FOR THE UPFITTING OF ONE 2022 CHEVROLET SILVERADO FOUR-WHEEL DRIVE PICKUP TRUCK IN THE AMOUNT OF $142,300 Recommendation: Adopt and Approve SUMMARY On July 15, 2021, Battalion 705 (Asset No. 80247), a 2009 Chevrolet Suburban command fire vehicle, experienced an engine bay fire, causing major irreversible damage that necessitated the replacement of the vehicle. Even though a good portion of the expenses were reimbursed under the City’s insurance policy, a balance of $92,000 is required to complete the upfitting of the new fire command vehicle. It is recommended that the City Council adopt Resolution No. 7465 amending the Fiscal Year 2022-23 Equipment Replacement Program Budget authorizing a supplemental budget appropriation for the upfitting of one 2022 Chevrolet Silverado four-wheel drive pickup truck in the amount of $92,000, offset by a reduction in the Equipment Replacement Reserve Fund; and approving a Purchase Order with 911Vehicle.com., Inc. for the upfitting of one 2022 Chevrolet Silverado four-wheel drive pickup truck in the amount of $142,300. BACKGROUND Fire command vehicles are utilized as a mobile command post and are the hub of emergency operations designed to support field units and personnel working under the incident command system. On July 15, 2021, Battalion 705 (Asset No. 80247), a 2009 Chevrolet Suburban command fire vehicle, experienced an engine bay fire, causing major irreversible damage, resulting in a total vehicle loss. This vehicle was heavily upfitted with radio communication equipment, firefighting equipment such as self-contained breathing apparatus, emergency lights, and sirens. The Fire Department is currently operating without a backup/reserve incident commence vehicle. It is imperative that a replacement vehicle be obtained to ensure that battalion chiefs are adequately equipped to manage and control crews during emergencies. Through a claim filed with the City’s insurance provider, a payout was authorized and provided to the City in the total amount of $111,462.42 for the replacement, purchase, and acquisition of a new vehicle chassis and the upfitting and installation of a command conversion package. The payout was placed back into the Equipment Replacement Reserve Fund. At the September 21, 2021, City Council meeting, Resolution No. 7388 was adopted to authorize the purchase of one new 2022 Chevrolet Silverado four-wheel drive pickup in the amount of $59,324.62 from 72 Hour LLC dba National Auto Fleet Group by using Sourcewell, a national cooperative purchasing program. This purchase enabled the City to streamline the process of procuring this vehicle and receive the best price possible. Additionally, at the time of this adoption, City Council also approved a total supplemental budget appropriation for both the purchase and upfitting of the vehicle in the amount of $111,462.42. With the purchase of the vehicle, a remaining balance of $52,137.80 was left to upfit the vehicle with components required to convert the truck into a fire command vehicle. The new 2022 Chevrolet Silverado four-wheel drive pick-up truck and is ready to be upfitted with the required Fire Department radios and code 3 capabilities for rapid response to emergency situations, emergency lights, and firefighting equipment to be fully converted as an incident command vehicle. DISCUSSION The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by Sourcewell while remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase vehicles and equipment at a lower cost than traditional competitive bidding. Cooperative purchasing agreements also leverage economies of scale to enable vendors to provide goods at reduced costs. Sourcewell awarded a contract to 72 Hour LLC dba National Auto Fleet Group, with 911Vehicle.com as one of their authorized upfitting vendors, for Resolution No. 7465 for Supplemental Budget Appropriation and PO with 911Vehicle.com October 4, 2022 Page 3 of 4 services related to manufacturing and installing the required upfitting equipment for fire incident command vehicles. As an authorized upfitting vendor of National Auto Fleet Group (also a Sourcewell vendor), the bid specifications from 911Vehicles.com has been reviewed by the Fire Department and it has been determined that they meet the City’s procurement requirements and the Fire Department’s fire vehicle standards. A copy of the pricing agreement between Sourcewell, National Auto Fleet Group, and 911Vehicle.com., Inc. is attached (Contract No. 091521-NAF). Even with the competitive pricing provided by the cooperative purchasing agreement with Sourcewell, the complete cost for the upfitting of the fire command vehicle by 911Vehicles.com., Inc. is $142,300.00, far exceeding the $52,137.80 remaining from the insurance payout. As such, an additional appropriation of $90,162.20 is necessary to finalize the upfitting of the new fire command vehicle. Over time, the City had added specialized equipment and the latest equipment is more expensive than the items placed on the original vehicle. Therefore, additional funds are required to cover the entire cost of getting the new vehicle ready for service. Going forward, the City will increase its insurance coverages to better account for units with highly specialized equipment such as this one. Since it is vital that an operational command vehicle be placed back into the Fire Department’s emergency operations’ fleet with all its necessary accessories and related service components, the additional $92,000 (rounded) in funding is requested. Currently, the following Cities in the region utilize a fire command vehicle built by 911Vehicles.com utilizing similar specifications to those the City will be utilizing: Long Beach, Monrovia, Los Angeles, Anaheim, and Burbank. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”) under Section 15061(b)(3) of the CEQA Guidelines, and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The cost for the upfitting of one 2022 Chevrolet Silverado four-wheel drive pickup truck is $142,300. Funds in the amount of $52,137.80 are available from the City’s insurance claim pay out from the fire damaged vehicle of the 2009 Chevrolet Suburban incident command vehicle in July 2021. To be converted and used within the same capacity, an additional appropriation of $92,000 from the Equipment Reserve Fund is needed to complete the upfitting of the newly-purchased 2022 Chevrolet Silverado four-wheel drive pick-up truck that replaced the 2009 command vehicle. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7465 amending the Fiscal Year 2022-23 Equipment Replacement Program Budget authorizing a supplemental budget appropriation for the upfitting of one 2022 Chevrolet Silverado four-wheel drive pickup truck in the amount of $92,000, offset by a reduction in the Equipment Replacement Reserve Fund; and approving a Purchase Order with 911Vehicle.com., Inc. for the upfitting of one 2022 Chevrolet Silverado four-wheel drive pickup truck in the amount of $142,300.
