HomeMy WebLinkAbout1145 (2) . . . --..;:/ RESOLUTION NO. 1145 A RESOLUTION OF THE PLANNING COWAISSION OF THE CITY OF ARCADIA GRANTING CONDITIONAL USE PERMIT 80-9 TO UTILIZE CLASSROOMS AT THE ARCADIA CHRISTIAN REFORMED CHURCH LOCATED AT 1741 SOUTH BALDWIN FOR ADDITIONAL CLASSROOMS FOR THE ARCADIA CHRISTIAN SCHOOL. WHEREAS, on June 17, 1980, an application was filed by the Arcadia Christian School, Planning Department Case No. CUP 80-9, to utilize classrooms at the Arcadia Christian Reformed Church located at 1741 South Baldwin Avenue, more particularly described below, for additional classrooms for the Arcadia Christian School. Lot 8, Block G of the Santa Anita Land Company, in the City of Arcadia, County of Los Angeles, as per Map recorded in Book 6, page 157 of Maps in the office of the County Recorder. Lot commencing North 81010' east 396 feet from the southwest corner of Lot 8; thence north 8050' West 175 feet; thence north 81010' east to the west line of Baldwin Avenue; thence south thereon and west on north line of Lemon Avenue to the be- ginning part of Lot 8. WHEREAS, a public hearing was held on July 8, 1980, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: Section 1. That the factual data submitted by the Planning Depart- ment in the attached report is true and correct. Section 2. This Commission finds that: I. The granting of a Conditional Use Permit as hereinafter provided will not be detrimental to the public health or welfare or 1145 . . . injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a Conditional Use,Permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, including al+ yards, parking, loading, land- scaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. That the granting of such Conditional Use Permit Will not adversely affect the comprehensive General Plan. 6. The use applied for will not have a substantial adverse im- pact on the environment. Section 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a Conditional Use Permit to utilize classrooms at the Arcadia Christian Reformed Church for addi- tional classrooms for the Arcadia Christian School upon the following conditions: 1. The Conditional Use Permit shall expire on July I, 1981. The Planning Commission may grant an extension to said expiration date provided that such a request is made by the applicant and is received prior to said expiration date. The Planning Commission may impose such additional conditions as deemed necessary as a condition of any exten- sions. 2. That the:enrollment shall be limited to 75 students. The -2- 1145 ,~ . Commission shall have the right to review and approve the applicant's request to exceed the maximum enrollment of seventy-five (75) students. 3. Parking lot is to be marked to prohibit parking next to the south side of the building. Local fire alarm system is to be up-dated as required by the Fire Department. Exit lights' control switches to be modified as directed by the Fire Department. A 'maximum of 82 occupants upstairs and 54 downstairs in the annex building. A maximum of 32 occupants in the main building and 50 in the social hall. All rooms are to have Occupancy Signs posted. A list of occupancy capacities will be supplied when room numbers are assigned. 4. That the northerly portion of the parking area and yard area shall be paved and cleaned of all weeds and debris. 5. That a fence or wall subject to the review and approval of the Planning Department shall be installed along the northerly and east- erly property line. 6. That a trash enclosure, six feet in height and enclosed on three sides by masonry wall, shall be constructed on the premises; the location and material shall be subject to the review and approval of the Planning Department. SPECIAL INFOR~IATION The Arcadia Christian School is presently in existence at 9845 East Lemon Avenue (located in County area). The applicant is re- questing the conditional use permit to expand the classrooms and utilize the facilities at the Arcadia Christian Reformed Church located at the corner of Baldwin Avenue and Lemon Avenue, The Arcadia Christian School will continue to operate the pre-school which usually has a maximum attendance at one session of 30 students. The Arcadia Christian School conducts kindergarten through eighth grade classes at its school at 9845 East Lemon Avenue. The school would like to utilize the church facilities for the following classes: 1, The upstairs classrooms in the Education Building will be used for children in grades 5th through 8th (maximum 50 pupils) , 2. First floor preschool rooms will be used for kindergarten children (maximum 24 pupils). These rooms will be used during the time the preschool is not in use. . 3. First floor conference room will be used for kindergarten through third grade (maximum 24 pupils). 4. Fellowship hall of main building to be used for grades kindergarten through eighth (maximum 50 pupils), According to Mrs. Cole, the School's principal, the school would probably have a maximum of 60 to 75 students this year; however, they are requesting the permit for 150 students to allow for future expansion. She anticipates they will be utilizing this site for sixth, seventh and eighth graders and possibly kindergarten children during the 1980-81 year. The Fire Department is conducting a site inspection of the property on July 3, 1980 to evaluate the maximum occupancy allowed and compliance with fire and safety regulations. A report will be pre- sented to the Planning Commission at its July 8 meeting, ,PARKING, LANDSCAPING, ETC. '. There are 43 parking spaces on the site. These spaces are single line striped. There is an unpaved area north of the westerly parking lot. A trailer and bus are parked in this area, The site plan submitted by the applicant shows parking in this area. . The fencing along the north and east property line is hog wire and in a deteriorated, condition. A new chain link fence with a gate is located along the westerly property line. There is no trash enclosure on the site; trash bins are located in the westerly parking lot. . . . C.U.P. SO-9 3 ANALYSIS The zoning ordinance permits a school in a R-l and P.-2 zone with an approved conditional use permit. Staff is concerned with the inter- face between the school activity and the residential dwellings to the north, south and west, Most students will be driven to school by their parents which will create additional traffic during the school's operating hours of S:30 a,m. to 4:00 p.m. Staff would recommend that the number of students initially be limited to 75 children and that this conditional use permit be granted for a one year period. At the end of the year the applicant may apply for an extension. This would allow staff time to evaluate the effect the school's activity would have on surroundin~ property owners. Pursuant to the provisions of the California Environmental Quality Act,the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substan- tial or potentially substantial adverse change in any of the physical conditions within the are~ affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Decla- ration has been prepared for this project, Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment," RECOMMENDATION The Planning Department recommends approval of C.U.P, SO-9 subject to the following conditions: I. That this conditional use permit shall expire on July I, 19S1. The Planning Commission shall have the right to grant a contin- uation of the operation at the request of the applicant. 2. That the enrollment shall be limited to 75 students. The Com- mission shall have the right to revie\\' and approve the applicant's request to exceed th& maximum enrollment of 75 persons. 3. That all regulations of the Fire Department shall be complied with to the satisfaction of the Fire Chief. 4, That the northerly portion of the parking area and yard area shall be paved and cleaned of all weeds and debris, . . .
