be used to enhance the Library’s collection. Materials are evaluated for inclusion using the criteria in the Library Materials Selection Policy. Items not needed by the Library may be sold by the Friends of the Arcadia Library in their bookstore. Neither the Library nor the Friends can accept donations of magazines, VHS tapes, audio cassettes, encyclopedia sets, or materials in poor condition. Neither the Library nor the Friends can take responsibility for returning unwanted items to a donor. Upon request, donors will be given a blank Materials Donation Form. (See the Materials Donation Form in the forms section.) Internal Revenue Service Regulations do not permit the Library to place value on donated materials. Policy Manual 17 INTERNET SERVICES POLICY The Arcadia Public Library is pleased to offer Internet access through a public wireless network, as well as through public computers, as another service that helps to fulfill its mission to provide free and equal access to information. Free wireless access is available to the general public. , and in addition, Patrons with a current Library account are allowed up to two (2) hours per day of free internet usage on the Library’s public computers. Two-hour guest passes, valid on day of purchase only, are available for visitors without a Library account, valid only on date of issue. or patrons wanting additional access time on public computers. Library patrons who need more time to complete a project, take a test, or who have ended their first two-hour session may be given an extension of their session or a second session at staff discretion and if circumstances permit. The Library makes an attempt to filter internet access on most public computers, as well as our wireless service, for pornography. However, filtering software cannot control access to all materials that an individual may deem inappropriate, or which may be destructive. In addition, the wireless network system is unsecured. Therefore, parents are strongly encouraged to supervise their children’s internet sessions, and users are urged to use discretion and care when using public computers or wireless access. Unfiltered computer access to the internet is available upon request to patrons with a valid Arcadia Library account (or valid guest pass) aged 18 or older, or to younger patrons with the express permission of a parent or guardian. Users who believe an internet search has been blocked by the Library’s filtering software in error can request that a site be permanently unblocked by contacting Library staff by clicking on the link on the “site blocked” message. No downloads of copyrighted materials without permission. INTERNET USER’S POLICY By using the Library’s public computers or wireless network for access to the Internet, users are subject to and accept the user guidelines as follows:  Patrons agree not to use the Library’s public computers and wireless network for illegal activities.  Patrons agree not to tamper with or damage Library equipment. Failure to follow these guidelines may result in criminal prosecution, and/or loss of computer privileges and financial liability. Policy Manual 20 ARCADIA PUBLIC LIBRARY SOCIAL MEDIA POLICY For the purpose of this policy, social media are any web applications, site or accounts created and maintained by the Arcadia Public Library which facilitates an environment for Library staff and Library users to share opinions and information about library related subjects/issues. The Library recognizes and respects differences in opinion. In general, comments, posts, images, and messages on the Library’s social media sites are not intended to be traditional public forums for the general exchange of ideas and viewpoints, but a limited forum for discussing Library programs, services, events and resources. The Library reserves the right to monitor content before or after it is posted to Library owned social media sites and accounts. The Library reserves the right to edit and remove any message or posting that it deems, in its sole descresion, to be inappropriate or in violation of the Library’s Standards of Behavior policy. Comments and posts are welcome; however, they will be reviewed, and the following types of material will be removed:  Obscene or racist content  Personal attacks, insults, or threatening language  Potentially libelous statements  Plagiarized material or posts in violation of the copyright, trademark right, or other intellectual property right of any third party  Private, personal information published without consent  Comments totally unrelated to the content of the forum  Hyperlinks to material that is not directly related to the discussion  Commercial promotions or spam  Photos or images that fall into any of the above categories  Abusive or defamatory language and/or personal attack  Misleading or unfounded information  Specific and implied threats  Endorsement of illegal behavior or activity Notwithstanding the foregoing, the Library is not obligated to take any such actions and will not be responsible or liable for content posted by any subscriber in any forum, message board, or other area within the service. The Library is not responsible for the content of any followers’, friends’ or contributors’ personal accounts or websites that users may view in the course of using the Library’s social media. By posting content, the user agrees to comply with these policies and also agrees to indemnify the Arcadia Public Library, the Arcadia Public Library Board of Trustees, the City of Arcadia, and its officers and employees from and against all liabilities, judgments, damages, and costs (including attorney's fees) incurred by any of them which arise out of or are related to the posted content. Additionally, the Library reserves the right to terminate a person’s ability to post, comment, or otherwise participate in the Library’s social media tools when the person repeatedly posts any of the above listed inappropriate content. Content posted to the Library’s social media sites are subject to public disclosure and the Open Records Act. Privacy The Library does not collect, maintain, or otherwisde use the personal information stored on any third party site (Facebook, Twitter) in any way other than to communicate with users on that site. User should be aware that third party websites have their own privacy policies and should proceed accordingly. Disclaimer While the Library makes reasonable efforts to monitor the content of its digital and social media sites, the Library is not responsible for the content of any external comment or post, and expressly disclaims any liability for external comments and posts. Adopted by the Arcadia Public Library Board of Trustees October 20, 2022 Policy Manual 21 3D Printing Procedures The Library’s new 3D printers are available to Arcadia Library cardholders to make three- dimensional plastic objects using a design that is uploaded from a digital computer file (in STL format) by a trained staff member or volunteer on a first come, first served basis. In our initial pilot project, printing will be free of charge. RESTRICTIONS The Library reserves the right to refuse the production of any content at any time at the discretion of Library staff. Examples of objects that will not be produced include, but are not limited to:  Objects that appear to be unprintable or which are beyond the capability of our TAZ 6 printer and available PLA filament  Any object that is unlawful, threatening, abusive, tortuous, obscene, racially, ethnically or otherwise objectionable  Objects that may be construed as having intent to harm or capability of harming an animal or person in any way  Objects that may infringe upon the intellectual property rights of a third party  Objects larger than 11 inches x 11 inches x 9.8 inches (280 mm x 280 mm x 250 mm) By submitting objects for printing, the patron assumes all responsibility for, and shall hold the Library harmless in, all matters related to patented, trademarked, or copyrighted materials. Policy Manual 22 YOUR RIGHT TO PRIVACY The Arcadia Public Library recognizes the need to protect you’re the right to privacy about the questions you asked and the materials you read and borrowed. The American Library Association Policy Concerning Confidentiality of Personally Identifiable Information About Library Users was adopted by the Library Board and is available in Section 7. In order to guarantee privacy for each individual, California Law mandates confidentiality of your registration and borrowing records, and Arcadia Public Library policies and procedures carry out that intent. Library staff cannot give any information about a patron’s registration and circulation record to anyone other than the patron, regardless of age or relationship to the patron. For example, a parent cannot be told what material a child has checked out on the child’s card without the child’s consent. The Library recognizes that in many families library cards are shared among family members. However, for purposes of compliance with the Library policy and state law, only the person to whom the card belongs may have access to information about materials checked out on that card. Adopted as amended by the Arcadia Public Library Board of Trustees on September 21, 2017. Policy Manual 25 RULES OF CONDUCT The Arcadia Public Library is locally funded by the Arcadia community through sales and property tax, therefore who have an expectation that the facility be clean, comfortable, and a safe place for selecting materials, reading, researching, studying, writing and attending programs and meetings. The Library and its Board of Trustees are responsible for establishing rules of conduct to protect the rights and safety of Library patrons, volunteers and staff, and to preserve and protect the Library’s materials, equipment, facility, and grounds. In addition, the Library has a strong commitment to intellectual freedom and the freedom of access to information. The Arcadia Public Library welcomes everyone to use the Library. The Library Board of Trustees has established these Rules of Conduct so that library patrons and staff have enjoy a clean, pleasant, and safe environment. The Library Board of Trustees has the authority under state law to establish reasonable rules regarding the Library and to exclude any person who willfully and persistently violates those rules. The rules will be enforced in a fair and reasonable manner with exclusion periods that vary based on the category of violation, with the increasingly longer exclusion periods referenced under Enforcement. The following guidelines and prohibitions were established for the health and safety of Library patrons and staff and to ensure unimpeded access to the Library’s services and collections. Staff may ask any patron to stop any behavior that is deemed disruptive, may damage library property, inside or out, or pose a threat to other patrons or employees. The following disruptive behaviors are prohibited in and on all Library property:  Any behavior that is disruptive to Library use.  Threatening, intimidating, or harassing behavior towards patrons, volunteers, or staff, either verbally, in writing, or physically.  Excessively loud conversations.  Disruptive use of electronic devices.  Overcrowding in seating areas. No more than four people per table, one person per chair, and six people per study room.  Destroying, defacing, or illegally removing Library materials or property. (California Education code Section 19910)  Unauthorized photography, filming, selling, panhandling, or soliciting or commercial enterprises, including, but not limited to, paid tutoring in the Library.  Bringing pets, except service animals, into the Library or leaving them unattended on Library grounds.  Eating or drinking at computer workstations and other areas posted as “No Food or Drink”.  Behaving in any manner prohibited by federal, state, or local law.  Using library restrooms or water fountains for bathing, shaving, or washing clothing. Loitering in restrooms.  Entering the Library with hygiene conditions, including, but not limited to insects or pests, or with unsanitary belongings that interfere with the use and enjoyment of the Library by other Library patrons or with the functioning of library staff, including wearing or spraying highly scented products such as perfumes or air fresheners.  Running, using rollerblades, skates, scooters, or skateboards.  Sitting on tables, counters, or putting feet on the furniture.  Tampering with Library property, including moving Library furniture.  Walking while barefoot – shoes or sandals are required. Policy Manual 27 STUDY ROOM POLICY Availability  Study rooms are available during library operating hours.  All rooms are available for use by patrons with an Arcadia Public Library card. Staff will check your library card for room access. Library card holder must be present at check-in. Sign-Ups  All rooms must be vacated by 5 minutes from closing.  Patrons can register for a study room online, by phone, or in person.  Reservations can be made 24-hours in advance, depending on room availability  Study room sign-ups are for 2 hours. Only one session per day is allowed for any person and library card number.  Reservations will be honored for 10 minutes past the requested time. Failure to arrive within 10 minutes of the requested time will result in a forfeiture of the reserved room. Additional time will not be added to a reservation due to a late arrival. Rules  Paid tutoring and other commercial activities are prohibited.  Disruptive behavior and use of study room will result in immediate loss of the room and/or library privileges. See Standards of Behavior Code of Conduct.  No more than Maximum six occupants allowed in each room.  The person signing up for the room assumes responsibility for the room, including damages to the room or equipment.  Technology to support collaborative work is available in Study Room 1. Do not misuse or tamper with equipment. Illegal or inappropriate use of equipment will result in immediate loss of room and/or library privileges.  No food or drinks, except water, are allowed.  Do not leave personal items unattended. The Library is not responsible for personal belongings or their loss.  Users of the study rooms are responsible for leaving the rooms in a neat and orderly condition. Users may not move tables and chairs. The whiteboard must be erased when the room is vacated. Adopted as amended by the Arcadia Public Library Board of Trustees October 21, 2021 Policy Manual 34 ARCADIA PUBLIC LIBRARY MEETING ROOM RULES The Cay Mortenson Auditorium is available to community groups or organizations for events of a civic, cultural, charitable, intellectual or educational nature. This policy is in keeping with Article 6 of the Library Bill of Rights which the Library Board has adopted: “Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.” Events in the Auditorium must be free and open to the public. The facilities are available at no charge to the following organizations:  City of Arcadia  Friends of the Library  Arcadia Unified School District (District activities of community interest not normally held at a school site.)  Arcadia Historical Society The facilities are available for a fee to the following:  Music teachers and students for music recitals.  Non-profit organizations Please include your proof of non-profit status with your application The facilities are not available for the following:  Commercial organizations  Private parties  Use by organizations on a regular basis (every day, week or month.) Application for the use of the Auditorium shall be made with Account Services staff no more than three months in advance and at least 48 hours prior to the date of use. Priority will be given to Library-sponsored activities. The Auditorium is available only during the hours the Library is open to the public. The Library may at its sole discretion reject an application. Any scheduled group may be asked to reschedule a particular meeting in order to make the room available for a special purpose. Fees for the use of the Auditorium are payable preferably at the time of application, but not later than two weeks prior to the scheduled date or the reservation will be cancelled.  Rental fee of $125 per hour for the Auditorium, with a two-hour minimum. The total fee is derived by multiplying the hourly fee by the number of hours (including any portion of an hour which shall be rounded up to a full hour) of the proposed and approved use.  When groups will be serving food or beverage in the Auditorium, there is an additional charge of $50.00.  When use of the Library’s piano is proposed, there is a $50 rental fee.  A $150 security deposit is required. This deposit may be refunded if/when City staff has determined no City property is damaged or missing, and the group leaves on time as scheduled. Additional charges may be necessary if the deposit amount does not cover costs of damaged or missing property. PRIORITY REGISTRATION For Library programs that require registration or ticketing, the Library offers a period of priority registration for Arcadia residents. At the conclusion of the priority registration period, these programs are open to residents and non-residents alike. This policy is in accordance with the City of Arcadia’s Administrative Policy Guidelines, Arcadia Resident Program Registration Priority Policy. (See Section 8) PRIORITY REGISTRATION FOR ARCADIA RESIDENTS The City of Arcadia recognizes that its residents live and use city services and facilities and contribute both directly and indirectly to the tax base of the community in an amount generally greater than non-residents. While acknowledging that the City is a public entity and its facilities and services are open to all citizens, the City desires to ensure that its own residents have the opportunity to participate in those programs and activities in certain departments as authorized and designated by the City Manager, without being denied participation due to program capacity being filled by non-residents. It, therefore, shall be the policy of the City of Arcadia to establish priority for City of Arcadia residents in the form of a time period at the beginning of program registration, where deemed appropriate by the City Manager or designee, for the registration of Arcadia residents only. At the conclusion of this priority period, registration will be then open to residents and non-residents *(Adopted by City Council action on August 19, 2003) INCLUSION OF DISABLED INDIVIDUALS The Library does not discriminate on the basis of disability in the admission, or access to, or treatment or employment, in its programs or activities. This policy is in accordance with the City of Arcadia’s Administrative Policy Guidelines, Policy of Inclusion of Disabled Individuals For City Services. (See Section 8) In compliance with the Americans with Disabilities Ace of 1990 and the ADA Amendment Act of 2008 (Public Law 110-325) the Library will make reasonable accommodations to ensure equal access to its facilities, resources, programs, and services. Individuals with disabilities may request accommodation and are welcome to discuss their access to Library resources with Library staff. The Library will endeavor to find positive solutions to requests for accommodations that are reasonable and satisfactory to both the individual and the Library within the provisions of the ADA. SALE OF MERCHANDISE & OTHER COMMERCIAL ACTIVITY Sale of merchandise or the display of merchandise for sale on Library property is prohibited with the following exceptions:  City or Library merchandise may be sold at Library desks and displayed in Library display cases.  Books or other merchandise may be sold by Library support groups or in conjunction with Library or City sponsored programs.  The Library Board and the City may enter into a contract with a vendor for specialized, ongoing services or goods, provided such vendor has met all City and County zoning and business regulations. The use of Library property to conduct any kind of commercial, for-profit business is prohibited, including paid tutoring, except as provided above. Policy Manual 39 LIBRARY PROGRAMMING POLICY Arcadia Public Library offers a variety of special events for all ages, including story times, educational talks, media presentations, workshops, concerts, and specialty performers. Library programs allow the Library and its staff to further the Library’s established mission and goals, promote Library services and collections, literacy, and lifelong learning, and to actively engage with the community. Program selection is made by Library staff and is intended to meet the educational, informational, historical, and individual needs and interests of a diverse community. Staff takes into consideration the potential interest and benefit to Library patrons, the expertise and presentation skills of the speaker, the available budget, and how the program fits into ongoing and short-term goals and initiatives. Staff periodically utilizes community profiles and other professional tools to help prioritize, plan, and evaluate Library programming. Community members may submit suggestions for programming. Final decisions regarding program offerings, however, rest with Library staff, and ultimately the Library and Museum Services Director, who shall have the final authority regarding facility usage and interpretations of policy decisions. Program Attendees All Library programs are free and open to the public. Programs may be targeted and thereby limited to specific audiences (e.g., children, teens, adults, etc.). The Library reserves the right to limit program attendance due to space constraints, safety issues, or disruption to Library services and activities. Registration for some programs may be required. In cases where attendance is limited a reasonable non-discriminatory mechanism will be used. Partnerships The Library may partner with other agencies, individuals, organizations, and businesses to present programs provided the programs are compatible with the Library’s Mission. Partnership decisions are made at the sole discretion of Library staff on the basis of mutual need and equitable benefit between the Library and potential partners. Partnership provisions may entail logistical support, such as facilities and marketing, as well as content creation and presentation. They are based on individual needs. Examples of accommodations we can provide include:  Allowing service animals in programs (e.g., guide dogs).  Changing the rules of games/activities – as long as it does not fundamentally alter the purpose of the game/activity.  Moving the program/activity from a non-accessible location to an accessible location (if feasible).  Providing accessible transportation within a program (if available).  Providing qualified sign language interpreters and/or assisted listening devices.  Providing information in large print, magnifiers, readers, or in a recorded format.  Providing additional staff. The City asks that it be notified of accommodation needs at least two (2) weeks in advance of the program start date. However, less notice may be appropriate in some circumstances. Certain accommodations, such as the provision of a program companion, may require two (2) to four (4) weeks’ notice to accommodate. This page was amended and information included in Section 6. AYES: Chair Carter, Trustees Liao, Renfrew, Wang NOES: None ABSENT: Trustee Seaver REPORTS FROM LIBRARY TRUSTEES / LIAISONS Trustee Renfrew reported that the Friends of the Library have been busy. The Paint Night Fundraiser in June was a success: $386 was raised and the Friends might offer it again. One Bookstore customer bought almost $800 worth of books recently and the Hakka Foundation donated $1,000. There are two or three new volunteers in the bookstore. The Friends have found a new company willing to take unsold books for two cents per pound, approximately $18 per shipment. The new bright and eye-catching sign honoring Doris and Jerry Selmer has been installed above the entrance to the Book Store. Back-to-school books and materials are featured this month in the Book Store. The Friends will be sponsoring the Classical Kaleidoscope concert on September 7, at 7 pm in the Cay Mortenson Auditorium. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: Director Bradley reminded the Board that July begins the new fiscal year, and there will be no meeting in August. She asked the Board to review the library’s policy manual and to bring their comments and suggestions to the September meeting. She noted there have been two changes already: the fee for replacing lost library cards has been reduced from $4 to $2, and the number of renewals allowed has been increased to two. Monthly Statistical Report: June 2022: The gate count and number of items circulated have increased, especially for children’s materials, which is always a goal of the Summer at Your Library program. The library has also seen a large increase in the number of new library cards. More books have been withdrawn from the collection in anticipation of the RFID project. There have been more reference questions tallied, greater attendance at library programs, and more volunteer hours recorded. Summer at Your Library started in early June, which partly explains the increased numbers. All programming is currently in person. Monthly Report Narrative: June 2022: The Board focused on the tagging project. Financial Report: June 2022: The Director informed the Board that this is the unofficial end of the fiscal year report. Some figures are high (gasoline and electric costs) but are out of the library’s control. Building repair and maintenance costs are high as the building gets older. The Board asked questions about and discussed personnel and PERS-related costs; they also reviewed each Department’s budget reports. The Director noted that staffing is the library’s biggest expenditure. Summer at Arcadia Public Library does not have its own line item as it is fully funded by the Friends, whose support she is very grateful for. She also reviewed budget allocations, focusing on collection development. Budget 2022-2023 Update: The proposed budget was passed in June by the City Council without any changes. The Museum received funding to make the Museum Educator position full time. Trustee Renfrew asked about the status of the special funding from the State. Ms. Bradley reported she had applied for funding for a family restroom, but had not heard anything yet. RFID Update: The Director estimated that it will be two or so months until the project is completed. This week’s site walk-through with a member of the FE Technology staff focused on the security gates, cabling, and so on. The security gates, for example, will require special cabling and the “smart” book drop will require construction work to make it fit into the assigned spot. Unfortunately, these projects were not included in the project and the library will have to work with Public Works to schedule them. Acting Library Services Manager Alba explained how the Smart Chute will work and noted, while staff intervention will still be needed, it will improve customer service, especially on Saturdays. At this point, Administration is hoping the project will be completed in October. Staff Reports: Director Bradley reviewed the four staff reports and informed the Board that any spending over $30,000 must be approved by the City Council, even if the project or item had already been approved as part of the budget. These Staff Reports covered security services and eResources for the public. Staff Update: Children’s Services is now fully staffed. Adult and Teen Services is still waiting for the new Teen Librarian to clear her background and medical screening. Account Services is down 60 hours of staffing: interviews for aide positions will take place next week. The Library Services Manager position is waiting for approval from Human Resources and then will be ready to go to the HR Commission for approval. Acting Library Services Manager Alba described her current duties, and it was noted that she will be the point person if the Director and the other Library Services Manager are away. Jamie Belcher is the acting Account Services Supvervisor. Policy Manual Updates: The Board packet included the updated list of user fees and fines that will be part of the Policy Manual. Fees and fines are set by the City Council and cannot be changed. The Board reviewed and discussed the chart. The Board is asked to review the Policy Manual in advance of the September Board meeting. Gilb Museum of Arcadia Heritage: The Summer Enrichment Program is in full swing. Museum staff is contributing craft kits for the Thursday Concerts in the Park. The Curator is back from vacation and two Getty interns are on board. There will be a preservation workshop in September, the recent session on photography was very successful. The Carol Libby Memorial Garden dedication is tentatively scheduled for September 17. Calendar of Activities for Children’s Services: September 2022: The Summer at Arcadia Public Library program ends at the end of July; August is a quiet month. September, Director Bradley noted, is when Children’s Services begins fall programming, including story times and parent-education nights. Calendar of Activities for Adult and Teen Services: July 2022: Adult and Teen Services’ Walking Book Club is this Saturday. Bookish meets next week and the book, Secondhand, ties into the upcoming Fast Fashion event in mid-August. Flyers/Articles/Posters/Attachments: The Classical Kaleidoscope Concert, being offered for the first time since March 2020, will be held on September 7. The Community Memory Lab is drawing a lot of positive attention as staff promotes it at outreach events this summer; it is scheduled to open later this fall. Smart Squad is returning this fall: teen volunteers will be available on Saturdays to help customers with their computer issues and personal electronic devices. CONSENT CALENDAR a.
