GENERAL FUND BUDGET AND AUTHORIZING A BUDGET
APPROPRIATION FOR THE PURCHASE OF A RESCUE VEHICLE IN
THE AMOUNT OF $400,000, OFFSET BY A REDUCTION IN THE
GENERAL FUND RESERVE; AND APPROVING A PURCHASE OF A
LENCO ARMORED RESCUE VEHICLE THROUGH THE GOVERNOR’S
OFFICE OF EMERGENCY SERVICES’ CALIFORNIA 1122 PROGRAM
IN AN AMOUNT NOT TO EXCEED $400,000
Recommendation: Adopt and Approve
SUMMARY
The Police Department desires to purchase an Armored Rescue Vehicle to be better
able to respond to major emergencies, preserve life, and enhance the safety of citizens
and Officers. On September 6, 2022, the City Council conducted a study session to
discuss the proposal and recommended that the Police Department research the cost to
purchase an Armored Rescue Vehicle.
It has been determined that an Armored Rescue Vehicle from Lenco Armored Vehicles
best meets the City’s required specifications and can be purchased through the
Governor’s Office of Emergency Services’ (“Cal OES”) California 1122 Program
providing a significant cost savings. Therefore, it is recommended that the City Council
adopt Resolution No. 7459 amending the Fiscal Year 2022-23 General Fund Budget
and authorizing a budget appropriation for the purchase of a rescue vehicle in the
amount of $400,000, offset by a reduction in the General Fund Reserve; and approving
the purchase of a Lenco Armored Rescue Vehicle through the Governor’s Office of
Emergency Services’ California 1122 Program in an amount not to exceed $400,000.
BACKGROUND
Currently, the Police Department does not own an Armored Rescue Vehicle (“ARV”).
There is one regional ARV, which is housed at the Monrovia Police Department. In

addition, there are several surrounding cities which house their own ARV. These allied
agencies allow for the Arcadia Police Department to conduct trainings and serve search
warrants with an ARV as well as to rely on them for emergencies, critical incidents, and
potential threats within City limits. However, reliance on borrowing this lifesaving vehicle
during a critical incident jeopardizes the safety of citizens and first responders. When
timing is a matter of life or death, it is vitally important for Arcadia to own an ARV and
have it available immediately.
Gun violence is increasing nationwide and the City of Arcadia is not immune to the
potential of this type of incident occurring. This was made abundantly clear when the
Department experienced an active shooter incident outside a local residence on August
10, 2022, when Police Officers responded to a call for service. The active shooter
incident resulted in an Officer and civilian being struck by gunfire. An ARV was
desperately needed at the time of the active shooting incident to ensure the rescue and
survival of the wounded Officer, the injured civilian, the additional Officers pinned down
by gunfire, residents in surrounding homes, and the additional responding Officers on
the rescue team.
Since the Department does not own an ARV, two ARVs were requested from
neighboring agencies: the El Monte Police Department and the Monrovia Police
Department. One ARV aided in the rescue of the injured Officer and other Officers
involved in the incident. During this rescue mission, the suspect continued to fire
rounds at the rescue team and the pinned down Officers. This rescue operation was
only possible because of the ARV deployment. The other ARV played a vital role in
safely extracting the injured civilian, who had been struck in the eye with bullet
fragments while inside their home (located across the street from where the incident
occurred) during the incident. The injured civilian’s family members and several
residences surrounding the suspect’s location were evacuated with the safety and
security provided by the ARV.
It should be noted that on the day of the critical incident, it was possible to wait for an
ARV to safely remove the injured Officer and the other Officers being pinned down by
active gunfire. However, if the situation were just slightly different, waiting would not
have been possible. Since the Department does not own an ARV, a hurried rescue
would have involved the use of a patrol unit, which provides little to no ballistic
protection. Such a rescue would have endangered multiple Officers and the potential
survival of the wounded Officer at the scene.
The critical incident on August 10, 2022, revealed that having an ARV ready to deploy
from Arcadia’s Police Department’s facility will increase each Officer’s capabilities
during a critical incident. An ARV owned by the City will decrease the reliance on mutual
aid in these types of situations and minimize response times. Time is extremely
important when responding to critical incidents. In addition, having the ability to get
Officers and medically trained personnel to wounded citizens and Officers as quickly as
possible will save lives.

DISCUSSION
The Police Department would like to purchase the ARV through the California 1122
Public Safety Procurement Program (“1122 Program”), which is led by Cal OES. This
program provides the authority for State and local government entities to purchase
equipment from specific Federal sources, resulting in significant cost savings estimated
to be 50-85%. The 1122 Program establishes sources for non-IT commodities that have
been competitively assessed, negotiated, or bid by the Federal General Services
Administration (“GSA”). The advantage of utilizing the 1122 Program is it provides the
City access to the Federal Government’s large purchasing power, which generally
means bigger discounts than otherwise would be available to the City. Therefore, for the
foregoing reasons, it is recommended that the City purchase the ARV utilizing the 1122
Program.
The requirements for an agency to participate in the 1122 Program include certification
in one or all three of its activity categories: Counter Drug, Emergency Response, and
Homeland Security. The Police Department applied for participation in the 1122
Program and was approved with certification in all three areas on August 26, 2014, and
renewed the certification on August 30, 2022. The 1122 Program will satisfy the City’s
purchasing requirements and expedites the process.
The Police Department has inquired with Lenco Armored Vehicles (“Lenco”), an
approved 1122 Program vendor with over 41 years of experience, for an ARV that will
meet all the City’s needs. In addition, Lenco is authorized through the GSA schedule to
represent and quote an ARV. The Lenco ARV G3 is the ARV that best meets the City’s
needs and will provide the protection to our citizens and Officers. This ARV is a four-
wheeled vehicle used to enhance and sustain the safety of individuals and emergency
responders when answering the call to active shooter incidents or hazardous situations.
The highlights of the Lenco ARV G3 are that it is ballistic rated at the highest level
(NIJIV), which is capable of withstanding multiple .50 caliber rounds to the body and
glass. Additionally, Lenco is the only manufacturer that offers level IIIA Kevlar-based
ballistic skip round shields that are cable of being hung from the vehicle running boards
to the ground, end to end. The skip round shields provides ballistic protection to police
officers and injured citizens from gunfire and skip rounds directed at and under the
vehicle. In addition, the Lenco ARV G3 is built using the Ford F550 chassis and only
requires a Class C driver’s license to operate. Any personnel trained in the operations of
the ARV can drive this vehicle without a need for additional licenses or endorsements.
Furthermore, the ARV G3 is extremely durable with extended longevity. For example,
the FSET Regional ARV, which is housed at the Monrovia Police Department, is a year
2000 model and currently remains in service.
Typically, the manufacturing and delivery time of an ARV G3 is estimated at 12 to 14
months. However, Lenco provided the Department with a demonstration ARV G3 for
police personnel to explore. The ARV G3 is currently housed in the Arcadia Police
Department’s secured parking lot. The ARV G3 is ready for immediate purchase for
approximately $341,288 due to a few additional features it was built with. The sales tax

for the purchase of the vehicle is $34,982.02, bringing the total purchase price to
$376,270.02. The immediate availability of this vehicle eliminates the cost of the
shipping fee and the extended wait time caused by the current economic situation.
Furthermore, it provides the Department with immediate accessibility to the ARV.
An ARV would provide safety, resources, and security to Arcadia’s citizens, allied
agencies, and Officers. The ARV will serve as a force multiplier and resource to
enhance the capabilities of Officers response to a critical incident. This purchase is also
made in compliance with City Ordinance No. 2387, Military Equipment Use Policy
adopted pursuant to Assembly Bill 481. The ARV will be added to the Military
Equipment Use Policy inventory list, which is published on the City’s website.
FISCAL IMPACT
The one-time expenditure of approximately $400,000 was not budgeted as part of the
General Fund budget for Fiscal Year 2022-23; therefore, a budget appropriation from
the General Fund Reserve balance in the amount of $400,000 is requested for the
purchase of the ARV. While the actual purchase price totals $376,270.02, some
additional funding will be required to affix City logos and other after-market equipment to
outfit it for the City’s needs.
RECOMMENDATION
It is recommended that the City Council determine that this action does not constitute a
project and is, therefore, exempt under the California Environmental Quality Act
(“CEQA”); and adopt Resolution No. 7459 amending the Fiscal Year 2022-23 General
Fund Budget and authorizing a budget appropriation for the purchase of a rescue
vehicle in the amount of $400,000, offset by a reduction in the General Fund Reserve;
and approving a purchase of a Lenco Armored Rescue Vehicle through the Governor’s
Office of Emergency Services’ California 1122 Program in an amount not to exceed
$400,000.
