A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARCADIA RECOMMENDING APPROVAL OF ZONE CHANGE Z-81-4
FROM M-l (PLANNED INDUSTRIAL DISTRICT) TO C-M (COMMER-
CIAL-MANUFACTURING) AT 219, 223, and 233 NORTH FIRST
AVENUE AND 48, 52, and 58 EAST ST. JOSEPH STREET.
WHEREAS, an application was initiated by the City Council
for the consideration of changing the zone from M-l (Planned
Industrial District) to C-M (Commercial-Manufacturing) for the
property at 219, 223, and 233 North First Avenue and 48, 52, and
58 East St. Joseph Street, more particularly described as follows:
Lots 12 through 19 of Block 78 of Santa Anita Tract in the
City of Arcadia, County of Los Angeles, State of California,
as per Map recorded in Book 15, Pages 89 and 90 of Maps, in
the Office of sa~d County Recorder
WHEREAS, a public hearing was held on September 8, 1981, at
which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
OF THE CITY OF ARCADIA MAKES THE FOLLOWING RECOMMENDATION AND
FINDS AS FOLLOWS:
Section 1.
Planning Department

Section 2. The Planning Commission recommends to ~he
City Council a zone change fromM-l (Planned Industrial District)
to C-M (Cornrnercial-Manufacturin~) for the property at 219, 223
and 233 North First Avenue and 48,52 and 58 East St. Joseph Street.
Section 3. That the Planning Commission finds that the
proposed change would be consistent with. the General Plan and the
public convenience, necessity and general welfare justify the
proposed zone change.
Section 4. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

HISTORY/ANALYSIS
On August 18, 1981, the City Council directed staff to initiate pro-
ceedings for the consideration of a zone change for the southwest
corner of First Avenue and St. Joseph Street (minutes attached). The
Assistant City Manager for Economic Coordination has reviewed the pro-
posed zone change and noted that the proposed zone change would be
consistent with the Central Redevelopment Plan. Also, the Department
of Public Works found no objections to the zone change.
The C-M zone, which can be used as a transition zone between commercial
and industrial properties, would be appropriate for the subject site.
Surrounding the site are commercial as well as light industrial uses.
To the east is a restaurant on M-l zoned property, which is a commercial
use allowed by conditional use permit. Thus, the construction of ~
commercial or industrial uses on the site would not be detrimental to
any of the surrounding developments.
The requested zone change from M-l (Planned industrial District) to
C-M (Commercial-Manufacturing) would be consistent with the General
Plan and would promote development of the area.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said.initial study did not disclose any substan-
tial or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic' significance. Therefore, a NegE.tive Declara-
tion has been prepared for this project.
Before the Planning Commission or the City Council takes action
on this project, they should "move to approve and file the Negative
Declaration and find that the project will not have a significant
effect on the environment".
RECOMMENDATION
The Planning Department recommends approval of Zone Change Z-81-4 from
M-l to C-M.
After taking action on the application, the Planning Commission should
direct staff to prepare a resolution for adoption at its next meeting.
The Planning Commission's action shall not be final until adoption of
this resolution. The appeal period for this action commences at the
time the Commission adopts the resolution.

REGULAR MEETING
AUGUST 18, 1981
The City Council of the City of Arcadia and the iedevelopment Agency
met in a regular session August 18. 1981 at 7:30 p.m. in the City Hall
Council Chamber.

On MOTION by Councilman Saelid, seconded by Councilman Pellegrino
and carried unanimously the minutes of the adjourned and regular
meetings of August 4, 1981 were'APPROVED. .
CONTINUED - Planning commission Res. No. 1166 recommending denial of
Text Amendment 81-3 allowing office uses in an M-l zone with an approv-
ed Conditional Use Permit. This was a subject discussed with the Plan-
ning Commission on August 11. Mayor Gilb declared the hearing open and
no one desiring to be heard the hearing was CLOSED on MOTION by Council-
man Saelid, seconded by Council~n Dring and carried unanimously. It
was MOVED by Councilman Dring, seconded by Councilman Haltom and carri-
ed on roll call vote as follows that the recommendation of the Planning
Commission for denial be APPROVED and that staff be directed to initiate
proceedings for consideration of a zone change at the southwest corner
of St. Joseph Street and First Avenue.
Councilman Saelid commented in part that he has strong feelings that
it would be wise to have the flexibility of using the Conditional Use
Permit to control office buildings within the industrial area ,.. how-
ever '. the Commission has studies on these things and feels that there
would be problems in the future and he would yield to their wishes but
does so with some trepidation.
Roll call vote was then taken on the Motion.
