RESOLUTION NO. 1179 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO OPERATE A TEMPORARY BANK BRANCH WITH A DRIVE-UP TELLER AT 800 SOUTH SANTA ANITA AVENUE. WHEREAS, on August 13, 1981 an application was filed by Uhl and Van Tuyle Associates, Architects, on behalf of Southland National Bancshares, Inc. to operate a temporary bank branch with a drive-up teller at 800 South Santa Santa Anita Avenue, more particularly de- scribed as follows: Lots 1, 2, 3, and 4 in Block 2 of Tract No. 101, in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Map Book 13, Page 52 of Maps, in the Office of said County Recorder. WHERAS, a public hearing was held on September 8, 1981, at which time all interested persons were given full opportunity to be heard and present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: Section 1. That the factual data submitted by the Planning De- partment in the attached staff report is true and correct. Section 2. This Commission finds that: 1. The granting of a Conditional Use Permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvement in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. ~. The site for the proposed use is adequate in size and share to accommodate said use, including all yards, parking, loading, land- scaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The granting of such Conditional Use Permitwil~.not adversely affect the General Plan. Q. The use applied for will not have a substantial adverse impact on the' environment. Section 3. That for the foregoing reasons, subject to the approval of the City Council, this Commission grants a conditional use permit for the operation of a temporary bank branch with a drive-up teller upon the following conditions: 1." The property shall be improved and maintained in accordance with the plans which are ~n file in the subject Case No. C.U.P. 81-9 and applicable regulations of the Arcadia Municipal Code. 2~ Dedicate a 1S-foot radius corner cut off at the southeast corner of Santa Anita Avenue and Alice Street. 3. Close all existing driveway aprons not to be used. 4. Construct ramp for handicapped at corner of Santa Anita Avenue and Alice Street. S. Remove existing'A.C. sidewalk on Alice Street; replace with S ft. width P.C.C. sidewalk. 6: Replace all damaged sidewalk adjacent to property. 7. Parkway trees shall be planted in accordance with plan to be approved by the Director of Public Works. 8. Submit grading and drainage plan for approval by the Director of Public Works. 9. That the following items shall be filed prior to any building permits being issued for the construction of the permanent bank building: A. That a tentative parcel map, consolidating the lots, be filed for ~he subject site or, "B; A covenant (in a form and content to meet with the approval of the City Attorney) shall be recorded in the Office of the County Record~r, which agrees to hold.all the lots as one and agrees to provide ali necessary dedications and easements. 10. That all proposed exterior lighting shall be subject to the review and approval of the Planning Director. 11. A minimum of 13 parking spaces shall be provided on the subject site. - 2 - 1179 ;_.. That C.U.P. 81-9 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating awareness and acceptance of the conditions of approval. 13. That the granting of Conditional Use Permit 81-9 shall be for a period of two (2) years from the date of approval (September 22, 1981 to September 22, 1983), at which time said Conditional Use Permit shall become null and void and of no effect. Section 4. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. (.61 acres) 176.0 feet on Santa Anita Avenue 150.0 feet on Alice Street The subject site is vacant; zoned C-2H North: South: East: Arcadia Fire Dept.; zoned C-2H Developed with a parking lot; zoned C-2H Developed with single-family and multiple- family dwellings; zoned R-3H County Golf Course; zoned S-2 and a general office building; zoned C-2. West: The subject property is designated as commercial. The applicants are proposing to locate a modular unit (a commercial coach) which would provide approximately 2,160 square feet (36'x60') of building area which includes a drive-up teller facility. This pro- posed modular unit is to be utilized as a temporary bank branch until a permanent building can be constructed on the same site. The archi- tect has informed staff that the time schedule for the construction '11. . . '. _ 1;. of the permanent building would be approximately eighteen months. The proposed building requires 13 parking spaces; 29 are proposed including one handicapped space. The drive-up facility would have one lane access with ingress from Santa Anita Avenue and egress onto Alice Street. The single-lane access to the drive-up facility should be able to accommodate 5 vehicles at any given time (see plot plan). The submitted plot plan is designed to accommodate a second phase plan for the construction of a permanent bank building while the temporary building is in operation. Although this second phase projection is helpful in reviewing the traffic flow, the Planning Commission is only considering the temporary building with the drive-up facility at this time. ANALYSIS A temporary bank branch with a drive-up teller is a permitted use in a C-2H zone with an approved conditional use permit. It is staff's opinion that the site is appropriate for this type of business, and the circulation and parking are adequate to accommodate the proposed use. The applicants' have not proposed any special signs or lighting for the subject site. Therefore, all of the proposed signing and lighting shall be subject to the requirements as set forth in the Arcadia Mun- i cipal Code. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substan- tial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declara- tion has been prepared for this project. Before the Planning Commission or the City Council takes action on this project, they should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment". RECOMMENDATION The Planning Department recommends approval of C.U.P. 81-9 subject to the following conditions: 1. " OCTOBER 6, 1981 HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL ARCADIA, CALIFORNIA SUBJECT: REQUEST FOR A BUILDING CODE VARIANCE 800 South Santa Anita Avenue GENTLEMEN: The City has received from Uhl and Van Tuyl Associates, Architects, on behalf of Southland National Bancshares, .Inc., a request for a Building ., Code Variance to be granted in order to permit the use of a temporary modular structure at 800 South Santa Anita Avenue. Said structure would be utilized as a temporary bank branch until a permanent bank building could be built on the same site in approximately 24 months. This temporary structure would provide approximately 2,160 square feet (36' x 60') of building area which includes a drive-up teller facility. The Planning Commission, at its September 22, 1981 meeting, adopted Re- solution No. 1179 granting the applicant's request for a conditional use permit (C.U.P. 81-9) to operate a temporary bank branch on the sub- ect site. In order to insure that the use will be temporary, the Planning Commission added Condition No. 13 to the conditions of approval to its Resolution No. 1179, which provides for the expiration of the conditional use permit on September 22, 1983.
