RESOLUTION NO. 318

A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
GRANTING OF A VARIANCE FOR THE
CONSTRUCTION AND OPERATION OF A
TEMPLE AND RELIGIOUS SCHOOL AT THE
CORNER OF FOOTHILL BOULEVARD AND
SECOND AVENUE.
WHEREAS, there was filed with this Commission on the 16th
day of July, 1958, the application of the Foothill Jewish Community

Center, as owner, signed by Charles Lapson, President, for a zone
variance to permit the construction and operation of a temple and
religious school upon the following described property in the County
of Los Angeles, State of California, to wit:
Lot 5, Block 90, Santa Anita Tract as shown
on map recorded in Book 34, pages 41 and 42,
Miscellaneous Records of said County,
located at the northwest corner of Foothill Boulevard and Second
Avenue; and,
WHEREAS, after notice required by Ordinance No. 760, as
amended, a publiC hearing was duly held on the matter by and before
this Commission on the 12th day of August, 1958, which said hearing
was continued to August 26, 1958, and still further continued to
September 10, 1958, September 23, 1958 and October 14, 1958 at which
time it was decided that inasmuch as the original application had
been modified another publiC hearing should be held on the matter;
and,

WHEREAS, after due notice required by Ordinance No. 760,
as amended, another public hearing was duly held on the matter by
and before this Commission on the 28th day of October, 1958, which
said hearing was continued to November 12, 1958, at all Qf which
times all interested persons were given a full opportunity to be
heard and to present evidence;

NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
. MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were protests, both oral and writ-
ten, to the granting of the variance on the grounds that the noise
and traffic would be "f1Jttrimental to surrounding residential prop-
erty and that there was other C-2 property available in the vicinity
for such purpose; and there were those, other than the proponent~who
spoke in favor of granting the variance under certain conditions.

SECTION 2. That subject property is situated at the north-
west corner of Foothill Boulevard and Second Avenue; that the south-
erly portion of the property facing on Foothill Boulevard is zoned
C-2 and the northerly portion facing on Sycamore Avenue is zoned R-l.
That all of the property fronting on Foothill Boulevard in the vicin-
ity is similarly zoned for commercial purposes. That the intended
use of the property for a temple and religious school constitute ~
exceptional circumstances that do not apply generally to properties
or classes of use in the same zone or vicinity. That the public
welfare and convenience reasonably require the granting of the vari-
ance, and upon the conditions recommended said variance will not be
inconsistent with good planning practice, nor with the present or
prospective development of the neighborhood in which the property
is located.

SECTION 3. That for the foregoing reasons, this Commission
recommends to the City C9uncil of the City of Arcadia that a variance
be granted to permit the construction and operation of a temple and
religious school on the above described property upon the following
conditions:
a. That the south 252 feet of the property be used for
the temple and religious school purposes.
b. That the north 158 feet of the south 410 feet of the
property be used for automobile parking purposes.

c. That the north 175 feet of the property remain in
Zone R-l.
d. That a block wall six feet high be constructed along
the west line of the property from a point 175 feet south of Syca-
more Avenue to a point 375 feet south of Sycamore Avenue, said wall
to be connected to the school building wall; and along the north
line of the parking lot, reducing the height to four feet at the
building line of Second Avenue.
e. That a five-foot wide planting area, with adequate
provision for watering, be constructed and maintained to screen the
parking lot from Second Avenue.
f. That the north five feet of the property, with a 20-
foot corner radius at Second Avenue, be dedicated for the widening
ot Sycamore Avenue; and a 20-foot corner radius be dedicated at
Foothill Boulevard and Second Avenue.
g. That curbs and gutters be constructed along the Sec-
ond Avenue and Sycamore Avenue frontages of the property.
h. That the owners sign a covenant agreeing to dedicate
for alley purposes the west 10 feet of the property to a depth of
210 feet north of Foothill Boulevard, if an alley becomes necessary
at the rear of the C-2 property to the west, provided the owners of
the C-2 lots west of subject property dedicate the easterly ten feet
to a depth of 210 feet of those lots for the entrance alley and
dedicate an alley westerly thereof to the wash at the rear of the
commercial frontage, such offer of dedication to terminate if the
full dedication and opening of the alley is not accomplished within
a ten-year period.
i. That any play area needed shall be located within the
inner court of the building.
j. All parking lot lights shall be indirect, hooded and
directed away from residential property.
k. That final plot and building plans shall be approved
by the Planning Commission before issuance of a building permit.

1. That the portion of the building within the C-2 Zone
and No. 1 Fire Zone shall be relieved of the construction require-
ments of No. 1 Fire Zone.
SECTION 4. The Secretary shall certify to the adoption of
this Resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
25th day of November
, 1958, by the following vote:
