RESOLUTION 1167
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA GRANTING A CONDITIONAL USE PERMIT TO THE HUGHES
EL RANCHO MARKET AT 1101 WEST HUNTINGTON DRIVE.
WHEREAS, on June 1, 1981 an application was filed by McClellan/
Cruz/Gaylord and Associates on behalf of Maier Brewing Company, for
the Hughes El Rancho Market, a building containing more than 20,000
square feet located within 100 feet of residentially zoned property,
Planning Department Case No. C.U.P. 81-5, on the property commonly
known as 1101 West Huntington Drive, more particularly described
as follows:
That portion of Lot 3, Tract No, 14846 in the City of Arcadia,
County of Los Angeles, State of California, as per map recorded
in Book 314 Pages 8 and 9 of Maps Records of said County, lying
northerly of the following described line:
Beginning at a point on the East line of Said Lot 3, distant
thereon North 4053'10" West, 342.00 feet from the Southeast
course of said Lot 3; thence South 85006'50" West, 613.40 feet,
to a point on the West line of said lot, distant thereon
North 0053'10", 68.17 feet from the Northwest corner of Lot 4
of said Tract,
WHEREAS, a public hearing was held on said matter on June 30,
1981 at which time all interested persons were given full opportun-
ity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached staff report is true and correct.
Section 2. This Commission finds that:
1, The granting of a conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2, This use applied for at the location indicated is properly
one for which a conditional use permit is authorized,

3. The site for the proposed use is adequate in
to accommodate said use, including all yards, parking,
landscaping and other features required to adjust said
land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed

5. The granting of the conditional use permit will not adverse-
ly affect the General Plan,
6. The use applied for will not have a significant effect on
the environment,
Section 3. That for the foregoing reasons, subject to approval
of the City Council, this Commission grants a conditional use permit
for the construction of a Hughes El Rancho Market upon the follow-
ing conditions:
1. The property shall be improved and maintained in accord-
ance with plans on file in the subject Case No, C.U.P. 81-5.
2, Dedicate a 20 feet radius corner cut-off for street
purposes at the northwest corner of Huntington Drive and Sunset
Boulevard.
3. Submit a grading and drainage plan for approval of the
Director of Public Works.
4. Construct sidewalk, ramps for handicapped, and plant park-
way trees' in accordance with the plans to be approved by the Director
of Public Works.
5. That a modification is granted for 1,590 parking spaces in
lieu of 1,610 required.
Section 4. The Secretary shall certify to the adoption of
this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the Planning Commission of the City of

SUBJECT: PLANNING COMMISSION RESOLUTION 1167
GENTLEMEN:
The Planning Commission at its June 30, 1981 meeting voted
5 - 0 with two absent to adopt Resolution 1167 granting a
Conditional Use Permit to the Hughes El Rancho Market at
1101 West Huntington Drive. The applicants are proposing
to demolish the existing market and some of the adjacent
stores and construct a 31,850 square foot market. A market
is permitted in a C-2 zone, however, because the building
exceeds 20,000 square feet and is located within 100' of
residentially zoned property, a conditional use permit
is required,
Attached for your consideration are Resolution 1167 and
the staff report.

PROPOSAL
Building Information
The existing market was built in 1948, The applicant is proposing to
demolish the market and approximately 300' t of the adjacent stores
and construct a new market which will contain 31,850 square feet.
The exterior facade of the building will be brick with a wood
shake roof. The building will be 24 feet in height.
The loading dock will be located on the north side of the building.
The ramp to the dock will. be depressed and will be screened
from Sunset Boulevard.
The trash enclosure is located behind the building adjacent to
the loading dock,
Parking and Landscaping
261 parking spaces are provided on the EI Rancho site; 166 north
of the shopping center and 95 along Huntington Drive. The north
parking area will be redesigned and all parking will comply with
code, No changes are proposed in the parking area along Huntington
Drive,
In an "Agreement" with May Company executed on May 25, 1965,
it was noted that "There shall be provided within those areas
of the May Co. parking facility labeled 'El Rancho Employee Desig-
nated Parking' on said schematic plans at least 199 striped parking
stalls."
The following table indicates the required parking and proposed
parking for the entire site including the May Company:

There is a 1.3% parking deficiency on the entire site.
Proposed landscaping in the northerly parking lot complies with
code.
ANALYSIS
A market' is a permitted vse in a ,C-2 zone. However, because
t'he building exceeds 20, ODe square feet: and' is located within
100 feet of residentially zoned property, a conditional use permit
is required.

It is staff's opinion that the proposed market will be a substantial
improvement to the area, Presently loading takes place on Sunset
Boulevard, With the new design, all loading will be done on
the site, north of the building, The redesign of the parking
area will improve the on-site circulation. The parking deficiency
of 1.370 (20 spaces) is not considered to be significant.
RECOMMENDATION
The Planning Department recommends approval of C, U. P. 81-5 subject
to the following conditions:
1, Conditions as outlined in the attached report from the Department
of Public Works shall be complied with to the satisfaction
of the Director of Public Works.
2. That a modificiation is granted for 1590 parking spaces in
lieu of 1610 required,
