HomeMy WebLinkAboutItem 10k - Purchase of Ford E-450 CCTV TruckPurchase of CCTV Sewer Truck October 4, 2022 Page 1 of 3 DATE: October 4, 2022 TO: Honorable Mayor and City Council FROM: Paul Cranmer, Public Works Services Director By: John Corona, Utilities Superintendent SUBJECT: PURCHASE ORDER WITH HAAKER EQUIPMENT COMPANY FOR THE PURCHASE OF ONE 2022 FORD E-450 CCTV TRUCK IN THE AMOUNT OF $212,455.56 Recommendation: Approve SUMMARY The Fiscal Year 2022-23 Equipment Acquisition Budget provides for the purchase of a new Closed Circuit Television Video (“CCTV”) sewer truck for the Public Works Services Department (“PWSD”). After exploring possible purchasing options, it was determined that using Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring this vehicle and receive the best price possible. It is recommended that the City Council approve a Purchase Order with Haaker Equipment Company for the purchase of one 2022 Ford E-450 CCTV Truck in the amount of $212,455.56. BACKGROUND In 2006, the State Water Resources Control Board adopted the Waste Discharge Requirement Program for all public-owned sanitary sewer collection systems in California with more than one mile of sewer pipeline. Under this program, the City is required to prepare and implement a Sewer System Management Plan (“SSMP”). The SSMP identifies routine preventive operation and maintenance activities, including a system for scheduling regular maintenance and cleaning of the sanitary sewer system. Additionally, the program requires visual and CCTV inspections of manholes and sewer pipes. The sewer CCTV inspections provide evidence of the cleaning and maintenance that is performed as part of the SSMP. The PWSD budgets $50,000 annually to perform CCTV inspections of the City’s sanitary sewer system. This budget only allows for sewer video to be performed on 10% of the entire sewer system each year. The CCTV videos are used to generate sewer repair projects and provide details of the overall condition of the sewer system pipes. Purchase of CCTV Sewer Truck October 4, 2022 Page 2 of 3 The Fiscal Year 2022-23 Equipment Acquisition Budget provides for the purchase of a sewer CCTV truck. Purchasing a sewer CCTV truck will allow City staff to perform video inspection of the sewer lines in house and eliminate the need for an annual contract of $50,000 for CCTV services. Owning a CCTV truck will also allow the City to compile a much larger database in a shorter amount of time and provide greater flexibility in prioritizing repairs and projects. Furthermore, City field staff will eliminate up to 160 hours of time spent annually on traffic control and inspection services which are requested by the CCTV contractor while performing video services. Most importantly, owning a CCTV truck will allow staff to respond immediately when issues are found during regular cleaning. DISCUSSION After exploring possible purchasing options, it was determined that using Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring this vehicle and receive the best price possible. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by Sourcewell while remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the city can streamline the procurement process and purchase vehicles and equipment at a lower cost than traditional competitive bidding. Sourcewell awarded a contract to Envirosight for industry-leading sewer inspection equipment. Under the master agreement, Envirosight has certified and authorized specific independent dealers to provide their sewer equipment. Haaker Equipment Company is a local authorized dealer that can supply an Envirosight-fitted 2022 Ford E-450 CCTV Truck. The 2022 Ford E-450 CCTV Truck includes a Rovver X sewer inspection camera, which is an industry leader in inspection and adaptation features. It comes equipped with 12 different quick change wheel sizes and treads that will allow inspection of sewer lines 6” to 96” in diameter as well as any type of sewer pipe or storm drainpipe material. Additional features include ample LED lighting, remote operated camera lift, pressure and temperature sensors, built in inclinometer for plotting pipe grade, and 145-degree tilt with 10X optical zoom camera. A bonus of the 2022 Ford E-450 CCTV Truck is that it includes Wincan VX software, a user-friendly software program for compiling a pipe inspection database and generating inspection reports. The Wincan VX software is compatible with the current Windows operating software utilized by the City. The bidding process and the Sourcewell contracts have been reviewed by the PWSD and it was determined that they meet the City’s procurement requirements. A copy of Envirosight’s contract is attached. Purchase of CCTV Sewer Truck October 4, 2022 Page 3 of 3 ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The cost of the 2022 Ford E-450 CCTV Truck is $212,455.56. The cost for safety lighting and communication equipment will be approximately $5,300 and will be handled under a separate purchase order. Funds in the amount of $250,300 have been budgeted in the Fiscal Year 2022-23 Equipment Replacement Fund for the purchase of this vehicle. Therefore, sufficient funds have been budgeted for this purchase. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is therefore exempt under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Haaker Equipment Company for the purchase of one 2022 Ford E-450 CCTV Truck in the amount of $212,455.56.
