ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, SEPTEMBER 20, 2022
CALL TO ORDER – Mayor Beck called the Closed Session to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Danielson, Tay, Verlato, Cheng, and Beck
ABSENT: None
PUBLIC COMMENTS – There were no public comments.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9 (d)(1) to confer with legal counsel
regarding the matter of Arrogant Hollywood v. George Martin Reyes, et al, San Diego
District Court (Case No. 22CV0997 JAH MDD).
No reportable action was taken on the Closed Session Item.
The Closed Session ended at 6:28 p.m.
Regular Meeting
City Council Chambers, 7:00 p.m.
1. CALL TO ORDER – Mayor Beck called the Regular Meeting to order at 7:00 p.m.
2. INVOCATION – Reverend Jolene Cadenbach, Arcadia Congregational Church
3. PLEDGE OF ALLEGIANCE – Boy Scout Troop 111
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Danielson, Tay, Verlato, Cheng, and Beck
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a
Closed Session to consider the one item listed on the agenda; he indicated that no reportable
action was taken; he reported that at the September 6, City Council Meeting the City Council
recessed to a Closed Session at the conclusion of the Regular Meeting to complete its discussion
regarding an added Closed Session agenda item, and also to consider the second item listed on
the agenda; and indicated that no reportable action was taken on those Closed Session items.

6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
Assistant City Manager/Development Services Director Kruckeberg had nothing to report.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Verlato and seconded by Mayor Pro Tem Cheng
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Mayor’s Certificate to the Travelers Club in celebration of their 40th
Anniversary.
b. Presentation of Mayor’s Certificate of Commendation to Robert Tong for his significant
design contributions to Arcadia’s “Community of Homes”.
9. PUBLIC COMMENTS – There were no Public Comments.
At the request of Mayor Beck, City Manager Item 12.b. was moved to this section of the agenda.
12. CITY MANAGER
b. Request for commemorative naming of a City Facility in Honor of Mary Hansen.
Recommended Action: Provide Direction
Beverly Street, an Arcadia resident, appeared and thanked the Mayor and City Council for
considering naming a City Facility in honor of Mary Hansen; she shared a story of when she met
Ms. Hansen; and spoke about her involvement and accomplishments in the community.
Jan Shimmin, an Arcadia resident, appeared and expressed her support to name a garden at the
Arcadia Library in honor of Mary Hansen; she spoke about Ms. Hansen’s involvement and
accomplishments in the City; and shared a kind note on behalf of George Fasching about Ms.
Hansen.
After discussion, a motion was made by Council Member Verlato, seconded by Mayor Pro Cheng,
and carried on a roll call vote to have the Arcadia Public Library’s waterwise garden space along
the front entrance be formally named the “Mary Hansen Library Garden”.

10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Mayor Pro Tem Cheng spoke about the positive impact Mayor Beck has had in his life; he thanked
each Council Member for their role on the City Council; and indicated that although they may think
differently, they all want the same thing, which is to be in a community they all want to live in.

Council Member Verlato announced that she attended the 9th Annual Women Investing in Nurses
Tea Event; she shared pictures of the event; she also shared photos of illegal dumping; she
reported that she encountered illegal dumping in the Village area of Arcadia; she encouraged
everyone to report illegal dumping by contacting the non-emergency Police dispatch phoneline
and thanked the Public Works Services Department for picking up the trash; she further
announced that she attended the Downtown Arcadia Improvement Association meeting and that
October 28 is the Halloween Haunt event in Downtown Arcadia; that on September 7, she
attended the Arcadia Museum Commission Meeting; she commented on the exhibits and
encouraged everyone to visit the Gilb Museum of Arcadia Heritage; she stated that she attended
the Carol Libby Courtyard & Garden Dedication Ceremony; that on September 23, she is
attending the Arcadia Travelers Club 40th Anniversary Celebration; that this weekend is the
opening of the Serenity Homes Village in Baldwin Park; that on September 25 and 30, the Arcadia
Chinese Association is sponsoring City Council Candidate Forums; and that October 2, the
Highlands HOA is hosting its Annual Picnic.
City Clerk Glasco stated that he was unable to attend the Carol Libby Courtyard & Garden
Dedication Ceremony; he stated that he attended the National Reunion for Veterans; and shared
his memories of Mary Hansen.
Council Member Tay announced that he attended the Annual League of California Cities
Conference; he indicated that the conference gave him the opportunity to learn the role of a
council member and encouraged future council members to attend the conference; he
commented on noise related to gardening and landscaping in residential areas; he noted that
there are programs that assist with the transition to non-gas powered leaf blowers; he requested
Council support to add a presentation by South Pasadena Mayor/South Coast AQMD Governing
Board Member Michael Cacciotti regarding programs to phase out gas powered leaf blowers to
the October 4, City Council meeting; Mayor Beck and Mayor Pro Tem Cheng concurred.
Council Member Danielson announced that he attended the Classical Kaleidoscope Concert at
the Arcadia Public Library; that the following day he attended the Human Resources Commission
Meeting; that he presented Gwen Roche a certificate on behalf of the City for her 100th birthday
and shared a photo; that he attended the Carol Libby Courtyard & Garden Dedication Ceremony;
that he attended “Coffee with the Mayor”; that on September 22, the Foothill Unity Center is
hosting its Golden Plate Awards Gala; that on September 23, he is attending the Arcadia
Travelers Club 40th Anniversary Celebration; that later that evening he is attending the Asian
Youth Center’s 33rd Anniversary Celebration & Awards Dinner Event; and that on September 25,
he is attending the City Council Candidate Forum hosted by the Arcadia Chinese Association.
Mayor Beck thanked Senior Analyst Brutus for putting together the Carol Libby Courtyard
& Garden Dedication Ceremony at the Gilb Museum of Arcadia Heritage; he shared photos of the
event; and thanked the City Council for attending the ceremony.
11. CONSENT CALENDAR
a. Regular Meeting Minutes of September 6, 2022.
Recommended Action: Approve
b. Establishment of new Senior Fire Prevention Specialist Class Specification and
Flexible Staffing Series.

c. Accept all work performed by Gentry Brothers, Inc. for the Fiscal Year 2021-22 Annual
Concrete Repairs Project as complete.
Recommended Action: Approve
d. Accept all work performed by Econolite Systems for the Traffic Signals Fiber Optics
Network Extensions Project in the amount of $62,654.90.
Recommended Action: Approve
e. Find that, due to the COVID-19 state of emergency, state and local officials continue
to recommend measures to promote social distancing, and therefore the City Council
and all other City Boards and Commissions may meet virtually.
Recommended Action: Make Findings
It was moved by Council Member Verlato, seconded by Council Member Tay, and carried on a
roll call vote to approve Consent Calendar Items 11.a through 11.e.

12. CITY MANAGER
a. Resolution No. 7458 encouraging caretakers within the City of Arcadia to register with
the Arcadia Community Connect Program.
Recommended Action: Adopt
Deputy Fire Chief Suen presented the Staff Report.
After City Council discussion, a motion was made by Council Member Cheng, seconded by
Council Member Tay, and carried on a roll call vote to adopt Resolution No. 7458 encouraging
caretakers within the City of Arcadia to register with the Arcadia Community Connect Program.

13. ADJOURNMENT
The City Council adjourned at 8:31 p.m. to Tuesday, October 4, 2022, at 6:00 p.m. in the City
