RESOLUTION NO. 1168
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA RECm1~lENDING APPROVAL OF TEXT
AMENDMENT 81-5 ADDING REGULATIONS FOR TEMPORARY
BANNERS TO THE COMMERCIAL AND INDUSTRIAL ZONES.
WHEREAS, a public hearing was held on June 23, 1981 before the
Planning Commission to consider adding regulations for temporary banners
to the C-O, C-1 and M-1 zones; and
WHEREAS, all interested persons were given full opportunity to
be heard and to present evidence,
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RECOMMENDS TO THE CITY COUNCIL:
Section 1. That No.2, "Temporary Banners" under Section
9262.4.12 be deleted.
Section 2. That Sections 9261.4.4, 9262,4.13., and 9266.2.8,6.
be added as follows:
"TEMPORARY BANNERS. The City Council may issue a temporary per-
mit for the display of banners for special events, special sales, grand
openings, changes in ownership/management, and going out of business
sales.
A. Maximum area. The maximum total surface area of a temporary
banner shall not exceed thirty-two (32) square feet.
B. Number of Banners. One temporary banner may be permitted for
each business.
C, Duration. Temporary banners shall be authorized for a period
of not more than thirty (30) cumulative days in anyone calendar
year,
EXCEPTION: An additional thirty (30) cumulative days in any
one calendar year may be considered for temporary banners for
events' and/or activities sponsored by non-profit organizations
, or -for events and/or activities which principally benefit non-
profit organizations."
Section 3. The Planning Commission finds that the public ne-
cessity, convenience, general welfare and good zoning practice justify
the above recommendation.

Text Amendment to add regulations for temporary
banners to the Commercial and Industrial Zones.
PROPOSAL AND ANALYSIS
within the past year there have been numerous requests for the display
of temporary banners. Presently, the C-1 (which includes regulations
for C-2 and C-M zones) zone permits temporary banners not exceeding
32 square feet upon approval by the City Council. There are no limits
on the number of banners or the duration of time allowed. Neither ,the
C-O or M-1 zones have provisions for temporary banners, Because of the
increasing number of requests, it was felt that some regulations should
be established which would provide standards for reviewing said requests.
On May 19, 1981, the City Council directed staff to prepare a text
amendment which would establish guidelines for temporary banners.
It is staff's opinion that regulations should be adopted for the C-O, C-1
and M-1 zones. Although most of the uses allowed in the C-O and M-1 zones
would not require the use of temporary banners, there are some permitted
commercial businesses (i.e. service stations, restaurants, etc.) which
might wish to display a temporary banner for special events, openings,
changes in ownership, etc,
The Planning Department would recommend that one temporary banner, not
exceeding 32 square feet, be allowed for each business and that banners
be allowed for a maximum of 30 days per year with an additional 30 days
per year for banners advertising non-profit organizations and events.
If it is determined by the Planning Commission and the City Council
that these recommendations should be incorporated into the code, the
C-O, C-1 and M-1 sign regulations should be amended as follows:

The following section should be added to the C-O jign regulations:
"9261.4.4. TEMPORARY BANNERS. The City Council may issue a
temporary permit for the display of banners for special events,
special sales, grand openings, changes in ownership/management,
and going out of business sales.
A. Maximum area. The maximum total surface area of a t'emporary
banner shall not exceed thirty-two (32) square feet,
B. Number of Banners, One temporary banner may be permitted
for each business,
C. Duration. Temporary banners shall be authorized for a period
of not more than thirty (30) cumulative days in anyone
calendar year.
EXCEPTION: An additional thirty (30) cumulative days in
anyone calendar year may be considered for temporary banners
for events and/or activities sponsored by non-profit organiza-
tions or for events and/or activities which principally
benefit non-profit organizations."
The C-1 sign regulations should be amended as follows:
No.2 "Temporary Banners" under Section 9262.4.12. should be deleted
and the following section added:
"9262.4.13.TEMPORARY BANNERS. The City Council may issue a
temporary permit for the display of banners for special events,
special sales, grand openings, changes in ownership/management,
and going out of business sales.

It is staff's opinion that the addition of regulations for temporary
banners will provide a guideline for the City Council as well as for
persons wishing to display a temporary banner.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substantial
or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic significance. Therefore, a Negative Declaration
has been prepared for this pro;ect.
Before the Planning Commission or the City Council take action on
this project, they should "move to approve and file the Negative
Declaration and find that the project will not have a significant
effect on the environment".
RECOMMENDATION
The Planning Department recommends approval of T.A. 81-5 establishing
regulations for temporary banners.
