WHEREAS, a public hearing was held before the Planning Commission on August 25, 1981 and continued to September 8, 1981, to consider a proposed revised Housing Element for the City of Arcadia at which time all interested persons were given full opportunity to be heard' and to present evidence. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF ARCADIA that the proposed revised Housing Element of the General Plan for the City of Arcadia which is before this Commission at the present time is hereby approved and that the Planning Commission recommends to the City Council that same be adopted as the Housing Element for the General Plan of the City of Arcadia. The Secretary shall certify to the adoption of this resolu- tion and shall cause a copy to be forwarded to the City Council of the City of Arcadia. OCTOBER 6, 1981 HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL ARCADIA, CALIFORNIA SUBJECT: GENERAL PLAN HOUSING ELEMENT GENTLEMEN: The Planning Commission at its meeting of September 22, 1981, by a vote of 7 to 0 adopted Resolution No. 1176, recommending approval of a revised Housing Element to the Arcadia City General Plan. This public hearing has been scheduled before the City Council for the consideration of adopting the revised Housing Element. . On January 1, 1981, Assembly Bill 2853 became effective, re- quiring that the City adopt a revised Housing Element consistent with the specific requirements of AB 2853, by October 1, 1981. The required contents of the Housing Element can be divided into three broad areas: 1. Identification and analysis of existing and projected housing needs and an inventory of resources and constraints relevant to the meeting of those needs; 2. A statement of goals, policies and quantified objectives; and 3. A discussion of scheduled programs for the preservation, improvement and development of housing. One of the requirements of the legislation is that the City must submit a draft of its element to the State Department of Housing and Community Development for review and comment, and that the Council must consider the State's comments prior to the adoption of the element. . A copy of the Draft Housing Element was sent to the State in late June. As of the writing of this cover letter, we have not received any comments from the State regarding our Draft Housing Element. . . . Honorable Mayor and Members of City Council October 6, 1981 Page two Another requirement of AB 2853 is that the regional agency the Southern California Association of Governments (SCAG), develop regional allocations of housing needs for households of all in- come levels, so that local housing elements could likewise ad- dress the needs across the range of household incomes. SCAG has reviewed our Draft Housing Element and found that it is consistent with SCAG's Regional Housing Allocation Model. Most of the data utilized in this report are from the 1970 census; only population and ethnic counts from the 1980 census have been made available and are incorporated in this element. Also SCAG's regional allocations were based on their estimated update of 197.0 data and have not been revised since 1977. . The AB also requires that the City revise its Housing Element every five years and requires the first revision to be accom- plished prior to July 1, 1984. The State in doing so recognized that the elements which are being adopted pursuant to AB. 2853 will all be based on obsolete data. and that the numerical infor- mation may therefore be of little value. The State believed however, that the policies and programs could none-the-less be adopted which would begin to address existing community housing needs. We have attempted to organize our element in a manner which would be consistent with the State's requirements as set forth in AB 2853. The element begins with the introduction which includes: 1. The State's policy and requirements; 2. The organization of the element; and 3. The relationship of this element to the other general plan elements. Next the el.ement addresses the community's housing needs including: 1. Existing and projected population, employment and housing trends; 2. Existing household characteristics; . 3. Existing land inventory; 4. A discussion of governmental and non-governmental constraints to providing housing; . . J \ .1 . Honorable Mayor and Members of City Council October 6, 1981 Page three 5. A discussion of special housing needs; 6. Existing housing assistance efforts and numerical goals for such assistance; and 7. An analysis of opportunities for energy conservation. Lastly, but probably most importantly, the element sets forth specific goals, policies and programs which the City intends to carry out. These were developed while attempting to reflect: 1. The political history of the City with respect to Federal and State intervention and fiscal assistance; 2. The built out nature of the community; and 3. The existing resources available to carry out many of the identified programs. . The State also requires that the City include a description of its citizen participation effort with respect to the preparation of the City's Housing Element. A Section 4 "CITIZEN PARTICIPATION" has been added to the Draft Element outlining the City's citizen participation effort (copy included with agenda material) and should be considered and adopted along with the Housing Element. At the Planning Commission's public hearing, testimony was re- ceived suggesting that: 1) the City review existing zoning and Building regulations which may restrict the development of affordable housing, and 2) that the City review existing Zoning regulations which limit one single-family dwelling to a lot in the single-family zones to determine if there are ap- propriate areas which could accommodate additional dwelling units or flag lots. If the City Council wishes to include these additional programs the following should be added to the programs set forth in Section 3.2.2. of the Draft Element: Action: Review existing Zoning and Building Codes to determine if there are sections which restrict the development of afford- able housing. Responsible Agencies: Arcadia Planning Department Financing: Department budget Schedule: 1982-83 The goals, policies and programs are, of course, subject to changes resultant from the inputs of the public, the Planning commission, the State and the City Council. . Pursuant to the provisions of the California Environmental . Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this pro- ject. Before the City Council takes action on this project, the Council should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment" . Attached for your consideration is the Draft Housing Element, including the additional Section 4 "CITIZEN PARTICIPATION", and environmental documents. CITIZEN PARTICIPA TION 4.1 4.2 EARL Y CITIZEN PARICIPA TION EFFORTS Citizen participation efforts with respect to housing issues began with the formation of a citizen's Community Development Advisory Committee as 0 part of Arcadia's 1975 participation in the Community Development Block Grant (CDBG) Program. A CDBG questionnaire was moiled to approximately 4700 households within the City. Return postage was prepaid and 767 questionnaires were completed and returned (16.3%) The questionnaire asked questions and priorities with respect to various eligible CDBG projects. The questionnaire responses placed those questions regarding the City's participation in housing projects into on overall community perspective. The Advisory Committee held three meetings and two additional public hearing meetings. The inputs mode by the public in the questionnaire responses and at the publ ic hearing and the inputs by the Advisory Committee were considered os 0 part of the preparation of this Housing Element. As 0 part of the City's effort over the post couple ot years, to secure senior citizen housing, there hove been numerous City Council meetings at which citizens were given, and took, the opportunity to express their concerns regarding such housing need, affordability, location, etc. CURRENT CITIZEN PARTlCIPA TlON En ORTS Draft copies of the Housing Element were distributed to 011 ot the known organized homeowner associations (five) within the City. Copies were provided to the local newspoper, Senior Citizen'S Commission, City Library, adjacent cities, SCAG, and the Los Angeles Regional Planning Commission. . The Planning Commission opened its public hearing on August 25, 1981 and continued the hearing to September 8, 1:ll:J I in order to allow for additional time for public input to be made and considered. In addition to the required legal notice ot the Planning Commission's and the City Council's public hearings, the following front page story was published in the local newspaper on September 3, 1981, in on effort to encourage citizen participation.
