RESOLUTION 1175
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A COND-
ITIONAL USE PERMIT TO OPERATE A WOMEN'S
EXERCISE SALON AT 9956 LAS TUNAS DRIVE.
WHEREAS, on July 20, 1981 an application was filed by Mark
Manderson to operate a women's exercise salon, Planning Department
Case No. C.U.P. 81-8, on the property commonly known as 9956 LAS
Tunas Drive, more particularly described as follows:
A portion of Lot 1 in Block W of the Santa Anita Land
Tract, in the City of Arcadia, County of Los Angeles
State of California, as per Map recorded in Map Book
6, Page 137 of Maps in the Office of said County
Recorder.
WHEREAS, a public hearing was held on August 11, 1981, at
which time all interested persons were given full opportunity to

be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached staff report is true and correct.
Section 2. This Commission finds that:
1. The granting of a Condit,ional Use Permit as hereinafter
provided will not be detrimental to the public health or welfare
or injurious to the property or improvement in such zone or vicinity.
2. The use applied for at the location indicated is properly
one for which a conditional use' permit is authorized.
3. The site for the proposed use is adequate in size and
shape to accommodate said use, including all yards, parking, loading,
landscaping and other features required to adjust said use with
the land and uses' in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such Conditional Use Permit will not
adversely affect the General Plan.

6. The use applied for will not have a substantial adverse
impact on the environment.
Section 3. That for the foregoing reasons, subject to the
approval of the City Council; this Commission grants a conditional
use permit for the operation of a women's exercise salon upon the
following conditions:
1, T~at a landscape plan shall be submitted to the Planning
Department for its review and approval prior to the
issuance of any building 'permits, and that the required
landscaping shall ,be'mairitained to the City's satisfac-
tion.
That fire protection shall be provided to the satisfac-
tion of the Arcadia Fire Department; to include an addi-
tional fire exit and that 100% sprinkler coverage shall
be maintained throughout the entire building.
This C.U.P. shall not take effect until the owner and
applicant have executed a form available at the Planning
Department indicating awareness and acceptance of the
conditions of approval.
Section 4. The Secretary shall certify to the
Resolution and shall cause a copy to be forwarded to
of the City of Arcadia.

The existing 19,200 square foot building wa& constructed in 1950, and
was occupied by a retail market business,until 1977. Since 1977 the
building has been vacated; however it is presently being renovated to
accommodate leasahle retail business space.

PROPOSAL
'~
The applicant proposes to operate a women's exercise salon which would
occupy approximately 6,000 square feet of the westerly portion of the
'.existing building. The preliminary plans propose the installation of
exercise equipment such as incline tables, bench presses, stationary
bikes, dumbbell racks, etc.; an area for supervised exercise classes;
several private indoor tanning booths; a sauna/whirlpool facility.
The applicant has noted that the hours of operation would be Monday
through Friday 9:00 a.m. to 9:00 p.m. and Saturday 10:00 a.m. to
1:00 p.m.
PARKING AND LANDSCAPING
One hundred and fifty-four (154) 9'-0" by 20'-0" parking spaces are
provided within the perimeters of the parking lot which includes that
of Wendy's drive-through eating establishment; 144 parking spaces are
required, 48 for the eating establishment (based on twenty parking
spaces per 1,001 square feet of gross floor area) and 96 for the existing
commercial building (based on five parking spaces per 1,001 square feet
of gross floor area).
The City has required that the parking lot be upgraded concurrently
with the construction of Wendy's and the aforementioned renovation of
the existing commercial building. However, a portion of the required
landscaping has been neglected.

ANALYSIS
A women's exercise salon is a permitted use in a C-2 zone with an
approved conditional use permit. The site is appropriate for this
type of business and the circulation and parking are adequate to
accommodate both uses (Wendy's and retail).
It is staff's opinion that the neglected landscaping should be replanted
and maintained.
Pursuant to the provisions of the California Environmental Quality Act,
the Planning Department has prepared an initial study for the proposed
project. Said initial study did not disclose any substantial or poten-
tially substantial adverse change in any of the physical conditions
within the area affected by the project including land, air, water,
minerals, flora, fauna, ambient noise, and objects of historical or
aesthetic significance.
Before the Planning Commission or the City Council takes action on
this project, they should "move to approve and file the Negative Dec-
laration and find that the project will not have a significant effect
on the environment".

RECOMMENDATION
The PlanTIing Department recommends approval of C.U.P. 81-8 subject
to the following conditions:
1. That a landscape plan shall be submitted to the Planning Depart-
'ment for its review and approval prior to the issuance of any
building permits.
2. That fire protection shall be provided to the satisfaction of the
Arcadia Fire Department; to include an additional fire exit and
that 100% sprinkler coverage shall be maintained throughout the
entire building.
3. This C.U.P. shall not take effect until the owner and applicant
have executed a form available at the Planning Department indi-
cating awareness and acceptance of the conditions of approval.
After taking action on this application, the Planning Commission should
direct staff to prepare a resolution for adoption at its next meeting.
The Planning Commission's action shall not be final until adoption of
the resolution. The appeal period for this action commences at the
time the commission adopts ~he resolution.
