RESOLUTION NO. 1170
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT TO EXPAND AN EXISTING BANK BUILDING
WITH A DRIVE-UP WINDOW AT 125 NO. FIRST AVENUE
WHEREAS, on June 2, 1981 an application was filed by Hunting-
ton Bank to expand an existing bank building with a drive-up window
by 1,536 square feet, Planning Department Case No. C.U.P. 81-6, on
the property known as 125 North First Avenue, more particularly
described as follows;
Lots 18 through 22, Block 76, Arcadia Santa Anita Tract,
in the City of Arcadia, County of Los Angeles, State of
California, as per Map recorded in Book 15, Pages 89 and
90 of Miscellaneous Records in the Office of said County
Recorder.
WHEREAS, a public hearing was held on June 23, 1981 at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached staff report is true and correct.
Section 2. This Commission finds that:
1. The granting of a conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property of improvements in such zone or vicinity.
2. The use applied for at the location indicated is pro-
perly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, walls, parking,
loading, landscaping and other features required to adjust said use
with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the pro-
posed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.

6. The use applied for will not have a significant effect
on the environment.
Section 3. That for the foregoing reasons, subject to the
approval of the City Council, this CommJssion grants a Conditional
Use Permit for the expansion of an existtng Bank Building with a
drive-up window by 1,536 square feet upo'nthe following conditions:
1. Comply with the conditioniof approval for Tentative
Parcel Map No. 79-3 including the dedication of a 15 foot radius
corner cutoff at the southwest corner of Santa Clara Street and
First Avenue.
2. That to ensure architectural conformity with 'the
existing facility, the construction"plans' as well as landscaping plans
shall be subject to the review and approval of the Planning Department.
3. That a modification be granted that would allow 31
parking spaces in lieu of 32 parkin,g spaces required.
4. The

ANALYSIS

On February 27, 1979 the Planning Commission adopted Resolution No. 1089,
approving C.U.P. 79-6 which allows Huntington Bank to operate a drive-
up window at 125 North First Avenue. All conditions of approval have
been met except the dedication of a 15 foot radius corner cutoff at
the southwest corner of Santa Clara Street and First Avenue (TPM 79-3
requirement). Also, C.U.P. 79-6 did not require any modifications to
the zoning regulations.

Huntington Bank proposes to expand the existing modular facility of
3,840 square 'feet by an additional 1536 square feet. This addition
will consist of a concrete vault of approximately 264 square feet
with the remaining 1,272 square feet being used for general record
service storage needed for ,their banking activities. The applicant
,has indicated that the addition will be built in architectural con-
formance to the existing facility and that all landscaping will be
replaced or relocated to conform to the existing landscaping theme.
It is staff's opinion that the delation of one parking space would be
a minor modification. If the 264 square foot vault area were to be
excluded from calculating the required number of parking spaces, a
modification would not be necessary. Also, the drive-up window
facility can accommodate approximately eighteen automobiles.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substantial
or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical "or aesthetic significance. Therefore, a Negative Declaration
has been prepared for this project.
Before the Planning Commission or the City Council take7action on
this project, they should "move to approve and file the Negative
Declaration and find that the project will not have a significant
effect on the environment".
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 81-6 subject to
the following conditions:
1. Condition as outlined in the attached report from the Department
of Public Works shall be complied with to the satisfaction of the
Director of Public Works.
2. That to ensure architectural conformity with the existing facility
the construction plans as well as landscaping plans shall be
subject to the review and approval of the Planning Department.
3. That a modification be granted that would allow 31 parking spaces
in lieu of 32 parking spaces required.
4. That C.U.P. 81-6 shall not take effect until the owner and appli-
cant have executed a form available at the Planning Department
indicating awareness and acceptance of the conditions of approval.

After taking action on this application, the Planning Commission should
direct staff to prepare a resolution for adoption at its next meeting.
The Planning Commission I s action shall not be final until adoption of
the resolution. The appeal period for this action commences at the
time the Commission adopts the resolution.

Enviro~ental Setting of Project Site as it Exists
The project site, known as 125 N. First Avenue, Arcadia,
California, currently consists of 38,687.48 square feet of land.
A commercial structure containing 3840 square' feet used for
commercial banking purposes now exists on this site. There are
32 parking spaces on the property and a kiosk drive-up window
system ~ith queuing space for 18 cars.
There nOw exists substantial plantings of shrubs, trees, lawns
and grollnd cover in the area cons1eitng of the following: 5 carrotwood
trees, 3 eucalyptus trees, 6 liquidamber trees, 7 magnolia trees,
12 oleander bushes, 18 canary island pine trees, 9 flowering peach
trees; all interspersed with oleanders, Texas privet, ivy, gazanias
and 4700 suqre feet of blue grass.

proQosed Alteration to the Project Site
Huntington Bank proposes to expand the existing modular facility
of 3840 square feet by an additional 1536 square feet. This sdditional
modular facility will consist of a concrere vault of spproximately
12' x 22' j used for storage of various bank and customer assets
currently housed in other security devices: The remaining 1272
square feet will be used for general record service storage needed
for normal banking business activities. All alterations will be
attached to the west side of the existing facility.

The sits immediately adjacent to the subject site is developed with
an eXisting restaurant and is zoned C-2H. (utilizing 43,504 square feet)
The area to the eouth ie zoned C-2H and is developed with an existing
medical office building. The property to the east is zoned C-2H and
is developed with an eXisting office building (Avis) and a portion of
a vacated street. The property to the north is zoned C-2H and contains
railroad Siding. The property to the west is zoned C-2H and is developed
with a parking lot used for post office parking.
