ARCADIA BEAUTIFUL COMMISSION
REGULAR MEETING MINUTES
THURSDAY, APRIL 14, 2022, at 6:00 p.m.
ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Brink called the meeting to order at 6:00 p.m. in the Council
Chambers Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Burton Brink, Gary Brewer, Sheryl Hunter, Ethel Laczko, Barbara Lyle,
Robert Miller, Lee Shimmin
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None.
1. PUBLIC COMMENTS — None.
2. REPORT FROM CITY COUNCIL MEMBER LIAISON — None.
3. REPORT FROM COMMISSIONERS
Commissioner Laczko commented that the Commission should reach out to the LA County
Arboretum to coordinate drought tolerant landscaping classes. Staff Liaison Brutus reported that
Public Works was not currently offering classes due to short staffing but are directing residents to
partner websites for available online courses. Commissioner Laczko said that the 99-cent Store
parking lot was filthy and full of trash again. Staff Liaison Brutus said that Code Enforcement was
previously contacted, and it was determined that the area was properly cleaned at the time of
their visit.
4. CONSENT CALENDAR
a. Approve the meeting minutes of January 13, 2022.
It was moved by Commissioner Brewer, seconded by Commissioner Shimmin, and carried on roll
call vote to approve the minutes.
AYES: Brink, Brewer, Hunter, Laczko, Lyle, Miller, and Shimmin.
NOES: None
ABSENT: None
6. DISCUSSION OF 2022 SPRING HOME AWARDS
a. Assignment of individual judging zones
b. Start of individual judging (April 26, 2022)
c. Group judging (First week of May)
d. City Council Slideshow Presentation (May 17, 2022)
e. Review resident comments regarding judging rules and considerations
Staff Liaison Brutus distributed binders to each Commissioner and discussed all 2022 Spring
Award judging information. Staff Liaison Brutus said that nominations could be received via email
or phone. Staff Liaison Brutus gave the Commissioners numbers, which were drawn randomly,
to determine their respective areas to be judged as follows:
Chair Brink — Area 4
Commissioner Brewer — Area 5
Commissioner Laczko — Area 1
Commissioner Lyle — Area 6
Commissioner Shimmin — Area 3
Commissioner Hunter — Area 7
6. DISCUSSION OF PARTICIPATION IN DAIA'S PATRIOTIC FESTIVAL
a. Organize an ABC booth for Saturday, July 2, 2022, and coverage
Staff Liaison Brutus said that Donna Choi invited the Commission to have a table and booth at
the DAIA's Patriotic Festival event. Staff Liaison Brutus said that she would work on obtaining
giveaways including tree saplings, doggie bags, and patriotic themed items. Staff Liaison Brutus
said that a banner/tablecloth with the City logo and ABC branding would cost approximately $350.
7. DISCUSSION OF 2022 ARBOR DAY RECOGNITION AT SUMMER MOVIES/CONCERTS
IN THE PARK
a. Select Movie/Concert in the Park Dates for ABC attendance
b. Identify activities and possible giveaways for ABC booth
The Commission decided to attend the June 23'd, July 215t, and August 4th movies/concerts in the
park. Commissioners mentioned possible giveaway items could be beachballs with ABC logo,
frisbees, bubbles, balsa wood airplanes, tree saplings, and doggie bags. (Staff later determined
that June 23rd was not available, instead the ABC will instead attend on June 30tn )
8. DISCUSSION OF 2022 WATER SMART HERO AWARDS
The Commission discussed making a notation for properties that should be considered for a
Water Smart Hero Award while they conduct their individual Spring Home Awards judging. Special
attention will be paid to properties that appear to be using water efficient landscaping. Staff Liaison
Brutus said she will check on the water usage once the list is formulated. The Commission agreed
the Water Smart Hero Awards will be presented on a separate City Council Meeting date.
