A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA RECOMMENDING APPROVAL OF AMENDING
THE GENERAL PLAN LAND USE DESIGNATIONS FOR TEE PROPERTY
BORDERED BY PORTOLA DRIVE ON THE NORTH, CORTEZ ROAD
ON THE EAST,'. HUNTINGTON DRIVE ON THE SOUTH AND SUNSET
BOULEVARD ON THE WEST FROM MULTIPLE-FlV1ILY RESIDENTIAL
(7+du/ac) TO COMMERCIAL
WHEREAS, a public hearing was held on December 9, 1980 for the
purpose,of considering a change in the General Plan Land Use Element
from multiple-family residential 7+du/ac to cowmercial for the property
bordered by Portola Drive on the North, Cortez Road on the east, Hun-
tington Drive on the south and Sunset Boulevard on the west; and
WHEREAS, all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, BE TT RESOLVED THAT THE, PLANNING COr~ISSION
MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS:
~ Section 1. That the General Plan Designation should be
changed from Multiple-Family Residential 7+du/ac to Commercial for
the property bordered by Portola Drive on the north, Cortez Road
on the east, Huntington Drive on the south and Sunset Boulevard on
the \~est.
Section 2. That said change in the General Plan Land Use
Element would provide a transition zone between the commercial pro-
perties to the west and a major arterial (Huntington Drive) and the
residential properties to the north and east, and that the public
convenience, necessity and welfare justify the proposed change.

Section 3. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

To amend the General Plan, Land Use Element,
from multiple family residential 7+du/ac to
commercial.
The site is developed with three office buildings,
eight apartment units and a vacant lot; zoned R-3.
The site contains approximately 50,000 square feet.
Approximately 190 feet on Huntington Drive
Approximately 239 feet on Cortez Road
Approximately 210 feet on Portola Road
Approximately 255 feet on Sunset Avenue
NORTH: Developed with multiple-family dwellings
and single-family dwellings; zoned R-3
and R-l & D respectively.
SOUTH: Developed with multiple-family dwellings;
zoned R-3.
EAST: Developed with multiple-family dwellings
and single-family dwellings; zoned R-3 and
R-l & D respectively.
WEST: Developed with a neighborhood shopping
center; zoned C-2

SPECIAL INFORMATION
On November 4, 1980 the City Council directed staff to initiate this
General Plan Change.
The subject area is comprised of six lots. The two lots fronting
on Portola Road are developed with apartment buildings constructed
in 1952 and containing 4 units each. The three small lots fronting
on Huntington Drive (1035..1043) are developed with offices. These
offices were constructed in 1949, 1950 and 1952. The lot at 1045
Huntington 'Drive was developed with office buildings constructed
in 1942 and 195.6. In 1975 the buildings were demolished. Presently,
the existing offices are legal nonconforming uses.
Prior to 1954 the zoning ordinance (No. 760) permitted "Offices of
Physicians, Surgeons, Dentists and Other Practitioners" in the
R-3 zone. In 1954 Ordinance 900 amended the Code and no longer
permitted office uses in the R-3 zone.
All six lots are under separate ownership.
PROPOSAL AND ANALYSIS
.
A General Plan Change to Commercial would allow the property to be
rezoned to C-O, C-l or C-2. A subsequent zone change to a Commercial
designation would make the existing office buildings conforming uses.
However, the apartment units fronting on Portola would become non-
conforming.
Unless the entire area is developed as an integral site, it is
unlikely that the lots fronting on Portola would be developed with
commercial uses. It is the staff's opinion that the multiple-family
residential designation on the property fronting on Portola is
appropriate.

If the multiple-family residential designation is retained on the
subject site it could 'result in a multiple-family development on
the vacant parcel, which wo"uld.isolate the existing office uses.
It is staff's judgement that the area fronting on Huntington Drive
would develop more rapidly as Co~ercial, and the retention of the
multiple-family designation on the property fronting on Portola Avenue
would serve as a transition between the commercially zoned property
and the residentially zoned property to the north.
If the Planning Commission and City Council determine that this
Commercial designation is appropriate, staff would recommend that
any future zoning of the area be limited to C-O (Professional
Office). This zoning would allow offices and financial institutions;
it is the least intensive commercial zone and would be the most
compatible zone adjacent to the residential uses.

.... .Pursuant to the provlslons of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substan-
tial or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, \olater, minerals, flora, fauna, ambient noise, and obj ects of
historical or aesthetic significance. Therefore a Negative Declar-
ation has been prepared for this project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declaration
and find that the project will not have a significant effect on the
environment" .
RECOMMENDATION
The Planning Department recommends the General Plan Land Use
Element be amended to a commercial .designation for the property
at:
1035-1045 West Huntington Drive
(The southerly 196i feet of Lot 1, Tract 14846)
